A Study on the Threat of North Korean Small Drones (북한 소형 드론 위협 사례에 대한 연구)

  • North Korea's rapidly advancing drone development and operational capabilities have become a significant threat to South Korea's security. The drone incursions by North Korea in 2014, 2017, and 2022 demonstrate the technological advancement and provocative potential of North Korean drones. This study aims to closely analyze the military threats posed by North Korean drones and seek effective countermeasures. The research examines the development level of North Korean drone technology, its military applications, the characteristics and patterns of recent drone incursions, the adequacy and limitations of South Korea's current response systems, and future countermeasures. For this purpose, domestic and international research literature and media reports were reviewed, and specific North Korean drone incursion cases were analyzed. The results indicate that North Korea's small drones possess technological features such as small size, low altitude, low-speed flight, long-duration flight, and reconnaissance equipment. These drones pose threats that can be utilized for reconnaissance, surveillance, surprise attacks, and terrorism. Additionally, South Korea's current response systems reveal limitations such as inadequate detection and identification capabilities, low interception success rates, lack of an integrated response system, and insufficient specialized personnel and equipment. Therefore, this study suggests various technical, policy, and international cooperative countermeasures, including the development of drone detection and identification technologies, the utilization of diverse drone neutralization technologies, the establishment of legal and institutional foundations, the construction of a cooperative framework among relevant agencies, and the strengthening of international cooperation. The study particularly emphasizes the importance of raising awareness of the North Korean drone threat across South Korean society and unifying national efforts to respond to these threats.

Nuclear Terrorism and Global Initiative to Combat Nuclear Terrorism(GICNT): Threats, Responses and Implications for Korea (핵테러리즘과 세계핵테러방지구상(GICNT): 위협, 대응 및 한국에 대한 함의)

  • Since 11 September 2001, warnings of risk in the nexus of terrorism and nuclear weapons and materials which poses one of the gravest threats to the international community have continued. The purpose of this study is to analyze the aim, principles, characteristics, activities, impediments to progress and developmental recommendation of the Global Initiative to Combat Nuclear Terrorism(GICNT). In addition, it suggests implications of the GICNT for the ROK policy. International community will need a comprehensive strategy with four key elements to accomplish the GICNT: (1) securing and reducing nuclear stockpiles around the world, (2) countering terrorist nuclear plots, (3) preventing and deterring state transfers of nuclear weapons or materials to terrorists, (4) interdicting nuclear smuggling. Moreover, other steps should be taken to build the needed sense of urgency, including: (1) analysis and assessment through joint threat briefing for real nuclear threat possibility, (2) nuclear terrorism exercises, (3) fast-paced nuclear security reviews, (4) realistic testing of nuclear security performance to defeat insider or outsider threats, (5) preparing shared database of threats and incidents. As for the ROK, main concerns are transfer of North Korea's nuclear weapons, materials and technology to international terror groups and attacks on nuclear facilities and uses of nuclear devices. As the 5th nuclear country, the ROK has strengthened systems of physical protection and nuclear counterterrorism based on the international conventions. In order to comprehensive and effective prevention of nuclear terrorism, the ROK has to strengthen nuclear detection instruments and mobile radiation monitoring system in airports, ports, road networks, and national critical infrastructures. Furthermore, it has to draw up effective crisis management manual and prepare nuclear counterterrorism exercises and operational postures. The fundamental key to the prevention, detection and response to nuclear terrorism which leads to catastrophic impacts is to establish not only domestic law, institution and systems, but also strengthen international cooperation.

Development of a Secure Routing Protocol using Game Theory Model in Mobile Ad Hoc Networks

  • In mobile ad-hoc networks (MANETs), nodes are mobile in nature. Collaboration between mobile nodes is more significant in MANETs, which have as their greatest challenges vulnerabilities to various security attacks and an inability to operate securely while preserving its resources and performing secure routing among nodes. Therefore, it is essential to develop an effective secure routing protocol to protect the nodes from anonymous behaviors. Currently, game theory is a tool that analyzes, formulates and solves selfishness issues. It is seldom applied to detect malicious behavior in networks. It deals, instead, with the strategic and rational behavior of each node. In our study,we used the dynamic Bayesian signaling game to analyze the strategy profile for regular and malicious nodes. This game also revealed the best actions of individual strategies for each node. Perfect Bayesian equilibrium (PBE) provides a prominent solution for signaling games to solve incomplete information by combining strategies and payoff of players that constitute equilibrium. Using PBE strategies of nodes are private information of regular and malicious nodes. Regular nodes should be cooperative during routing and update their payoff, while malicious nodes take sophisticated risks by evaluating their risk of being identified to decide when to decline. This approach minimizes the utility of malicious nodes and it motivates better cooperation between nodes by using the reputation system. Regular nodes monitor continuously to evaluate their neighbors using belief updating systems of the Bayes rule.

  • The study has applied the four stage "Model of State Behavior in Crisis" to trace the post 9/11 crisis foreign policy decision making process in Pakistan. It argues that ominous attacks on the United States by al-Qaeda and subsequent declaration of President Bush to fight against terrorism transformed the global and regional politico-security dimensions at t1 stage. Being a neighboring country, Pakistan's support was inevitable in the war on terror and Washington applied coercive diplomacy to win the cooperation from Islamabad. Consequently, in case of decline to accept American demands, Pakistan perceived threat to basic values/objectives of the country and simultaneous time pressure amplified the psychological stress in decision makers at t2 stage. Therefore, the decisional forum was setup at t3 stage and Pakistan decided to join the United States at t4 stage, which defused the foreign policy crisis.

  • According to the statistics released by Ministry of Public Safety and Security, the number of restaurant fires in Korea reached around 2,400 and 169 damages of human life and damages to property was approximately over $8.8 billion for recent 3 years. It could be desirable having automatic commercial fire-extinguishing equipment at commercial facilities excluding housing facilities for the safety, applying at the place first where it has been more risky and expected fire can be occurred relatively because economical burden can be accelerated. In order to do this, adjust its level to meet the same level of the kitchen for 'Specific Target for Fire Fighting' that "gas leak alarm" has be equipped relevant regulations and it is considered and reasonable to expand the limit of application gradually.

A Study on Analysis of Collaborative Governance in the Process of Local Government Co-evaluation Based on Virtual Policy Studio (지방행정 평가정보 시스템을 활용한 지방자치단체 합동평가 과정의 협력적 거버넌스 분석에 관한 연구)

  • The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.

Pseudonym Management in Autonomous Driving Environment (자율주행환경에서 가명성 관리)

  • In this paper, we describe certificate policy and characteristics in cooperation condition with Cooperative intelligent transport system and autonomous driving vehicle. Among the authentication functions of the vehicle, there is a pseudonym authentication function. This pseudonymity is provided for the purpose of protecting the privacy of information that identifies the vehicle driver, passenger or vehicle. Therefore, the purpose of the pseudonym certificate is to be used for reporting on BSM authentication or misbehavior. However, this pseudonym certificate is used in the OBE of the vehicle and does not have a cryptographic key. In this paper, we consider a method for managing a pseudonym authentication function, which is a key feature of the pseudonym certificate, such as location privacy protection, pseudonym function, disposition of linkage value or CRL, request shuffling processing by registry, butterfly key processing, The authentication policy and its characteristics are examined in detail. In connection with the management of pseudonymes of the vehicle, the attacker must record the BSM transmission and trace the driver or vehicle. In this respect, the results of this study are contributing.

A Study on the Supply System of Iron Materials and the Tools in Government Constructions in the Late of Joseon Dynasty (조선후기 관영건축공사에 있어서 철물과 철제 연장의 공급체계에 관한 연구 -영건의궤(營建儀軌) 기록을 중심으로-)

  • Since the 17th century, the society of Joseon dynasty belongs to a period of rapid transition in many fields. As the building is a result to be produced on the basis of a society and economy, the general transition in a society is to be reflected into a process of building construction. Especially, a study on the material supply system of economic base in a process of building construction is one of vely important factors in an understanding or estimate of a building. On the premise, this paper is to examine the supply system of iron materials and the tools in the construction of the government managed buildings in the late of Joseon dynasty on a viewpoint of productivity. Construction reports and other documents in those days are examined for the study. Following conclusions have been reached through the study. 1) The general supply method of iron materials for a large-scale government construction was based on 'byulgong', that is, a kind of tribute. 2) Various methods were selected in the supply method of iron materials for government use in the late of Joseon dynasty. The priority order of choice in its government policy was put on an easiness of amount security, on a minimum of expenditure, and on an efficiency of construction execution. 3) The manufacturing technique of weaponry was used in the production method of iron materials and the tools for government use. The cooperation of the official, the army, and the merchant had improved the manufacturing technique of building construction.

Attacker Response Framework using Mobile Code (이동 코드를 이용한 공격자 대응 프레임워크)

  • It has become more difficult to correspond an cyber attack quickly as patterns of attack become various and complex. However, current so curity mechanisms just have passive defense functionalities. In this paper, we propose new network suity architecture to respond various cyber attacks rapidly and to chase and isolate the attackers through cooperation between security zones. The proposed architecture makes it possible to deal effectively with cyber attacks such as IP spoofing or DDoS(Distributed Denial of Service), by using active packet technology including a mobile code on active network. Also, it is designed to have more active correspondent than that of existing mechanisms. We im-plemented these mechanisms in Linux routers and experimented on a testbed to verify realization possibility of attacker response framework using mobile code. The experimentation results are analyzed.

The Conflicts of Korean and Chinese Perspectives over the History of Manchurian Territory (만주 땅의 역사에 대한 한.중의 시각 차이 -문제를 진단하고 대응 방안을 논의하기-)

  • Since Goryo was established during the early tenth century, Koreans have believed that Goguryo, which ruled almost all of the Manchurian territory, was one of the Three Kingdoms of their ancestors. This Korean perspective conflicts with the Chinese perspective that Goguryo was a Chinese local government in Manchuria and the northen parts of Korean Peninsula. Modern Chinese people wish, by the measure of Manchurian Project, that the history of China includes the histories of all the ethnic groups in Manchurian territory. Although Chinese people attempt unreasonably to regard Goguryo as an old Chinese local government, it is not from the Korean nationalistic viewpoint but from the scientific historian viewpoint that this Chinese perspective should be criticised and corrected. We should remember that the nationalistic viewpoints in East Asia may hinder the establishment of mutual cooperation and security in the region.
