Position transfer and turning rotation between fingerprint and inputted fingerprint that is registered in automatic fingerprint recognition system are one of main cause that mistaken acknowledgment expression happens. Therefore, in this research, conformity algorithm development that do it so that is unrelated in position translation and rotation of fingerprint at feature point conformity step to secure higher correct recognition rate.

The fire protection system of Nuclear Power Plants(NPPs) is an integrated system that is applied multi-field technology. So, it needs synthetic design and analysis, that is, the plan of fire protection, fire compartment, fire detection, fire suppression, and success of safety shut down, etc. In case of a fire in NPPs, secure the safety of reactor and minimize the radioactivity contamination. For this purpose, perform the fire risk analysis and make up the deducted problem through the improvement of design or the change of operation process.

This paper proposes an algorithm to improve the anti-theft function of the CAR_AV using the CAN(Controller Area Network) communication between CAR AV and cluster. Compare to the typical anti-theft algorithms like security code entering, the proposed one is more secure in most cases. The proposed algorithm is suitable for the recent automobile that employ the CAN network as the communication channel between their devices.

본 논문에서는 외부의 접속을 파악하고 운영체제의 파일 시스템 레벨에서 보안 기능을 제공할 수 있는 커널 모듈을 구현한다. 네트워크를 통한 통제를 뚫고 침입해오더라도 파일 시스템에 저장 된 데이터를 읽을 수 없다면 내부의 중요한 자료 유출은 방지할 수 있을 것이다. 구현한 보안 파일 시스템 모듈은 운영체제의 동적 적재 모듈을 사용하여 커널 레벨에서 보안 기능을 제공할 수 있도록 구현하였다. 보안 모듈에서 제공하는 기능은 파일 및 디렉토리의 암호화 및 복호화하는 기능을 가지고 있다.

As safety-related regulations for signaling systems are standardized to IEC 61508 and 62425, and others at the international level, safety activities and its verification are required. And also there is need to develop technologies for safety improvement to secure safety signaling systems in terms of technologies for safety activities on each life-cycle. In this paper it is reviewed the safety activity processes and technologies each steps of proposed processes respectively for railway signaling systems.

본 논문에서는 외부 클라이언트가 홈 네트워크 시스템을 컨트롤 하기위하여 홈 네트워크의 보안요소 중 사용자 인증과 접근제어에 관하여 연구 하였으며 사용자 인증의 인증서는 X.509 v3의 인증서를 기반으로 사용하고 X.509 v3의 확장영역에 사용자의 그룹을 나누어 디바이스를 제어하고 접근이 제한된 디바이스는 ACL(Access Control List)을 추가하여 접근제어를 하는 방법으로 접근이 제한된 사용자와 이를 관리하는 관리자로 나누어 각 디바이스에 대한 접근제안과 외부 공격으로 부터의 안전하게 보호할 수 있게 제안한 논문이다.

Detection of arcing high impedance faults has been a perplexing in the power distribution protection. Transient analysis of distribution disturbances for fault discrimination from other normal events is important for a secure protection of the power system. A simple parameter of wave form distortion quantification is used to analyze the behaviors of arcing faults and normal distribution disturbances. Theoretical perspectives of the transients were studied and actual disturbances were examined. From this investigation, a discrimination guideline based on the revised crest factor is developed. The discrimination method has a high potential to enhance the reliability and security for the distribution system protection.

The aim of this study was to utilize the 20 steps in the three phases from the book, 'Twenty steps for developing a Healthy Cities Project $2^{nd}$ Ed., 1995, WHO/EURO' to survey Healthy Cities to identify the similarities and differences by implementation rates and perceived significances among Healthy Cities worldwide. For this study, a self-administered questionnaire was developed based on the book. The questionnaires were delivered by air-mail and e-mail to 213 Healthy City coordinators or directors in 43 nations from Jan 13 to Feb 10, 1999. The responses were gathered up until March 31 from 40 Healthy Cities in 17 nations, mostly in the USA and in the European regions. The main results are as follows; Overall the perceived significances were higher for healthy cities with higher implementation rates and there were significant differences for 'set-up office', 'plans strategy', 'increase health awareness', 'mobilize intersectoral action', and 'secure healthy public policy'. 1. According to national health system, the implementation rate, perceived significance and implementation ability of the 20 steps were higher in the healthy cities with a comprehensive-type health system as compared to those with an entreprenetrial & permissive health system. Overall there were significant differences in the steps 'mobilize intersectoral action', and 'secure healthy public policy'. steps which were predominant in the healthy cities with a comprehensive-type health system. There was no concordance in the ranks of implementation rate and perceived significant score. 2. According to the length of implementation time, the perceived significance and implementation ability were higher in healthy cities with more than 6 years compared to those with less than 6 years, although implementation rate was the same. Overall there was a significant difference in 'secure healthy public policy' the step which was predominant in the healthy cities with more than 6 years of implementation. 3. According to population covered by the Healthy City Project, the implementation rate and implementation ability were higher in healthy cities with more than a population of 100 thousand. There was no significant difference in perceived significance, but there were differences in the following, 'find finances', 'set-up office'. 'mobilize intersectoral action' in the implementation rate and implementation ability. These three steps were predominant in the healthy cities with a population of more than 100 thousand. 4. The population covered by the Healthy City Project was the only effective factor influencing the total implementation ability of each healthy city, and it was higher for those cities with a population of more than 100 thousand. In Conclusion, the implementation rate, the perceived significance and the implementation ability were higher in cities with a comprehensive -type health system, with more than 6 years of healthy city experience and with a population of more than 100 thousand. To increase the reliability and the validity of the questionnaire and the results of this study arising from lack of sufficient data, repeated study needs to be considered with a more refined questionnaire delivered to more healthy cities worldwide.

In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.
