COSPAS-SARSAT is the search and rescue system for providing a distress alarm and a position identification using an international satellite and ground facilities. Aviators, mariners and land users worldwide are equipped with COSPAS-SARSAT distress beacons, which could help save their in emergency situations anywhere in the world. As the existing COSPAS-SARSAT system is generally operated by LEO(Low-altitude Earth Orbit) Satellite System, the time from the distress beacon to the rescue is more than 1 hour with average and the accuracy of the distress location is about 5 Km. Therefore, in order to overcome this problem, the development for the next generation SAR(search and rescue) system which uses the MEO(middle-altitude Earth Orbit) satellites is going on the Galileo project. EU is developing this project for the full operation capability in 2011, and this project will have SAR payloads and support to the Search and Rescue service-herein called SAR/Galileo. SAR/Galileo will have the performance of a few meter accuracy, within 10 minutes to rescue from reception of distress messages, and Return Link Service(from the SAR operator to the distress emitting beacon), thereby facilitating more efficient rescue operations and helping to reduce the rate of false alerts. As the disaster is larger every year, the ground station, MEOLUT for next generation ASR/Galileo is urgently needed for the lifesaving for the larger disaster, the research for beacon and the ground station such as MEOLUT for introducing the next generation SAR/Galileo in Korea is very timely and is important. This paper presents the procedures and the strategies for the participation, the area to develop reasonably, and the propulsion organization for developing the SAR/Galileo ground system in Korea.

Rapidity and accuracy are important considerations when a drone is employed in a wide surveillance area to detect a target. They are more important when the scope of application is a search and rescue operation or the monitoring of natural disasters, which may require prompt warnings and response. During the actual operation of a drone, rapidity and accuracy are associated with the change in the altitude of the drone. The aim of this study is to analyze the characteristics of drones at varying altitudes and prove that altitude is a relevant factor in the performance of drones. Herein, the characteristics of the drone at varying altitudes were analyzed through several search simulations. The results suggest that a high-altitude drone is relatively advantageous compared to a low-altitude drone in a probability-based target search, and that the search altitude is also a very important and fundamental factor in target search by drones.

In mountain accident events, it is important for the search team commander to determine the search area in order to secure the Golden Time. Within this period, assistance and treatment to the concerned individual will most likely prevent further injuries and harm. This paper proposes a method to determine the search priority area based on missing persons behavior and missing persons incidents statistics. GIS (Geographic Information System) and MCDM (Multi Criteria Decision Making) are integrated by applying WLC (Weighted Linear Combination) techniques. Missing persons were classified into five types, and their behavioral characteristics were analyzed to extract seven geographic analysis factors. Next, index values were set up for each missing person and element according to the behavioral characteristics, and the raster data generated by multiplying the weight of each element are superimposed to define models to select search priority areas, where each weight is calculated from the AHP (Analytical Hierarchy Process) through a pairwise comparison method obtained from search operation experts. Finally, the model generated in this study was applied to a missing person case through a virtual missing scenario, the priority area was selected, and the behavioral characteristics and topographical characteristics of the missing persons were compared with the selected area. The resulting analysis results were verified by mountain rescue experts as 'appropriate' in terms of the behavior analysis, analysis factor extraction, experimental process, and results for the missing persons.

This paper proposes the development of an AI drone equipped with motion detection and thermal imaging camera to quickly rescue people from drowning accidents. Currently, when a drowning accident occurs, a large number of manpower must be put in to find the person who needs it, such as conducting a search operation. The time required for this process is too long, and especially the night search is more difficult for a person to do directly. To solve this situation, we are going to use AI drones.

In the 21st century, it is highly required to develop a better security management system to prevent many severe accidents occurred in the sea because it has been growing both size and importance for industries and global business which are heavily related to the sea. In this paper, we proposed a new theoretical criteria for three core decisions to make for SAR(search and rescue). These are three decisions for search scope, search assets, and search duration. We first brought up several issues and problems of current SAR system, and then studies all related factors of these three decisions for SAR operations. This paper provides a theoretical foundation of SAR operations by applying a theoretical approach and reasonable standards.

The COSPAS-SARSAT Search-and-Rescue System detects and locates emergency beacons activated by aircraft, ships and individuals. In particular, when this system is used in wartime and the signal is leaked to the enemy, it can cause the loss of the rescuers and the survivors. This paper proposes an improved method which protects the COSPAS-SARSAT search-and-rescue signal itself from being disclosed during its operation. In addition, there is presented a new protocol which maintains the stabilized security status between survivors and rescuers, using the Galileo/SAR return link.
This is paper aims to evaluate allocation order of SRU using Analytic Network Process. For evaluation, in this paper, assess about person, ship and environment related risk by fuzzy logic and AHP(Analytic hierarchy Process). Also, quantity and quality operation efficiency assess by DEA (Data Envelopment Analysis) and Liquate scale. finally total weight calculate by ANP. At the result, Rescue Units of MP, YS RCC/RSC is order higher. Thus, it needs to have more rescue ships and rescue devices for relieving the risk in the future.
In this paper the detection time of the distress signal for the satellite-based search and rescue (SAR) system is evaluated. Present LEOSAR system in operation employs a few Low-altitude Earth Orbit (LEO) satellites and hence provides poor and local coverage availability. This results in a considerably long waiting time for a distress beacon to be detected by a rescue mission control center. One can expect that the detection time of the distress signal will be significantly reduced if the proposed MEOSAR system, which is based on the Medium-altitude Earth Orbit (MEO) satellites, is implemented. Taking into account the influence of the obstacles on the beacon signal, simulations are carried out to evaluate the detection time of distress signals for the LEOSAR and MEOSAR systems and the corresponding results are analyzed.

In this study the drift prediction models currently used in search and rescue(SAR) operations are introduced and the basic differences among them are analyzed by comparing the target classification, the treatment of environmental conditions, leeway equations and the determination of search area. In addition the new methods under development including AP98 of U.S. Coast Guard are compared and studied to improve the efficiency of SAR operation.
Drones, which were originally developed for military purpose, have expanded rapidly not only in hobbies, leisure, but also in broadcasting, filming, and public sectors, and search and rescue drones have been used to find four Korean teachers who went to Nepal for volunteer work but went missing in the avalanche. The government is encouraging the use of drones in the public sector as a policy to foster the drone industry, and the market is expected to expand in the future. This study presents improvement measures and specific directions for use of drones by public agencies at a time when the use of drones is expanding in the public sector. To that end, this research reviewed the interviews of relevant experts, analysis of drone operation regulations by public agencies, and the cases of operation of drones for searching missing persons by police. First of all, it will have to secure skilled personnel before the introduction of the drones and then determine the specifications of the drones through sufficient review, and then be put into the mission after careful examination of the drones. Next, it is necessary to draw up a base rule for drone operation and draw up a manual accordingly. Finally, drone flight has the risk of a crash, and it is essential to secure dedicated personnel for drone operation, especially since drones in the public sector are specialized in large scale compared to hobby drones to achieve their purpose. This research only conducted a detailed analysis of the National Police Agency's drones for searching for missing persons, and there are limitations to the number of people interviewed. Subsequent studies will require analysis of various public institutions, and in addition to interviews, surveys will require analysis of various data and statistics.
