Development of Safety Assessment for Hydrogen Fuel Cell Vehicle (수소연료전지 자동차 안전성 평가기술 개발)

  • In the ongoing debates over the need to identify new sources of energy and to reduce the emissions of greenhouse gases. Hydrogen has emerged as one of the most promising alternatives due to its emissions from the vehicle being virtually zero. The governments have identified the development of regulations and standards as one of the key requirements for commercialization of HFCV. Regulations and standards will help overcome technological barriers to commercialization. The development of Global Technical Regulation (GTR) for HFCV occurred under the World Forum for Harmonization of Vehicle Regulations. Development of a technique for safety assessment of HFCV include four tasks, research for regulation system and policy, hydrogen safety, vehicle operation safety and protection against high-voltage. The objective is to establish a technique for safety assessment and amend safety standards for HFCV and consequently reflect research results to vehicle management policy. We devised safety standards and evaluation techniques with regard to high-pressure gas and high voltage of hydrogen fuel cell vehicle. KMVSS for HFCV was amended to June 10, 2014. including the results of the safety assessment technology for high-voltage and hydrogen characteristics.

Quantifying the Price Effect of Deregulation as a Pro-competition Policy

  • This research constructs a data set regarding competition policy through a comprehensive review of previous studies, and performs a meta-analysis to quantitatively assess the price effects of deregulation. A structural econometric model is used to eliminate possible biases from heterogeneity of the studies,such as in publication types and measurement methods. Four types of regulations that deter competition are characterized and three groups of industries are made for drawing practical implications. We fnd that deregulation to promote competition reduces prices by 0.23% and that these estimated price effects are more stable when we control for the publication types and measurement ways. Easing regulations that restrict consumers' choice is shown to be most effcient in promoting competition, lowering prices by 0.7%. This is followed by eliminating the limitation in the number of frms in the industry, with 0.2% price reduction. Overall, the network and service industries are shown to be more responsive to deregulation than the R&D industry. These results could shed light on policy implementation when a pro-competition policy is called for due to restrictive regulations in the corresponding industries.

A Study on the Changes in Legal Definition of Medicinal Products in the Relevant Laws and Regulations (의약품 관련 법규상 개념 정의의 시행연혁에 관한 소고)

  • Objective : The purpose of this study was to lay the groundwork for understanding the details and scope of the legal definition of medicinal products, following the changes in the relevant laws and regulations. This will let readers properly understand the origins of the ongoing conflicts on herbal drugs and new drugs from natural products that are present in the medical field and the medical industry. Possible solutions are proposed in the end. Method : I analyzed the changes in definition of medicinal products since 1945 that have been used in relevant laws and regulations(i.e. Pharmaceutical Affairs Act) and drug approval process(i.e. New Drug Application and Investigational New Drug Application). Results : Legal definition of medicinal products has changed in accordance with the changes in the pharmaceutical industry, such as the establishment of dualistic medical and pharmaceutical System and the introduction of the substance patent. Due to those changes, boundaries of Western medicinal products and health food expanded, while those of herbal medicine products relatively downscaled. Conclusion : Legal definition of medicinal products-i.e. Herbal Drugs, Crude Drugs, and New Drugs from Natural Products-should be reestablished according to academic legitimacy and dualistic medical and pharmaceutical System.

Impacts of Applying IFRS on Teaching Accounting and Auditing for Universities and Colleges in Vietnam

  • With the aim of examining the effects of implementing international financial reporting standards (IFRS) on teaching accounting and auditing at universities and colleges in Vietnam, a case study was conducted at 30 universities, colleges, and 208 lecturers in Vietnam. Next, the study employed the structural model analysis method by PLS_SEM software to process and analyze the collected data. The research results show that: (1) There are eight factors that affect how IFRS is applied to teaching, including the training program, (ii) teaching staff, (iii) IFRS application regulations, (iv) related party requirements, (v) faculty/school administrators, (vi) teaching aids, (vii) IFRS teaching methods, and (iii) students; (2) there are three factors that affect the quality of teaching staff, including applying IFRS to teaching at the university and colleges, (ii) Regulations on the application of IFRS, (iii) Requirements from related parties. At the same time, the study also shows that, regarding the indirect relationships, applying IFRS to teaching does not play an intermediary role in these relationships. However, at the 10% significance level, it was found that there is an indirect relationship between regulations on the application of IFRS by the Ministry of Finance and the quality of teaching staff through the variable applying IFRS to teaching.

A Regulatory Analysis on the Reverse Discrimination against Korean Domestic Businesses in relation to the Data Protection and Regulatory Improvement Orientation (개인정보 관련 국내기업의 역차별 상황에 관한 규제 분석과 개선방안에 관한 연구)

  • IT businesses in Korea have relatively strong regulations. While providing the same service, domestic businesses are in a situation of 'reverse discrimination of regulations' as they are less competitive than global IT companies in accordance with the application of the personal information protection legislation in Korea. In this paper, Personal Information Protection legislation was classified and laws of major countries were analyzed in comparative ways. It also compared and analyzed the "private policy" presented by representative Internet sites (Naver, Daum, Google, Facebook) that provide services to users in Korea. We also proposed three aspects of legislation improvement to address reverse discrimination.

Crossover Food Businesses in Louisiana, United States: A Descriptive Study of Their Characteristics and Food Safety Training Needs From Public Health Inspectors' Perspective

  • Objectives: Integrating retail and manufacturing enables limitless potential for food businesses, but also creates challenges for navigating within complex food safety regulations. From public health inspectors' (PHIs) perspective, this study aimed (1) to describe the characteristics of crossover businesses in Louisiana, and (2) to evaluate regulation awareness and food safety education needs for business owners and PHIs who inspect crossover businesses. Methods: A self-administered questionnaire was administered to Louisiana Department of Health PHIs using Qualtrics®. A descriptive analysis was performed, focusing on the frequency of each item. Results: In total, 1774 retailers were conducting or planned to conduct specialized processes, while 552 food manufacturers were performing or planned to perform retail functions. Reduced oxygen packaging, the use of additives such as vinegar as a method of preservation, and smoking food as a method of preservation were observed by 62%, 36%, and 35% of the PHIs, respectively. The PHIs perceived crossover businesses as "not aware" or "somewhat aware" of the food safety regulations. The current food safety training level for these businesses was reported to range from "no training" to "some training but not sufficient." When asked for a self-assessment, the majority of PHIs reported themselves as being "familiar" with the variance requirement for specialized processing. Their confidence in inspecting crossover businesses, however, leaned towards "not confident" or "somewhat confident." Conclusions: To better guard public health, food safety training is needed for crossover food business owners, as well as PHIs, on regulations and conducting or inspecting specialized processes.

  • In domestic university libraries, the difference between the knowledge resource collection activities on campus is depending on the size of the university, and their collection is concentrated on some types of digital resources. In recent years, the main universities in developed countries has developed actively in social openness and share activities of their knowledge resources, through the OA-based institutional repository, for the purpose of image improvement and competitiveness as a knowledge production base. This study examined ways to improve the relevant regulations in order to effectively collect and systematically manage the knowledge resources from graduate school, research institutes, center for teaching and learning, e-learning center, museum, press, a variety of campus organizations, so as to enhance the role of the library as the right manager of knowledge resources on campus. To this end, this study, considering the improvement of relevant regulations, investigates the operating situation of the library regulations of 176 universities and suggests necessary improvement methods in order to facilitate the digital legal deposit and expand its scope.

  • After the huge explosive accident in port of Tianjin, it is being strengthened on the dangerous goods regulations. This also has been make an extra impact which must meet international standards and even different parts became possible import customs regulations exporting from Korea. Since 2004, internationally in compliance with the enforced the transport of dangerous goods regulations (IMDG Code), but becomes substantial damage to the domestic industry that exports of dangerous goods is a lot of difficulties in the logistics of efficiency due to possible follows only the clearance to the needs of the Chinese Government. In Korea and secure hazardous materials management needs have emerged, but piecemeal ad hoc policy is connected economically costly and unnecessary regulations weighted long-term safe at the same time enables continuation of the development of the only domestic chemical industry to find effective hazardous materials management plan it is.

Current Status of Patient Safety Regulations, Guidelines and Support Mechanisms in Korean Hospitals

  • Purpose: This study was conducted to investigate patient safety regulations and guidelines in order to understand their current status, and to examine support measures to improve patient safety in Korean hospitals. Methods: The participants were the safety officers from hospitals with 200 or more beds and 112 hospitals responded to the online survey. The questions covered patient safety regulations, the performance level of patient safety activities, patient safety incident reporting systems, the dedicated professional, training, support mechanisms, and expectations of reporting systems. Results: Among preventative measures, fall prevention and hand hygiene were reported to be most widely practiced (92% and 91%, respectively). Time-out for invasive procedures showed a relatively low practice rate at 70%. Among patient care activities, transfusion, surgery and sedation, medication, and infection management were performed by 84, 74, 93 and 93% of the hospitals, respectively. Patient safety activities included patient safety committee, patient safety cooperation between decision-making bodies, patient safety workshops, seminars, lectures, and training for employees. Conclusion: Patient safety regulations and guidelines have not yet been sufficiently prepared, and a public institution such as a certification authority is of crucial importance to enforce these guidelines.

  • There are various types of foreign object debris (FOD) in the aviation industry. Tools lost by workers can act as a risk factor throughout aircraft operation, manufacturing, and maintenance fields. Accidents caused by tools lost due to workers' carelessness continue to occur throughout the aviation industry. Aviation-related institutions such as FAA and EASA have established tool control regulations and systems to prevent FOD occurrence. However, in Korea, related regulations and procedures are insufficient. A systematic and effective tool control system is required for reliable manufacturing, airworthiness, operation, and maintenance of aircraft. In this paper, tool control regulations and procedures of domestic and foreign air traffic authorities and aviation industry-related organizations were studied. A wireless communication-based tool control system was proposed based on the NAS 412's tool control regulations certified by the National Standards Association.
