The juvenile delinquency starts from trivial misconduct and reoccurs with the second offense. It is necessary the active plan to reduce the juvenile delinquency. The most important thing in processing the case of law breaking juveniles is to focus on the guidance process rather than punishment process in order encourage them to come back to society as normal members. In this process, I propose the specialist activation, the appropriate confrontation for the first criminals, the necessity for parents education, the mentor's activation, the program development to reduce the juvenile delinquency's second offense rate.

This research progressed space evaluation test with 3D simulation for exterior space of detached housing area among the Seoul spaces of child sex offense in 2010. Based on changing analysis on natural surveillance by spatial changes of each physical element, the purpose is to suggest effective construction planning measure for preventing child sex offense. The results of research are as follows. First, natural surveillance of space's height differences and width differences were compared and analyzed. As the result, footpath shows that stairs of slope didn't make lots of effects on visual block, not block of spatial moving, because of the difference of stair height. Also, in case of parking space, visual connection with footpath is expanded when designing pilotis rather than heightening floor height, so activities of exterior people could be seen more easily. Therefore, natural surveillance was higher. Second, natural surveillance of architectural elements by changes of footpath' width was compared and analyzed. As the result, openness of footpath should be secured rather than openness of architectural element. And, planning autonomy of architectural form could be more expanded when securing openness of footpath.

This study is about criminal judgement of child abuse. The purpose of this study is to analyze contents and reasons for judgements about child abuse crime in detail especially focused on elements and contents of weighing of an offense and concurrent imposition and then to suggest alternatives for policies and law-enforcement for the prevention of that crime. The data were collected from 484 written judgements on 579 criminal defendants that were related to 'Violation of the Child Welfare Act' and were conducted by content analysis. The results are as follows. First, Only about 25% criminal defendants were guilty of violations of the Child Welfare Act were sentenced to imprisonment and the rest of them(about 75%) were merely sentenced to probation of imprisonment or fined. Second, Proportion of prison sentence or period of jail time have not been increased in spite of public indignation and upward of statutory punishment by legislation. Third, in the case of child sexual abuse, there are frequent cases in which concurrent imposition was not put, regardless of explicit statement in the related laws. Last, this study revealed that some mitigation factors of sentence that have been identical to crimes against adult have been applied to child abuse crime uncritically, for example agreement and regret and so on. On the basis of such results, this study proposed policy alternatives for prevention of the recurrence of child abuse, i.e. intrinsic standard of weighing of an offense, concurrent imposition to perpetrators of child abuse and so on.

The purpose of the paper is to offer an analysis of adult probationers and their recidivism and to suggest a policy to prevent recidivism. Various data analysis methods like frequency analysis, cross-tabulation analysis, regression analysis and logistic regression analysis were used to determine which of a second offense factors and recidivism included in initial data investigation could effectively explain or forecast reference values. This study focused on identifying relations associated with follow-up misconducts of adults under probation, and supposing that those factors could be associated with their second offenses. But it failed to yield so much significant findings. Nevertheless, this study has its own significance in a sense that it explored various risk factors and desires of adults under probation according to empirical data, and suggested formulated measures useful in practice to select and categorize appropriate treatments.
