This study conducted research over status of employment and living by collecting questions & answers from retired soldiers after service in ROK Army more than 5 years in last 5 years. As the methodology of this research, the status of employment has been provided from the Citizen Insurance Public Corporation, and conducted interviews for all individuals in addition to the receiving of questions & answers. Also, the statistic data prepared and submitted for Congressional Audit & Inspection from MND was also utilized for the purpose of research. In conclusion, the situation faced with retired soldiers after their retirement is showing the future of reflection of oneself to the personnel in active service who must do their best only for their duty to keep national security. If those personnel in active service are worrying about their future returning to civilian society after retirement, it will not only become an impediment to perform their duty but also bring invisible weakening of military power to defend our nation in result. This is the rationale for the necessity of providing support for social adaptation, reemployment and inauguration of retired soldiers.

This study review about smart work to appear the use of smart device, and find the management plan for activating of smart work. Our national's smart work that is the best internet environment in worldwide fall behind foreign country. This study offers for the activating strategies of smart work. Fist, it is to change perception about smart work. Second, it should be clear up legal definition and category of smart-work. Third, it is that tighten up security of smart equipment. It is hard to achieve effects, as long as we get used to face-to-face work processing. Based on accurate perception about smart work on both employees and manager, this study suggest that it is important to change perception and to make actively use of smart work.

The rapid development and distribution of information communication industry facilitates the changes of hospital administration, introducing EMR(Electronic Medical Record) instead of paper-based medical record in the medical field. The developed countries such as U.S. have established EMR system after in the middle of 1970s because the primary advantages of EMR is to store and handle vast amounts of records efficiently and increase the quality of health care. Most of health organizations in Korea also apply medical record system to their administration. As the result, they have accomplished a scientific administration system through the use of medical record to handle a variety of patient's information including patient's confidentiality and privacy such as family history, social status, income level, and so on. However, access to and the misuse of EMR causes illegal infringement of patient's information and finally it becomes a very serious medical issue. Potential leakage and misuse of records may seriously infringe patient's privacy rights. In this respect, the related agencies in the public and private sector have been making efforts to prevent patient's records leakages. Especially, the revision bill of Medical Law in 2002 establishes the ways on the security and standards of electronic records. However, it does not provide the proper guidelines which is applied to the rapid changes of the medical environment. One of the most priorities in the hospital administration is the production and maintenance of an accurate medical records fulfilled by medical recorders. Therefore, it is very important for health care providers to hire ethical-based medical recorders. But, unfortunately most of hospitals overlook the importance of their roles. All parts including government, physician and patient must have more concerns on the problems related to EMR. Therefore, this study aims to propose the proper ways to resolve the problems coming from EMR.

Plagiarism in which people use other people's works partially or in entirety as if they are their own and infringement on copyrights that frequently occur in various forms under smart device environment are becoming one of the crucial problems that need to be solved for Korea to become an advanced nation. This paper investigates and analyzes how college students, the heaviest user of smart devices under various smart device environment, are committing plagiarism and copyright infringement and suggest a basic education plan to prevent plagiarism and copyright infringement. College students have a very low awareness of plagiarism and copyrights and the level of violation associated with plagiarism and copyrights infringement they commit from elementary school to college were found to be at a serious level. It was demonstrated that the solution suggested in this paper to solve these problems would be effective in enhancing the awareness of the bad effect of plagiarism and copyrights infringement along with their side effects.

The study revealed that the companies are still reluctant to stop using document-based payment methods although they are aware the use of electronic payment system would reduce express and save time. Considering problems that are suggested in the conventional payment method, more companies will introduce and utilize the electronic payment system. Moreover, as the refined electronic payment system is essential in electronic trade, active studies on this field would greatly contribute to the development of electronic payment system. The prevailing settlement of international trade still relies on trading documents while the legal issues are not finalized for electronic bill of lading (B/L) and electronic bill. This research purpose on comparing some e-trading models in character and presenting the obstacles of e-trading activation and the solutions. e-trading models this research has studied are BOLERO, TradeCard, electronic L/C etc. Comparing characteristic points of the e-trading model in this article are as follows; 1)Access ways as a global e-trading model, 2)Structural and Functional characteristic, 3)Role as a global e-trading model, 5)Legal and Application issues in practice, 6)Security issues for Technology. But Further studies on this subject would be needed.

The domestic demand of natural gas has increased continuously due to the sudden rise of oil price and regulations on greenhouse gas to global warming. In order to improve the supply security of natural gas market in Korea, the agreement on supply of pipeline natural gas (PNG) in Russia was signed between Gazprom and Korea Gas Corporation in 2008. If the supply plan of Russian natural gas is realized, underground storage facilities would be required in order to balance supply and demand of natural gas because the gas demand is concentrated in the winter. This study investigated the safety of the storage facility in quantitative way considering several design parameters such as gas pressure, depth of the storage cavern, rock condition and in-situ horizontal stress ratio. Two dimensional stress analyses were conducted using axi- symmetry condition to examine the behavior of cavern depending upon suggested design parameters. Results showed that the factor of safety, defined as the ratio of 'shear strength'/'shear stress', was largely affected by the depth, rock class and gas pressure but was insensitive to the coefficient of lateral pressure(Ko).

This study sought for an improvement plan of overall fire-fighting activities and all kinds of support activities of service for public welfare of Korean Volunteer Fire Departments by utilizing the internal fire administration data and statistical yearbooks of the (Old)Ministry of Public Safety and Security (MPSS), the statistics of the (Old) National Emergency Management(NEMA), and the data of the National Statistical Office (NSO) of 5 years from 2012 to 2016 and drawing the practical problems through the statistical analysis. The results of the study are as follows: First, the quota management system of Volunteer Fire Departments that considers the characteristics of rural areas should be supplemented. Second, the culture and training system to solve internal conflict factors of Volunteer Fire Departments should be strengthened. Third, management members readership competency of operating organizations including volunteer fire marshals should be strengthened. Fourth, the education and training system of Volunteer Fire Departments to satisfy regional conditions should be established. Fifth, the reward system for Volunteer Fire Departments' activities of large disaster sites should be improved. The result of the study will be expected to be utilized as the basic data to develop Korean Volunteer Fire Departments in the future.

These days, most of SMART card, JAVA card, picked up the JAVA Card Platform gets the position as a standard. Java Card technology provides implantation, platform portability and high security function to SMART Card. Compared to normal Smart Card, JAVA card has a defect that is a low running speed caused by a distinctive feature of JAVA programming language. Factors that affect JAVA Card execution speed are the method how to save the data and install the applets of JAVA Card installation instrument. In this paper, I will offer the plan to improve JAVA Card program's loading and execution speed. At Java Card program, writing, updating and deleting process for data at EEPROM can be improved of Java Card speed by using high speed RAM. For this, at JAVA Card as a application of RAM, I will present prefetching LRU-ORL Buffer Cache Technique that is suitable for Java Card environment. As a data character, managing all data created from JAVA Curd at Buffer Cache, decrease times of recording at maximum for EEPROM so that JAVA Card program upload and execution speed will be improved.

In this paper are This paper is about the efficient use operational management plan for the metropolitan public Jamsil heliport. First, understand the general operations and facilities to Jamsil heliport and raised the issue for them. And, in cases such as urban offshore heliport Jamsil heliport in New York and Texas (USA), for example, which was presented for comparative analysis and Jamsil heliport in London (UK). Operations, research is seen against a facility to install and manage a couple of airfield operations based on the subject by presenting the alternatives, thereby causing the principal operating facilities, infrastructure and security facilities even suggest ways to enhance the standards. Unlike other countries, Jamsil heliport location characteristics were excluded from the study on the safety aspects related to flight operations and for this I'm a military airport facilities coexist in the neighborhood.

Purpose - The purpose of this study was to propose a win-win development plan for not only suppliers of delivery applications but also traditional market vendor companies and delivery riders by analyzing existing delivery models and presenting a new delivery model to enhance competitiveness of the traditional market using delivery apps. Research desgin, data, and methodology - Specifically, small retailers, such as traditional markets and supermarkets, presented a compromised delivery model that utilizes the platform of specialized delivery app service providers for order reception, and that the delivery is delivered by delivery systems jointly hired by Vendor companies, such as franchising companies. To validate the significance of the trade-off delivery model, a cost-benefit analysis was conducted by those involved in the delivery application. Results - From the perspective of suppliers of specialized delivery applications, it is analyzed that the use of specialized delivery applications in traditional markets will be a new market opportunity for service providers to achieve increased sales. It is expected that consumer choice and satisfaction will be increased as convenience and accessibility of traditional market businesses that were available only through direct visit from the user side of the delivery application will be expanded. From the standpoint of delivery application franchises, it is analyzed that they can seek to increase sales and increase customer service as well as ease labor cost burden due to joint employment of delivery riders. The delivery rider will be able to seek to improve customer service due to job security, wage stability, risk reduction and overheated competition due to direct employment. Conclusion - In conclusion, the compromised delivery model solved the problems raised in the preceding study conducted on delivery application suppliers, users, franchises, and riders to establish that it could be a strategic alternative to increasing sales and expanding detailed rights for the self-employed in the traditional market, which are experiencing difficulties in management. However, the adoption of a compromise delivery model requires social consensus from those involved in the delivery application and requires legal, institutional and policy support, which will require continued follow-up research on the delivery model in the future.
