  • Today, information security (INFOSEC) as a discipline is gaining more and more importance according to the emergence and extension of the cyberspace. Originated from Joint Doctrine for Information Operation (Joint Pub 3-13) by the U.S. Department of Defense, 'information assurance (IA)' is the concept widely used in the relevant field. Grown from the practice of information security, it encompasses broader and more proactive protection that includes countermeasures and repair, security management throughout an information system (IS)'s life-cycle, and trustworthiness of an IS in the process of risk analysis. In Korea, many industry professionals tend to misunderstand IA, remaining unaware of the conceptual differences between IA and INFOSEC. On this account, the current study attempted to provide a combined definition of IA by reviewing relevant literature. This study showed the validity of the wordings used in the proposed definition phrase by phrase.

  • Instrumentation and Control (I&C) systems of nuclear power plants (NPPs) have been continuously digitalized. These systems have a critical role in the operation of nuclear facilities by functioning as the brain of NPPs. In recent years, as cyber security threats to NPP systems have increased, regulatory and policy-related organizations around the world, including the International Atomic Energy Agency (IAEA), Nuclear Regulatory Commission (NRC) and Korea Institute of Nuclear Nonproliferation and Control (KINAC), have emphasized the importance of nuclear cyber security by publishing cyber security guidelines and recommending cyber security requirements for NPP facilities. As described in NRC Regulatory Guide (Reg) 5.71 and KINAC RS015, challenge response authentication should be applied to the critical digital I&C system of NPPs to satisfy the cyber security requirements. There have been no cases in which the most robust response authentication technology like challenge response has been developed and applied to nuclear I&C systems. This paper presents a challenge response authentication mechanism for a Programmable Logic Controller (PLC) system used as a control system in the safety system of the Advanced Power Reactor (APR) 1400 NPP.

Link-State Routing Security Mechanism based on Double Hash Chain (이중 해쉬체인에 기반을 둔 Link-State 라우팅 보안 메커니즘)

  • The current security issue for the Internet is focused on the security for user data. On the other hand, the research on the security for routing protocols is not so active, considering the importance of its role for the harmonious and accurate operation of the Internet. In this paper, we investigate the security problems of the link-state routing protocol which has been employed in the Internet, and suggest a new authentication mechanism for routing messages which complements and extends the previous ones. For this purpose, a concept of dual hash chains is newly introduced, which is provably secure, and we explain how to provide both the integrity and source authentication service for routing messages based on the session hash chains.

  • The shipboard combat system is a key system for naval combat that supports a command and control process cycle consisting of Detect - Control - Engage in real time to ensure ship viability and conduct combat missions. Modern combat systems were developed on the basis of Open Architecture(OA) to maximize acceptance of latest technology and interoperability between systems, and actively introduced the COTS(Commercial-of-the-shelf). However, as a result of that, vulnerabilities inherent in COTS SW and HW also occurred in the combat system. The importance of combat system cybersecurity is being emphasized but cybersecurity research reflecting the characteristics of the combat system is still lacking in Korea. Therefore, in this paper, we systematically identify combat system threats by applying Data Flow Diagram, Microsoft STRIDE threat modelling methodology. The threats were analyzed using the Attack Tree & Misuse case. Finally we derived the applicable security requirements which can be used at stages of planning and designing combat system and verified security requirements through NIST 800-53 security control items.

  • Information security organization has normally been organized under the IT department. However, as the importance of information security has gradually increased, the way of information security organized for enterprise security management has become a noteworthy issue. The need for separation of Information security organization from IT department is growing, such as restriction on the concurrent positions in CIO and CISO. Nowadays there are many studies about Information security organization while relatively there has been minimal research regarding a departmentalization. For these reasons this study proposes a Information Security Departmentalization Model which is based on business risk and reliance on the IT for effectively organizing Information security organization, using Contingency theory. In addition, this study classified the position of Information security organization into Planning & Coordination, Internal Control, Management and IT and analyze the strengths and weaknesses of each case.

  • In various ICBM (IoT, Bigdata, Cloud, Mobile) IT convergence environments, IT technologies have been evolved, new information security threats have been occurred. As information security incidents in major public agencies, financial institutions and companies occurred, it was emphasized that the importance of human security was disclosed. Thus, implementing of information security management system could protect hacks and security breaches and respond quickly to accidents so it minimized the sized of loss. In this paper, comparison of human security controls shown in ISO27001, COBIT, NIST 800-53, K-ISMS, Cyber Security Framework such as the main information security management systems was analyzed, and proposed of the security implications about effective controls of human resources security issues.

  • Recent accidents of customer information leakage increase the necessity of information security for organization and the importance of information security team for it. To strengthen information security, organizations make information security policy and ask the members to comply with it. In this regard, maritime organization also needs to structure information security policy and examine its ability and behavior. The purpose of this study is to analyze the effects of compliance with information security policy on the ability and behavior of workers in shipping and port organization. The results of investigation show that information security education and norm affect compliance with information security of the workers. On the contrary, the punishment of information security is insignificant. It is shown that the degree of compliance with information security significantly affects its ability and behavior of the workers in shipping and port organization.

Comparison of Users' Perception of Information Security Elements on Computer Virus Between Large and Small-and-Medium Companies (대기업과 중소기업 간의 정보보안 요소에 대한 사용자의 인지 비교: 컴퓨터 바이러스를 중심으로)

  • Computer virus is one of the most common information security problems in the information age. This study investigates the difference of users' perception of security elements between large companies and small-and-medium companies on the subject of computer virus. Based on t-test, no significant difference is found in users' perception on security threat and security risk While users satisfy with the level of security policy, there is a significant difference on the level of security policy recognition between the two sizes of companies. Moreover, there are significant differences on information assets, security vulnerability and security effectiveness, which implies difference in the users' perception on importance of assets, exposure to threats and computer virus prevention efforts between large and small-and-medium companies.

The importance of providing consumer protection stems from the fact that the consumer represents the weaker party in the contractual process. This research focuses on examining the extent to which Saudi Law guarantees the protection of consumers using e-commerce from the expected legal problems such as antifraud locally and globally.
