Australian Case Study in Regulatory Techniques to the Security Industry Reform and Policy Implications (호주 민간경비산업 고품질 규제수단 검토 및 시사점)

  • The security providers industry, often referred to as an industry with unconfined growth ceiling, has entered a remarkable mass-growth phase since the 1980. In the modern era, private-sector security increasingly cover functions relating to general security awareness (including counter-terrorism) in partnership with State bodies, and the scale of operations continue to accelerate, relative to the expanding roles. In the era of pluralisation of policing, there has been widening efforts pursued to develop a range of regulatory strategies internationally in order to manage such growth and development. To date, in South Korea, a diverse set of industry review studies have been conducted. However, the analyses have been conventionally confined to North America, Britain, Germany and Japan, while developments in other world regions remain unassessed. This article is intended to inform the drivers and determinants of regulatory reforms in Australia, and examine the effectiveness of the main pillars of licensing innovations. Over the past decades, the Australian regime has undergone a wave of reforms in response to emerging issues, and in recognition of the industry as a 'public good' due to underpopulation density and the resulting security challenges. The focus of review in this study was on providing a detailed review of the regulatory approach taken by Australia that has expanded police-private security co-operation since the 1980s. The emphasis was on examining the core pillars of risk management strategies and oversight practices progressed to date and evaluating areas of possible improvement in regulation relative to South Korea. Overall, this study has identified three key features of Australian regime: (1) close checks on questionable close associates (including fingerprinting), (2) power of inspection and seizure without search warrant, (3) the 'three strikes' scheme. The rise of the private security presence in day-to-day policing operations means that industry warrant some intervening government-sponsored initiative. The overall lessons learnt from the Australian case was taken into account in determining the following checks and balances that would provide the ideal setting for the best-practice arrangement: (1) regulatory measure should be evaluated against a set of well-defined indicators, such as the merits of different enforcement tools for each given risk, (2) information about regulatory impacts should be analysed by a specialist research institute, (3) regulators should be innovative in applying a range of strategies available to them by employing a mixture of compliance promotional strategies, and adjust the mix as required.

  • Power grid techniques are distributed over general power systems ranging from power stations to power transmission, power distribution, and users. To monitor and control the elements and performance of a power system in real time in the extensive area of power generation, power transmission, wide-area monitoring (WAM) and control techniques are required (Sattinger et al. 2007). Also, to efficiently operate a power grid, integrated techniques of information and communication technology are required for the application of communication network and relevant equipment, computing, and system control software. WAM should make a precise power grid measurement of more than once per cycle by time synchronization using GPS. By collecting the measurement values of a power grid from substations located at faraway regions through remote communication, the current status of the entire power grid system can be examined. However, for GPS that is used in general national industries, unexpected dangerous situations have occurred due to its deterioration and jamming. Currently, the power grid is based on a synchronization system using GPS. Thus, interruption of the time synchronization system of the power system due to the failure or abnormal condition of GPS would have enormous effects on each field such as economy, security, and the lives of the public due to the destruction of the synchronization system of the national power grid. Developed countries have an emergency substitute system in preparation for this abnormal situation of GPS. Therefore, in Korea, a system that is used to prepare for the interruption of GPS reception should also be established on a long-term basis; but prior to this, it is required that an evaluation technique for the time synchronization performance of a GPS receiver using an atomic clock within the power grid. In this study, a monitoring system of time synchronization based on GPS at a power grid was implemented, and the results were presented.

An Analysis of Online Black Market: Using Data Mining and Social Network Analysis (온라인 해킹 불법 시장 분석: 데이터 마이닝과 소셜 네트워크 분석 활용)

  • Purpose This study collects data of the recently activated online black market and analyzes it to present a specific method for preparing for a hacking attack. This study aims to make safe from the cyber attacks, including hacking, from the perspective of individuals and businesses by closely analyzing hacking methods and tools in a situation where they are easily shared. Design/methodology/approach To prepare for the hacking attack through the online black market, this study uses the routine activity theory to identify the opportunity factors of the hacking attack. Based on this, text mining and social network techniques are applied to reveal the most dangerous areas of security. It finds out suitable targets in routine activity theory through text mining techniques and motivated offenders through social network analysis. Lastly, the absence of guardians and the parts required by guardians are extracted using both analysis techniques simultaneously. Findings As a result of text mining, there was a large supply of hacking gift cards, and the demand to attack sites such as Amazon and Netflix was very high. In addition, interest in accounts and combos was in high demand and supply. As a result of social network analysis, users who actively share hacking information and tools can be identified. When these two analyzes were synthesized, it was found that specialized managers are required in the areas of proxy, maker and many managers are required for the buyer network, and skilled managers are required for the seller network.

  • Recently, a wide variety of IoT environment is being created due to the rapid development of information and communication technology. And accordingly in a variety of network structures, a countless number of attack techniques and new types of vulnerabilities are producing a social disturbance. In May of 2018, Talos Intelligence, the Cisco threat intelligence team has newly discovered 'VPN-Filter', which constitutes a large-scale IoT-based botnet, is infecting consumer routers in over 54 countries around the world. In this paper, types of IoT-based botnets and the attack techniques utilizing botnet will be examined and the countermeasure technique through EXIF metadata removal method which is the cause of connection method of C & C Server will be proposed by examining the characteristics of attack vulnerabilities and attack scenarios of VPN-Filter.

  • As the method of collecting and utilizing structured and unstructured data develops due to the influence of the Fourth Industrial Revolution, unwanted personal information data is also being collected and utilized, and hackers are attempting various attacks to steal information. As a result, the importance of information protection has increased, and various protection techniques have emerged, among which many studies have been conducted using decentralized techniques of blockchain and various algorithms to strengthen the security of biometric authentication techniques. This paper proposed a public blockchain biometric authentication system that allows users to protect their data in a safer biometric authentication method in the public blockchain and use it in the blockchain through signature with authenticated information.

  • It also increases the competitive power of the nation. With all these merits of electronic documents, there exist threats to the security such as illegal outflow, destroying, loss, distortion, etc. Currently, the techniques to protect the electronic documents against illegal forgery, alteration or removal are not enough. Until now, various security technologies have been developed for electronic documents. However, most of them are limited to prevention of forgery or repudiation. Cryptography for electronic documents is quite heavy that direct cryptography is not in progress. Additionally, key management for encryption/decryption has many difficulties that security has many weak points. Security has inversely proportional to efficiency. It is strongly requested to adopt various cryptography technologies into the electronic document system to offer more efficient and safer services. Therefore, this paper presents some problems in cryptography technologies currently used in the existing electronic document systems, and offer efficient methods to adopt cryptography algorithms to improve and secure the electronic document systems. To validate performance of proposed method compare with the existing cryptographies, critical elements have been compared, and it has been proved that the proposed method gives better results both in security and efficiency.

  • Cyber attacks targeting critical infrastructure are on the rise. Critical infrastructure is defined as core infrastructures within a country with a high degree of interdependence between the different structures; therefore, it is difficult to sufficiently protect it using outdated cybersecurity techniques. In particular, the distinction between the physical and logical risks of critical infrastructure is becoming ambiguous; therefore, risk management from a comprehensive perspective must be implemented. Accordingly, as a means of further actively protecting critical infrastructure, major countries have begun to apply their security and cybersecurity systems by design, as a more expanded concept is now being considered. This proactive security approach (CSbD, Cybersecurity by Design) includes not only securing the stability of software (SW) safety design and management, but also physical politics and device (HW) safety, precautionary and blocking measures, and overall resilience. It involves a comprehensive security system. Therefore, this study compares and analyzes security by design measures towards critical infrastructure that are leading the way in the US, Europe, and Singapore. It reflects the results of an analysis of optimal cybersecurity solutions for critical infrastructure. I would like to present a plan for applying by Design.

A Study on Detection Technique of Anomaly Signal for Financial Loan Fraud Based on Social Network Analysis (소셜 네트워크 분석 기반의 금융회사 불법대출 이상징후 탐지기법에 관한 연구)

  • After the financial crisis in 2008, the financial market still seems to be unstable with expanding the insolvency of the financial companies' real estate project financing loan in the aftermath of the lasted real estate recession. Especially after the illegal actions of people's financial institutions disclosed, while increased the anxiety of economic subjects about financial markets and weighted in the confusion of financial markets, the potential risk for the overall national economy is increasing. Thus as economic recession prolongs, the people's financial institutions having a weak profit structure and financing ability commit illegal acts in a variety of ways in order to conceal insolvent assets. Especially it is hard to find the loans of shareholder and the same borrower sharing credit risk in advance because most of them usually use a third-party's name bank account. Therefore, in order to effectively detect the fraud under other's name, it is necessary to analyze by clustering the borrowers high-related to a particular borrower through an analysis of association between the whole borrowers. In this paper, we introduce Analysis Techniques for detecting financial loan frauds in advance through an analysis of association between the whole borrowers by extending SNA(social network analysis) which is being studied by focused on sociology recently to the forensic accounting field of the financial frauds. Also this technique introduced in this pager will be very useful to regulatory authorities or law enforcement agencies at the field inspection or investigation.

A Study on the Copyright Protection Liability of Online Service Provider and Filtering Measure (온라인서비스제공자(OSP)의 저작권보호 책임과 필터링)

  • Although the primary liability for online copyright infringement may fall on the individual who illegally copies, transfers, and/or distributes the copyrighted content, the issue of indirect liability for Online Service Providers (OSPS) that provide a channel for the distribution of illegal content has recently come under the spotlight. Currently, in an effort to avoid liability for indirect copyright infringement and improve their reputation, most OSPs have voluntarily applied filtering technology. Under the Copyright Act of Korea, special types of OSPS including P2P and Web-based Hard Drive (WebHard) are required to incorporate filtering technology, and may be charged with penalties if found without one. However, despite the clear need for filtering mechanisms, several arguments have been set forth that question the efficacy and appropriateness of the system. As such, this paper discusses the liability theory adopted in the US. -a leader in internet technology development-and analyzes the scope of liability and filtering related regulations in our copyright law. In addition, this paper considers the current applications of filtering as well as limits of the applied filtering technology in OSPS today. Finally, we make four suggestions to improve filtering in Korea, addressing issues such as clarifying the limits and responsibilities of OSPS, searching for cooperative solutions between copyright holders and OSPS, standardizing the filtering technology to enable compatibility among different filtering techniques, and others.

Comparative Study of Anomaly Detection Accuracy of Intrusion Detection Systems Based on Various Data Preprocessing Techniques (다양한 데이터 전처리 기법 기반 침입탐지 시스템의 이상탐지 정확도 비교 연구)

  • An intrusion detection system is a technology that detects abnormal behaviors that violate security, and detects abnormal operations and prevents system attacks. Existing intrusion detection systems have been designed using statistical analysis or anomaly detection techniques for traffic patterns, but modern systems generate a variety of traffic different from existing systems due to rapidly growing technologies, so the existing methods have limitations. In order to overcome this limitation, study on intrusion detection methods applying various machine learning techniques is being actively conducted. In this study, a comparative study was conducted on data preprocessing techniques that can improve the accuracy of anomaly detection using NGIDS-DS (Next Generation IDS Database) generated by simulation equipment for traffic in various network environments. Padding and sliding window were used as data preprocessing, and an oversampling technique with Adversarial Auto-Encoder (AAE) was applied to solve the problem of imbalance between the normal data rate and the abnormal data rate. In addition, the performance improvement of detection accuracy was confirmed by using Skip-gram among the Word2Vec techniques that can extract feature vectors of preprocessed sequence data. PCA-SVM and GRU were used as models for comparative experiments, and the experimental results showed better performance when sliding window, skip-gram, AAE, and GRU were applied.
