In order to develop the standard service model of Korea Coast Guard at fishing port, which responses to the demand of users and provides them with the high quality service of maritime administration, the services performed by a branch of KCG are analyzed and the level of familiarity with them are investigated. The degree of affair achievement is quantitatively standardized by assessing the workload of branch office. The standard model of affairs is formatted and the programs of organization, resource operation and education are proposed.

In order to develope the standard service model of coast guard at fishing ports, which responses to the demand of users and provides them with the good and tailored maritime administration services with limited resources, the services of Korea coast guard related to fishermen are sorted and their demands are analyzed at Nokdong fishing port. The standard service model for Nokdong on the basis of user's requests and maritime administration demands in the future is designed.

It is not seen as discrimination based on reasonable grounds for the National Public Officials Act to discriminate between public officials entering general graduate schools and public officials entering law schools. The degree of discrimination cannot be said to be appropriate. Therefore, it is judged that it violates the principle of equality under Article 11 of the Constitution for the relevant laws and regulations to treat them differently by excluding those public officials who went to law schools from the application of the State Public Officials Act because the criteria for discrimination cannot be said to have a substantial relationship to realize its purpose. The degree of discrimination is not appropriate, so related laws and regulations are arbitrary legislation that discriminates against public officials entering law schools without reasonable reasons. Articles 71(2)3 and 72(6) of the National Public Officials Act and Article 90 of the Rules on the Appointment of Public Officials stipulate that public officials who want to go to "research institutions or educational institutions designated by the head of the central personnel agency" can use the training leave system. However, it is reasonable to assume that there is no reasonable basis for discrimination because it does not allow such benefits to public officials who wish to enter law schools. I think it is desirable to utilize a special admission system that allows students to enter night law school or to enter while working for a living.

Three halacarid species belonging to the genus Copidognathus are recorded from the shallow subtidal sands at Ko Taenae Islet (sand dune) off Ko Pha-Ngan Island, Thailand: Copidognathus thailandicus n. sp., C. euryalus Bartsch, 1997 and C. orarius Otto, 2001. Copidognathus thailandicus n. sp. comes close with C. cribrosoma (Police, 1909) and C. cribellus Bartsch, 1993 due to dorsal plates completely covered with rosette pores. Dissimilarities among them are discussed. Copidognathus euryalus and C. orarius are recorded hove for the first time from Thailand and away from its type locality. The present paper is also the first contribution on the taxonomy of Halacaridae (Acari) from Thailand.

In this paper, the authors formulate the sensitivity analysis algorithm for the natural frequency of a torsional shafting by expanding the transfer stiffness coefficient method. The basic concept of the present algorithm is based on the transfer of sensitivity stiffness coefficient, which is the derivative of stiffness coefficient with respect to design parameter, at every node from the first node to the last node in analytical model. The effectiveness of the present algorithm is confirmed by comparing the results of the sensitivity analysis and those of the reanalysis for the natural frequencies of a torsional shafting with a constant cross section. In numerical calculation, the design parameter is the diameter of the shaft element of the torsional shafting.

At this study, we are developing a possible control system through remote monitoring for fire protection in various chemical factory facilities. It's possible to do real time confirmation of a normal operation presence of the various equipment installed in a chemical factory through the internet network at a fire fighting head office, an area fire department and a chemical factory situation room using this remote monitoring control system. When occurring, abnormal operation is the remote monitoring control system, which can check this immediately and notify the situation room administrator. After it was tested using developed remote monitoring control system, the remote monitoring for which the internet network was used confirmed possible.

With data of historical spill from vessels occurred in korean coastal waters, the author analyze the causes of spill and evaluate response technique adopted during spill. It is found that the majority of spill caused by operational failure, bad weather, violation of navigation rule and hull defect. As a result of evaluation of response measures, it is suggested that responsible agency establishes criteria for various response options and standards of tier response time and capability according to the size of spill.

On the analysis of safety and security management in the coastal passengerships, the counterplan is proposed in order to copy with new situation including various threats of safety and security. In addition, throughout the questionnaire to the related employees, we develop the program to enhance maritime security awareness and to supplement its vulnerability.

This study is to corroborate the relationship between organizational size and performance in the Korean government context. Hence, this study aims to advance research on the relationship between organization size and performance by considering mediating variable: organizational goal ambiguity, which helps understand how organizational size affects organizational goal ambiguity in government and the organizational goal ambiguity has an influence on organizational performance. Bases on theoretical review, we assume that there is the inverted U-shaped relationship between the number of employees and budget size and organizational performance. From the results of path analysis, it shows that organizational size in the Korean government has a negative correlation, "a linear relationship", with organizational performance. Budget size has mediating variables, but the number of employees not. We try to suggest implications on the relationship between organizational size and performance in terms of theoretical perspectives in the context of the Korean government.

The Unites States has been plagued with soaring health care costs and an alarmingly large number of uninsured population. The Patient Protection and Affordable Care Act of 2010 ushered in the most sweeping health care reform in the United States since the introduction of Medicare and Medicaid in 1965 to address these issues. The law's requirement for individuals to purchase health insurance (the so-called "individual mandate"), however, not only caused a political stir but also prompted constitutional challenges. Some questioned whether the federal government, lacking general police power, could require its citizens to buy unwanted insurance based on its enumerated powers under the U.S. Constitution. This paper summarizes the decision of the U.S. Supreme Court on the constitutionality of individual mandate, and explores how the decision relates to Korea's own universal health care.
