  • The importance of Electronic Commerce and internet has been rapidly increasing. For the global information society in the $21^{st}$ century, government aims for the successful execution of the project for the construction of KII(Korea Information Infrastructure). However, the research on applications of KII is not enough to relate with Electronic Commerce and its impact. In this paper, we present a brief introduction to KII and its characteristics. Through the detailed analysis of application factors on KII, the relationship and inter-necessity between KII and Electronic Commerce are investigated. Also, This, work studies the aspects of law, security, and Informatization- mind for the guided directions of activating Electronic Commece on KII. Finally, the implementation strategy for Electronic Commerce is suggested.

  • Construction equipment cost is critical to estimate the total construction costs, particularly in large and complicated projects. Despite its importance, the construction equipment cost may not reflect the current market value since the equipment database is being updated every 6 years at most. To keep construction equipment cost up to date, it is highly recommended to use the standard market price that is reported each year by the Ministry of Security and Public Administration (MOSPA). However, there is still a gap to adopt the standard market price system for the construction equipment cost computing system. Therefore, this paper suggests an effective way to develop a construction equipment cost estimation system.

  • Purpose: The present study combines both tax structures and pension funds as the factors of economic importance and explores the impact of both (pension funds and tax rates) on the economic growth in context of OECD nations. Research Design, Data and Methodology: Last forty years data on these variables is taken for study purpose. A Sample size of thirty four nations which form the part of OECD nations was taken for study purpose. Results: Regression analysis (linear) was used to find out relationship between tax structure, Pension funds and economic growth. Conclusion: The results are important for nations increasing their expenditure for social contribution.

International country have attention to the automatization of machine for the improvement of agriculture. However, because of modernization of agriculture, the rate of accurrence about agriculture accident has increased dramatically. Especially the rate of accurence of agricultural accident is higher than the other industrial accident in the developed country. Because of these reasons, developed country has efforted to the agriculture system about safety. Australia law for the safety system of agriculture is very well and the rate of accident in the self-management agriculture is included in the statistics of industrial But The rate of accident in self-management agriculture is very higher In future we have to try new method about Agricuture Safety of Korea.

  • Disaster and safety budget can be characterized as a large-scale public asset on which the government has a significant role. It is of a crucial importance to properly allocate the limited national budget to various areas as necessary. Higher investment efficiency of the budget related to disaster and safety management requires distribution criteria based on relevance and efficiency. Currently, the budget related to disaster and safety management is orchestrated through the prior consultation system. However, there is still no clear framework for reviewing the investment direction and setting the priority investment areas by prior consultation. This study analyzes the status and characteristics of disaster and safety management projects by damage type and proposes a structured system for prioritization. This framework can be useful in selecting the areas that need priority investments by damage type of disaster and safety management projects, thereby contributing to improving investment efficiency.

  • Governments around the world place great hopes in innovation in their search for new sources of growth and for responses to grand challenges, such as climate change, new or re-emerging infectious diseases, accelerating urbanisation, ageing, food security, and availability of clean water. However they must devise their relevant support policies -- including through sponsored research within public research institutes -- taking into account that innovation processes are currently undergoing a major transformation. New innovation patterns include a broadening scope of relevant activities, a growing importance but changing nature of scientific roots of technological development, a stronger demand-pull, the emergence of new local and national STI powerhouses, and the rise of more open and globalised innovation networks. They translate into new opportunities but also constraints for policies to enhance the contribution of public research institutes to national innovation performance. The article derives the main policy implications regarding the desirable evolution of the mission, research focus, as well as the funding and steering of public research institutes, with a special reference to Korea.

  • As the importance of non-functional requirements has increased, many researchers have become interested in the software development process for non-functional requirements including the notation, modeling, and assessment of non-functional requirements. However, the characteristics of non-functional requirements are so sophisticated and there are many topics which have not been solved until now. In order to address one of the unsolved problems, we propose a systematic software development process to support the management of non-functional requirements. The process consists of six steps, each of which is composed of detailed activities. Using the proposed process, the non-functional requirements can be managed and modeled more effectively and systematically than previous ones.

3X Serial GF(2$^m$) Multiplier on Polynomial Basis

  • With an increasing importance of the information security issues, the efficienct calculation process in terms of finite field level is becoming more important in the Elliptic curve cryptosystems. Serial multiplication architectures are based on the Mastrovito's serial multiplier structure. In this paper, we manipulate the numerical expressions so that we could suggest a 3-times as fast as (3x) the Mastrovito's multiplier using the polynomial basis. The architecture was implemented with HDL, to be evaluated and verified with EDA tools. The implemented 3x GF (Galois Field) multiplier showed 3 times calculation speed as fast as the Mastrovito's, only with the additional partial-sum generation processing unit.

  • Although defense standardization is recently becoming more and more active, there are still many obstacles to achieve attainments as planned. On the other hand, national standardization already has been applied as a mandatory rule in the overall industries and R&D programs and is well supported by systematic and specialized national basis. Furthermore, advanced countries, such as U.S.A., England and NATO, are considering defense standardization as a essential element to achieve low cost and highly efficient acquisition system and to enhance interoperability among the allied forces. This study aims to form public opinion in support of importance of defense standardization and to provide the vision and various implementation tasks for improving defense standardization outcome.
