AgroMeteorological Prognosis and Information Communication System (농업기상 예측 및 정보전달 시스템)

  • This paper is to introduce recent collaborative activities in agricultural weather information services among institutions in Korea as well as key concepts for understanding agrometeorological services. KMA and RDA have agreed upon the establishment of the Joint Committee for Agrometeorolgy at national level to strengthen the national agrometeorological services in data collection, information production, research, and services to end-users of agrometeorological information in Korea. Several on-going joint projects in agrometeorology by RDA/KMA are introduced in brief. The projects being developed are : Strengthening of the Joint Committee of agrometeorology, Extension of observation network for agricultural weather, Production of the detailed agrometeorological information based on numerical weather forecasts, Development of seasonal and interannual weather forecasts for agricultural applications, Information network system for supporting agrometeorological research, and Improvement of agrometeorological information services at national and regional level. Strengthening of programs for the education and training of agrometeorologists will be impending responsibilities of the government. The government must consider establishment of organizations dedicated to and in charge of national agrometeorological services to end-users. RDA and KMA should play a major role to obtain this goal, based on a close cooperation with universities, scientific societies, and other relevant institutions. If this plan is successful, major infrastructures and services in agrometeorology shall be established in the next 5 years, and we can contribute to regional and global societies through sharing experiences and know-hows.

Current Status and Issues of Data Management Plan in Korea (데이터 관리 계획의 국내 현황 및 과제)

  • With the recent development of digital technology, the research paradigm is evolving towards data-driven. National management and utilization of research data is a key element not only to enhance research transparency and efficiency, but also to prepare for a data-driven society. Policies and infrastructure for sharing and utilization of research data from publicly-funded research are being actively promoted worldwide. In Korea, related regulations were recently revised to mandate to submit a data management plan (DMP) when proposing a national R&D project. In order to effectively implement the sustainable DMP system, researchers need various support. In addition, guidelines and implementation procedures are essential for management and utilization of research data at the national or institutional level. In this paper, we provide an overview of the data management plan, examine the current status and issues in Korea, and suggest a template and checklists of data management plan, and an implementation procedure at research institutes.

  • In the era of the fourth industrial revolution technology, the inclusion of personalized nutrition for healthcare (PNH), when establishing a healthcare platform to prevent chronic diseases such as obesity, diabetes, cerebrovascular and cardiovascular disease, pulmonary disease, and inflammatory diseases, enhances the national competitiveness of global healthcare markets. Furthermore, since the government experienced COVID-19 and the population dead cross in 2020, as well as numerous health problems due to an increasing super-aged Korean society, there is an urgent need to secure, develop, and utilize PNH-related technologies. Three conditions are essential for the development of PNH technologies. These include the establishment of causality between obesity genome (genotype) and prevalence (phenotype) in Koreans, validation of clinical intervention research, and securing PNH-utilization technology (i.e., algorithm development, artificial intelligence-based platform, direct-to-customer [DTC]-based PNH, etc.). Therefore, a national control tower is required to establish appropriate PNH infrastructure (basic and clinical research, cultivation of PNH-related experts, etc.). The post-corona era will be aggressive in sharing data knowledge and developing related technologies, and Korea needs to actively participate in the large-scale global healthcare markets. This review provides the importance of scientific evidence based on a huge dataset, which is the primary prerequisite for the DTC obesity gene-based PNH technologies to be competitive in the healthcare market. Furthermore, based on comparing domestic and internationally approved DTC obese genes and the current status of Korean obesity genome-based PNH research, we intend to provide a direction to PNH planners (individuals and industries) for establishing scientific PNH guidelines for the prevention of obesity.

Suggestions for a Competitiveness Activation Plan for the Local Government - Focused on Echizen City in Japan - (지방자치단체 활성화 방안에 대한 제언 - 일본 에치젠시(越前市) 대상으로 -)

  • This research was intended to provide a method to improve competitiveness, based on the integration of basic municipalities by assessing changes in their population and local industry Municipalities were integrated based on the addressing system 市(Shi), 町(Chome), 村(Village) of Japan. As a result, an actual increase of the population could not be seen in the new municipalities formed by the integration of the basic municipalities. It is also found that the shipping volumes, number of companies, and the number of people employed by local industry, attracted by such municipalities, has steadily decreased. However, even though the proportion of industry-sharing in the local municipalities is not significant, it was found that the number of tourists has increased. Therefore, it is concluded that the strengthening of the connectivity between local industry and the tourism industry can be one of the principal methods to strengthen the competitiveness of these municipalities. In addition, it has been found that scientific research from a variety of perspectives and verification of data related to the effectiveness of integration of local municipalities is necessary.

Citizen Volunteer Monitoring as a Tool for Environmental Education (민간환경감시활동을 통한 환경교육)

  • General citizens can be a valuable resource for various types of environmental monitoring when they are well-trained and managed. Successful use of volunteer monitors depends on understanding that citizens are partners sharing expanded roles as the guardians of their local environment. Citizen volunteer monitoring programs are developed for three reasons: 1) to supplement environmental data collected by professional staffs in governmental agencies and scientific institutions; 2) to educate the public about local environmental problems; 3) to build a constituency of citizen to practice sound environmental management at a local level and build public support for environmental protection. All three goals can be achieved with a well-organized program which provides useful and credible data. Initial step in planning a successful volunteer monitoring project is to clearly identify the use to be made of the data. Technical advice from the identified potential user groups should be convened early in the planning stage to refine the program objectives and determine if volunteers can provide the level of expertise required. Data users must have confidence in the representativeness, consistency, and accuracy of data collected by volunteers. Effective quality assurance and quality control(QA/QC) procedures are essential to ensure the utility of environmental monitoring data. Volunteers must be trained in advance to carry out specific environmental monitoring tasks. Another components of successful volunteer monitoring programs is to give the volunteers praise and feedback as well as to encourage experienced volunteers to impose increased responsibilities. The increase of volunteer monitoring programs in Korea will play a major role in developing a participatory system in which the people are "empowered" to make decisions and make a difference.

  • In order to support the service efficiently, a Science and Technology information platform that can share the same contents and technologies is needed. Therefore this study develop a platform that can use various contents and technologies as a common utilization factor, and support a fast and efficient service. In addition, It suggest examples of various APIs in a platform environment system that can utilize scientific data and technologies in various forms according to their use. Throughout the studies, various contents and technologies will be able to connect and interact with each other through the API Gateway on the platform, as well as to integrate Science and Technology contents based on identified researchers, institutions, and terminology data.

  • The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.

A Literature Analysis on Medicinal Use and Research of Cannabis in the Meiji Era of Japan

  • Cannabis is a historical plant which has been used as a medicine in East Asia. These days, there are active debates about using cannabis in clinical field. Collecting and comparing cannabis research articles which had been published in the Opening of Japan to spot the interactions between the traditional medicine of Japan, Rangaku which was established in Edo Period and the European medicine which is transferred after Perry Expedition is academically meaningful. This study searched publications, which were listed on Open-Access databases by Dec. 11th, 2019. We collected research articles which had been published from January 3rd, 1867 to July 30th, 1912 also known as Meiji era and uploaded on OpenAccess databases. Our searching databases were J-stage, CiNii (Scholarly and Academic Information Navigator), Tokyo Metropolitan Library, The National Diet Library, IRDB (Institutional Repositories DataBase) and KAKEN (Grant-in-Aid for Scientific Research Database). Searching keywords were cannabis, hemp and all their Japanese synonyms and available combinations. We selected final 15 studies which met every selection criteria in the 346,393 collected studies. Cannabis was prescribed in Meiji era of Japan to alleviate pain and cure the digestive, respiratory, urinary, and nervous system diseases such as indigestion, asthma, tuberculosis, gonorrhea and its complications, insomnia, and nervous prostration. Cannabis was medically used in Meiji era of Japan and the reporting and sharing of its clinical effect was published on the medical journals like present days. There were already Cannabis regulations in that era, but its medicinal use was more liberated than nowadays. It may be a chance to reconsider the current legal system, which strictly controls the use of Cannabis.

Methodological Quality Evaluation of a Meta-Analysis Study of Rehabilitation Treatment Interventions for Stroke Patients in Korea Applying AMSTAR-2: Focusing on Upper Extremity Function and Recovery of Daily Life (AMSTAR-2를 적용한 국내 뇌졸중 환자의 재활치료 중재 메타분석 연구의 방법론적 질 평가: 상지기능과 일상생활회복을 중심으로)

  • This study was analyzed by applying AMSTAR-2, a methodological quality evaluation tool, to evaluate the quality of domestic meta-analysis papers on rehabilitation interventions for stroke patients. The purpose of this study is to provide guidelines for qualitative improvement of evidence-based practice and meta-analysis research by analyzing the qualitative level of the analyzed research. The literature search was conducted using the Research Information Sharing Service, Korean Medical database, and Korean studies Information Service System. Two authors searched, extracted, and reviewed literature using the keywords 'stroke' and 'meta-analysis'. As a result of the AMSTAR-2 quality evaluation of the final 18 studies, 3 studies (16.67%) were 'Moderate', 8 studies (44.44%) were 'Low', and 7 studies (38.89%) were 'Critically Low'. In future research, scientific and objective data selection and extraction process should be performed. It is expected that interest and efforts to improve the quality of meta-analysis research will continue by referring to the contents analyzed in this study as a way to improve the quality of literature.

A Study on Design of Agent based Nursing Records System in Attending System (에이전트기반 개방병원 간호기록시스템 설계에 관한 연구)

  • The attending system is a medical system that allows doctors in clinics to use the extra equipment in hospitals-beds, laboratory, operating room, etc-for their patient's care under a contract between the doctors and hospitals. Therefore, the system is very beneficial in terms of the efficiency of the usage of medical resources. However, it is necessary to develop a strong support system to strengthen its weaknesses and supplement its merits. If doctors use hospital beds under the attending system of hospitals, they would be able to check a patient's condition often and provide them with nursing care services. However, the current attending system lacks delivery and assistance support. Thus, for the successful performance of the attending system, a networking system should be developed to facilitate communication between the doctors and nurses. In particular, the nursing records in the attending system could help doctors monitor the patient's condition and provision of nursing care services. A nursing record is the formal documentation associated with nursing care. It is merely a data repository that helps nurses to track their activities; nursing records thus represent a resource of primary information that can be reused. In order to maximize their usefulness, nursing records have been introduced as part of computerized patient records. However, nursing records are internal data that are not disclosed by hospitals. Moreover, the lack of standardization of the record list makes it difficult to share nursing records. Under the attending system, nurses would want to minimize the amount of effort they have to put in for the maintenance of additional records. Hence, they would try to maintain the current level of nursing records in the form of record lists and record attributes, while doctors would require more detailed and real-time information about their patients in order to monitor their condition. Therefore, this study developed a system for assisting in the maintenance and sharing of the nursing records under the attending system. In contrast to previous research on the functionality of computer-based nursing records, we have emphasized the practical usefulness of nursing records from the viewpoint of the actual implementation of the attending system. We suggested that nurses could design a nursing record dictionary for their convenience, and that doctors and nurses could confirm the definitions that they looked up in the dictionary through negotiations with intelligent agents. Such an agent-based system could facilitate networking among medical institutes. Multi-agent systems are a widely accepted paradigm for the distribution and sharing of computation workloads in the scientific community. Agent-based systems have been developed with differences in functional cooperation, coordination, and negotiation. To increase such communication, a framework for a multi-agent based system is proposed in this study. The agent-based approach is useful for developing a system that promotes trade-offs between transactions involving multiple attributes. A brief summary of our contributions follows. First, we propose an efficient and accurate utility representation and acquisition mechanism based on a preference scale while minimizing user interactions with the agent. Trade-offs between various transaction attributes can also be easily computed. Second, by providing a multi-attribute negotiation framework based on the attribute utility evaluation mechanism, we allow both the doctors in charge and nurses to negotiate over various transaction attributes in the nursing record lists that are defined by the latter. Third, we have designed the architecture of the nursing record management server and a system of agents that provides support to the doctors and nurses with regard to the framework and mechanisms proposed above. A formal protocol has also been developed to create and control the communication required for negotiations. We verified the realization of the system by developing a web-based prototype. The system was implemented using ASP and IIS5.1.
