Prospects of cross-strait relaions after the 20th National Congress of the Communist Party of China (중국공산당 제20차 전국대표대회 이후 양안관계 전망)

  • Recently, China-Taiwan relations are facing a crisis, and at the same time, the U.S.-China relationship and the structure of Northeast Asia are greatly shaken, so we should pay attention to changes in cross-strait relations. This study aims to predict how cross-strait relations will change after the party convention by analyzing Xi Jinping's Taiwan policy, focusing on the "Political Report" of the 20th party convention and the content analysis of leadership personnel. The results of the study are as follows. First, as the amendment to the party constitution announced after the closing of the party convention stipulates the possibility of armed invasion, Xi Jinping will implement a tough Taiwan policy emphasizing unification. Second, strategic competition with the United States will continue to intensify in the future when analyzing the contents of Chapters 2, 11, 13, and 14 of the "Political Reporting" and the personnel management of diplomatic and security leadership. As a result, cross-strait relations are expected to show instability for a considerable period of time. Third, at a time when Taiwan rejects the unification plan of "one country, two systems" and the tendency to de-Chineseize is strengthening, there is a possibility that legislation or specific enforcement ordinances will be enacted to strengthen the existing "Anti-Secession Law." Fourth, it is expected that strong and warm two-sided strategies will be used together, such as taking a strong response to external forces interfering with the Taiwan issue and Taiwan independence forces, and using incentives for the Kuomintang(KMT) and Taiwanese who are friendly to unification.

A Study on Improving Strategies of Itinerant Librarians' Job Environment at Small Libraries (작은도서관 순회사서 직무환경 개선방안 연구)

  • While small libraries have steadily increased in quantity, parts of qualitative growth such as lack of manpower and poor operation have been pointed out as problems. Accordingly, with the aim of establishing a foundation for linkage and cooperation between public libraries and small libraries, the small library itinerant librarians project has been promoted since 2010, and its scale has been continuously expanding. However, the lack of manpower and poor operation still remain tasks to be solved, and the poor treatment and job environment of itinerant librarians have not improved. In this context, this study aims to examine the problems of small libraries and job problems experienced by itinerant librarians and to find ways to improve the job environment of itinerant librarians based on this. Through the analysis of previous studies, small libraries and net companies were investigated, and in-depth interviews were conducted with participants related to itinerant librarians and small libraries. Through interview data analysis, a total of 17 meaning topics were extracted, including 'lack of work authority', 'lack of work manual', 'lack of communication, community', 'lack of integrated operating system', 'poor treatment and working environment', 'malicious user', and 'lack of belonging'. Based on this, four improvement measures were proposed, including the improvement of the job authority and standard regulations of itinerant librarians, the establishment of a community organization, job security guarantees, and job education reinforcement.

  • Various advanced countries are accelerating the competition in the development of hypersonic weapons. North Korea is on the verge of building a new submarine equipped with a submarine-launched ballistic missile (SLBM). A series of new guided missiles tests have continued due to political competition between the U.S. and China. The Republic of Korea is planning to boost its military capabilities, which involves the development of nuclear-powered submarines, light aircraft carriers, and new guided missiles. The northeast Asian region continues to be tense amid military rivalry between the Republic of Korea, North Korea, the United States, China, Russia, and Japan. Accordingly, these countries' competition to develop weapons is also at the world's highest level. In this paper, we examine the functioning of a hypersonic weapons system conduct a technical analysis of its components. In addition, we analyze the direction of military development that the Korean military wants to pursue through the recently announced mid-term defense plan. We conclude by highlighting the technical limitations and implementation strategies to overcome the development of hypersonic weapons.

  • Due to man-made climate change, global abnormal weather phenomena have occurred, increasing disasters. Major developed countries(military) are preparing for disasters caused by extreme weather appearances. However, currently, disaster prevention plans and facilities have been implemented based on the frequency and intensity method based on statistical data, it is not enough to prepare for disasters caused by frequent extreme weather based on probability basis. The U.S. and British forces have been the fastest to take research and policy approaches related to climate change and the threat of disaster change, and are considering both climate change mitigation and adaptation. The South Korean military regards the perception of disasters to be storm and flood damage, and there is a lack of discussion on extreme weather and disasters due to climate change. In this study, the process of establishing disaster management systems in developed countries(the United States and the United Kingdom) was examined, and the response policies of each country(military) were analyzed using literature analysis techniques. In order to maintain tight security, our military should establish a response policy focusing on sustainability and resilience, and the following three policy approaches are needed. First, it is necessary to analyze the future operational environment of the Korean Peninsula in preparation for the environment that will change due to climate change. Second, it is necessary to discuss climate change 'adaptation policy' for sustainability. Third, it is necessary to prepare for future disasters that may occur due to climate change.

A Study on the Derivation of Port Safety Risk Factors Using by Topic Modeling (토픽모델링을 활용한 항만안전 위험요인 도출에 관한 연구)

  • In this study, we tried to find out port safety from various perspectives through news data that can be easily accessed by the general public and domestic academic journal data that reflects the insights of port researchers. Non-negative Matrix Factorization(NMF) based topic modeling was conducted using Python to derive the main topics for each data, and then semantic analysis was conducted for each topic. The news data mainly derived natural and environmental factors among port safety risk factors, and the academic journal data derived security factors, mechanical factors, human factors, environmental factors, and natural factors. Through this, the need for strategies to strengthen the safety of domestic ports, such as strengthening the resilience of port safety, improve safety awareness to broaden the public's view of port safety, and conduct research to develop the port industry environment into a safe and specialized mature port. As a result, this study identified the main factors to be improved and provided basic data to develop into a mature port with a port safety culture.

  • The adoption of smart factories and smart manufacturing as strategies to enhance competitiveness and stimulate growth in the manufacturing sector is vital for a country's future competitiveness and industrial transformation. The government has consistently pursued smart manufacturing innovation policies starting with the Manufacturing Innovation 3.0 strategy in the Ministry of Industry. This study aims to identify policy areas for smart factories and smart manufacturing based on technical standards. Analyzing policy areas at the current stage where the establishment and support of domestic standards aligning with international technical standards are required is crucial. By prioritizing smart manufacturing process areas within the industry, policymakers can make well-informed decisions to advance smart manufacturing without blindly following international standardization in already well-established areas. To achieve this, the study utilizes a hierarchical analysis method including expert interviews and importance-performance analysis for the five major process areas. The findings underscore the importance of proactive participation in standardization for emerging technologies, such as data and security, instead of solely focusing on areas with extensive international standardization. Additionally, policymakers need to consider carbon emissions, energy costs, and global environmental challenges to address international trends in export and digital trade effectively.

Improvement of Face Recognition Algorithm for Residential Area Surveillance System Based on Graph Convolution Network (그래프 컨벌루션 네트워크 기반 주거지역 감시시스템의 얼굴인식 알고리즘 개선)

  • The construction of smart communities is a new method and important measure to ensure the security of residential areas. In order to solve the problem of low accuracy in face recognition caused by distorting facial features due to monitoring camera angles and other external factors, this paper proposes the following optimization strategies in designing a face recognition network: firstly, a global graph convolution module is designed to encode facial features as graph nodes, and a multi-scale feature enhancement residual module is designed to extract facial keypoint features in conjunction with the global graph convolution module. Secondly, after obtaining facial keypoints, they are constructed as a directed graph structure, and graph attention mechanisms are used to enhance the representation power of graph features. Finally, tensor computations are performed on the graph features of two faces, and the aggregated features are extracted and discriminated by a fully connected layer to determine whether the individuals' identities are the same. Through various experimental tests, the network designed in this paper achieves an AUC index of 85.65% for facial keypoint localization on the 300W public dataset and 88.92% on a self-built dataset. In terms of face recognition accuracy, the proposed network achieves an accuracy of 83.41% on the IBUG public dataset and 96.74% on a self-built dataset. Experimental results demonstrate that the network designed in this paper exhibits high detection and recognition accuracy for faces in surveillance videos.

A Study of Service Innovation in the Airport Industry using AHP (계층화 분석법을 활용한 공항 산업 서비스 혁신 연구)

  • In response to the COVID-19 pandemic, the global airport industry is actively introducing 4th Industrial Revolution technology-based systems for quarantine and passenger safety, and test bed construction and prior verification using airport infrastructure and resources are actively being conducted. Analysis of recent cases shows that despite the changing travel patterns of airport users and the diversification of airport service demands, most testbeds construction studies are still focused on suppliers, and task prioritization is also determined by decision makers. There is a tendency to rely on subjective judgment. In order to find practical ways to become a first mover that leads innovation in the aviation industry, this study selected tasks and derived priorities to build testbeds from a service perspective that reflects various customer service needs and changes. Research results using the AHP analysis method resulted in priorities in the order of access transportation and parking services (29.2%), security screening services (23.4%), and departure services (21.8%), and these analysis results were tested in the airport industry. It shows that innovation in testbeds construction is an important factor. In particular, the establishment of smart parking and UAM transportation testbeds not only helps strengthen airports as centers of technological innovation, but also promotes cooperation with companies, research institutes, and governments, and provides an environment for testing and developing new technologies and services. It can be a foundation for what can be done. The results and implications produced through this study can serve as useful guidelines for domestic and foreign airport practitioners to build testbeds and establish strategies.

Research on Optimization Strategies for Random Forest Algorithms in Federated Learning Environments (연합 학습 환경에서의 랜덤 포레스트 알고리즘 최적화 전략 연구)

  • Federated learning has garnered attention as an efficient method for training machine learning models in a distributed environment while maintaining data privacy and security. This study proposes a novel FedRFBagging algorithm to optimize the performance of random forest models in such federated learning environments. By dynamically adjusting the trees of local random forest models based on client-specific data characteristics, the proposed approach reduces communication costs and achieves high prediction accuracy even in environments with numerous clients. This method adapts to various data conditions, significantly enhancing model stability and training speed. While random forest models consist of multiple decision trees, transmitting all trees to the server in a federated learning environment results in exponentially increasing communication overhead, making their use impractical. Additionally, differences in data distribution among clients can lead to quality imbalances in the trees. To address this, the FedRFBagging algorithm selects only the highest-performing trees from each client for transmission to the server, which then reselects trees based on impurity values to construct the optimal global model. This reduces communication overhead and maintains high prediction performance across diverse data distributions. Although the global model reflects data from various clients, the data characteristics of each client may differ. To compensate for this, clients further train additional trees on the global model to perform local optimizations tailored to their data. This improves the overall model's prediction accuracy and adapts to changing data distributions. Our study demonstrates that the FedRFBagging algorithm effectively addresses the communication cost and performance issues associated with random forest models in federated learning environments, suggesting its applicability in such settings.

Improving military officers' career management system as a strategy for personnel innovation in the military (군 간부의 경력관리 제도 개선을 통한 군 인사 혁신 방안)

  • This study proposes improvements to the personnel management system for military officers in South Korea, addressing challenges posed by rapidly changing security environments and population decline due to low birth rates. The research identifies key issues in the current system, including lack of predictability in long-term service selection, limited opportunities for professional development, uncertainties in post-retirement careers, rigid organizational culture, and inadequate responses to demographic changes. To address these issues, the study analyzes personnel management practices in foreign militaries, including the United States, United Kingdom, and Israel, deriving valuable insights. Based on this analysis, the research suggests several improvement measures: enhancing predictability in long-term service selection, providing tailored job transition support for different military specialties, and expanding personnel exchanges between military and civilian sectors. Specific recommendations include clarifying long-term service selection criteria, introducing a phased selection system, strengthening connections between military specialties and civilian job sectors, expanding support for professional certifications, and increasing personnel exchange programs with public institutions and private companies. The study also outlines necessary legal and institutional reforms, strategies for securing and allocating budgets, and a phased implementation plan. The research proposes amendments to the Military Personnel Management Act, legislation for supporting retired military personnel, and the introduction of a performance-based budget management system. A systematic implementation plan is presented, divided into short-term, medium-term, and long-term phases.
