A Risk Management of Architectural Planning Phase in the Korea Private Infrastructure Project Using Project Financing (프로젝트 파이낸싱을 활용한 국내 SOC 민간투자사업 건축기획 단계에서의 리스크 관리)

  • Project Financing(PF) was introduced from the way of banks' conditional financing that take buried oil as security and offer required money to oil explores which have weak loaning ability in the U.S. 1930s. After that PF has developed with financial market and it has been activated in the market of Korea since 'An Institution about Private Financing Invitation Promotion' was established. Started with I-Hwa Ryoung tunnel project, PF has been used in the Metropolitan Area Airport Highway and etc. But because of the risk that occurred by PF's complexity and uncertainty, PF has not been used fully and there are only few practical examples. The purpose of the present study is to investigate how to decrease, identify and extract the risky factors of project that being planned by PF.

A Study on Identification of the Heat Vulnerability Area - Case Study in Chungcheongnamdo - (폭염 취약지역 도출에 관한 연구 - 충청남도를 대상으로 -)

  • This study is to identify the heat vulnerability area as represented by heat risk factors which could be attributable to heat-related deaths. The heat risk factors were temperature, Older Adults(OA), Economic Disadvantage(ED), Accessibility of Medical Services(AMS), The population Single Person Households(SPH). The factors are follow as; the temperature means to the number of days for decades average daily maximum temperature above $31^{\circ}C$, the Older Adults means to population ages 65 and above, furthermore, the Economic Disadvantage means to the population of Basic Livelihood Security Recipients(BLSR), the Accessibility of Medical Services(AMS) means to 5 minutes away from emergency medical services. The results of the analysis are showed that the top-level of temperature vulnerability areas is Dong, the top-level of vulnerability OA areas is Eup, the top-level of AMS vulnerability is Eup. Moreover, the top-level of vulnerability ED area appears in the Eup and Dong. The result of analysing relative importance to each element, most of the Eup were vulnerable to heat. Since, there are many vulnerable groups such as Economic Disadvantage, Older Adults in the Eup. We can be figured out estimated the number of heat-related deaths was high in the Eup and Dong by the data of emergency activation in the Chungcheongnam-do Fire Department. Therefore, the result of this study could be reasonable.

Constructing Tall Buildings in China: With a Focus on Shanghai

  • This paper examines China's rapid shift from low-rise to high-rise urban development, focusing on Shanghai as a case study. It provides a detailed analysis of the rapid vertical developments over the past five decades, highlighting gradual and sudden tall building changes. The study also surveys tall building development in the ten "tallest cities" across China, including Hong Kong, Shenzhen, Guangzhou, Shanghai, Wuhan, Chongqing, Chengdu, Shenyang, Hangzhou, and Nanning, while listing the tallest ten buildings in each city. The focus is on the drivers behind these towering structures: globalization, an economic powerhouse, and finance center, urbanization and population density, architectural innovation and ambition, competition and prestige, land availability and utilization, government support and planning, and tourism. The paper critically examines the sustainability of this trend in light of new Chinese policies restricting the construction of high-rise buildings exceeding 500m and 250m in smaller cities due to safety and security concerns. This prompts a reflection on the long-term viability and implications of the predominantly high-rise trajectory in urban development.

  • Industry 5.0 puts forward higher requirements for smart cities, including low-carbon, sustainable, and people-oriented, which pose challenges to the design of smart cities. In response to the above challenges, this study introduces the cyber-physical-social system (CPSS) and parallel system theory into the design of smart cities, and constructs a smart city framework based on parallel system theory. On this basis, in order to enhance the security of smart cities, a sustainable patrol subsystem for smart cities has been established. The intelligent patrol system uses a drone platform, and the trajectory planning of the drone is a key problem that needs to be solved. Therefore, a mathematical model was established that considers various objectives, including minimizing carbon emissions, minimizing noise impact, and maximizing coverage area, while also taking into account the flight performance constraints of drones. In addition, an improved metaheuristic algorithm based on ant colony optimization (ACO) algorithm was designed for trajectory planning of patrol drones. Finally, a digital environmental map was established based on real urban scenes and simulation experiments were conducted. The results show that compared with the other three metaheuristic algorithms, the algorithm designed in this study has the best performance.

  • UNESCO is an international specialized agency based on the United Nations (UN) located in the Paris. The United Nations Educational, Scientific and Cultural Organization abbreviated as UNESCO. The mission and goal of UNESCO are to maintain the peace and security throughout the globe by encouraging international collaborations through educational, scientific, and cultural heritage in order to increase respect for principals of justice, international rules of law, and international human rights. Recently, the UNESCO published a new set of 17 goals for the nation's sustainable society. The Organization ensures to actively participate in UN activities to improve harmony and planning within the United Nations system. The 2030 agenda is primarily about shifting the world on to a sustainable and most in-depth. Currently, UNESCO launched broad goals and objectives for the international community including the Millennium Development Goals (MDGs). Among these sustainable goals, climate change, water security is more significant. In this paper, we briefly reviewed the seventeen goals by UNESCO.

A Study on the Optimal Load Shedding Considering Alleviation of the Line Overload (선로과부하해소를 고려한 최적부하간단에 관한 연구)

  • This paper presents a method for optimal load shedding in preserving a system security following abnormal condition as well as a sudden major supply outage. The method takes account of static characteristic of generators control and voltage and system frequency characteristic of loads. The optimization problem is solved by a gradient technique to get the maximal effect by the least quantity of load shedding considering line overloads as well as voltage disturbances and system frequency. The method is illustrated on a 8-bus system. It has been found that the use of the proposed algorithm for model systems alleviate the line overload more efficiently than the former method. It is believed that this method will be useful in security studies and operational planning.

  • As proceeding Munmin and Kukmin's government, it is to bring in regionalism of genernal public administration and police administration, specialization, efficiency issue, demand inventing of audit technique to meet this trends. Especially, according to supporting qualitative improvement of the audit, its environment faced that orienting performance audit emphasis on not the legality but the efficiency more systematic and scientific theory or technique. In order to attain police audit's efficiency through performance audit, this study discussed that scientific management techniques should be applied police audit. Accordingly, the primary purpose of this study is to apply public audit to scientific management technique, bring to light limits in public sector(especially, police sector). To be efficiency audit(namely, performance audit), 1) OR techniques are explained linear programming, network modeling, PERT/CPM, queuing matrix model, simulation, 2) Statistical analysis methods are argued delphi technique, data envelopment analysis(DEA), analytic hierarchical process(AHP), time series analysis models etc.

  • A country's macro developing strategies will greatly impose upon its water resources allocation. Based upon the relationship between national macro developing strategies and water diversion projects layout, the paper discusses the vital influence of water diversion projects caused by China's food security and sustainable development strategy implemented in recent years, and points out that it is an inevitable choice of constructing inter-basin water diversion projects in north China in view of local water resources can't meet the demand of socio-economic development and eco-environment protection, and then recommends China's water diversion projects layout in the current and future, which attaching most importance to the South-to-North Water Diversion Project.

  • At this research, author discusses about ROK Army military supplies distribution system and suggests a direction of development as follows in order to achieve maximum efficiency. First, Develope a scientific technique to estimate quantity of repair part for futher demanding at the budgetting and procurement planning stage. Second, Introduce an Logistic Revolving Fund in other to reduce the procurement lead time & assure flexible procurement all year round. Third, Reestabilish supply step stages and reduce stock level which is authorized stock amount in logistic support unit. Fourth, Estabilish civilian - military integrated military supplies distribution system to improve the efficiency of logistics.
