A Study on the Development and Application of Policy Evaluation Models for School Libraries (학교도서관 정책 평가모형 개발과 적용에 관한 연구)

  • This study is to develop school library Policy model in accordance with guidelines suggested in policy science theories and to evaluate school library policy with application of "Activation Agenda for School Libraries". The guidelines on the evaluation of school library Policy were based on the models suggested in education policy and school library Policy theories. Selected guidelines were examined through survey distributed to evaluators and telephone interviews. Although overall evaluation results on school library policy were positive, it is suggested that more efforts for Policy improvement are needed.

  • According to the 7th education curriculum and advent of information society people expect the school library to do various things. Based on an evaluation model of education policy, the policy process of the school library was divided into an agenda setting, policy making and policy implementation. Then I developed a method of evaluation from an administrative and political point of view. Using this, I analyzed problems with school library policy and I categorized them. I suggested better solutions for Improving the school library policy.

A Study on the New Evaluation Index of School Library (학교도서관의 새로운 평가지표 개발에 관한 연구)

  • The purpose of this study is to develop evaluation index for school library in order to find ways to continue the improvement of school library by examining deficient areas and developing necessary areas, in which almost every school have libraries as a result of school library promotion project for last five years. To fulfill this, the research analyzed 2009 evaluation of the Ministry of Culture, Sports, and Tourism(MCST), policy research evaluation index of the Ministry of Education, Science, and Technology(MEST), BSC product index of school library from preceding research, school library evaluation standard of Korean Library Association (KLA), two-phased base plan and school library promotion law of school library promotion of the MEST and evaluation index of municipal/province education agency of MEST, and thereby developed 54 evaluation index from 8 areas. The research ultimately presents 48 evaluation index from 8 areas. Also, analysis result was first verified by school library experts to increase credibility of the evaluation standard of the research. Based on the result, second evaluation was done by school library faculty staff, and thus went through two-phased verification process.

  • The purpose of this study is to improve the evaluation system of school libraries in Korea. Major issues to improve the evaluation system were identified through school library evaluations and an analysis of the existing evaluation system of the Committee on Library and Information Policy. The issues include evaluation organizations, purposes of evaluation, selection of objects, evaluation period length, systems of evaluation, and ways to receive results. Alternatives for improving the evaluation system were selected through surveys and professional consultation. Finally this study proposed a more effective evaluation system which emphasizes the self-regulation and responsibility of provincial education offices in Korea.

  • The purpose of this study is to develop the evaluation indicators of school libraries in Korea. To do this, the indicators were extracted from an analysis of seven foregoing studies. The draft of evaluation indicators was made after reviewing the validity of each indicator according to the criteria: quantifiability, objectivity and possibility of obtaining evaluation materials. The feasibility of the standards and measures used by the Committee on Library and Information Policy was examined to improve the validity of new indicators. To decide the distribution of marks for evaluations, the opinions of teacher librarians and professionals on the importance of indicators was surveyed, the evaluation indicators used by the Committee on Library and Information Policy were analyzed, and an intensive review was done by professionals. A draft of an evaluation index with thirty indicators in six categories is proposed.

  • The knowledge-based society needs creative and active knowledge workers. To meet the need of this modern society, Korea education begins to focus on reading ability of students and project-based school education. The 7th School Education Program requires performance evaluation, optional activites, and extracurricular activites and the school library is a necessary facility for these educational activities. Ministry of Education of Korea made a master plan to rebuild the school library for The 7th School Education Program. The master plan includes the assistance for the school library facility, school library materials, budget, the library staff. And also the master plan includes promotion for school education in the library to develop the school library as the center of school education.

A Research on the Applicants for the "Campaign for Libraries for Rural Schools" ('시골학교에 도서관을' 캠페인 신청 초등학교 도서관에 관한 연구)

  • In this research the current situations of libraries of 119 rural elementary schools are examined. These schools are the applicants for the 'Campaign for Libraries for Rural Schools' sponsored by Chosun Ilbo in 2009. Through the content analysis of their applications, the factors of facilities, collection, and environment are described. One the surface, most of these applicants look fine with the current size of collection and annual additions. They, however, commonly document the extremely poor conditions of facilities, unbalanced and low quality of books, lack of financial support, and cultural isolation. Even though they are not the typical rural school libraries, it seems urgent to improve their inferior conditions that any library statistics never shows in numbers. In this research, it is considered significant to make local governments and offices of education change their attitude toward rural school libraries and increase their financial support to them. The suggestions are as follows: First, let them know that school library policies concern the voters in communities; Second, use the visibility of various authoritative library assessments and awards; Third, strengthen the qualitative aspect of library evaluations.

A Study on the National Teacher Recruiting Examination for School Librarian Teacher: Focusing on the School Library Practice Area (사서교사 임용시험 출제경향 고찰 - 학교도서관 실무영역을 중심으로 -)

  • The purpose of this study is to analyze the examination questions used in the librarian teacher recruitment exam, including the domains, content, and evaluation factors, and to propose improvements for the recruitment exam. To achieve this, examination questions for librarian teacher recruitment exams since 2002, provided by the Korea Institute for Curriculum and Evaluation, were collected and analyzed the frequency of appearances by section. The analysis revealed that, 106 questions (21.95%) on school library administration, 63 questions (13.04%) on classification and information retrieval 59 questions (12.22%) on library computerization, 58 questions (12.01%) on reading education, 56 questions (11.59%) cataloging and information service, and 18 questions (3.73%) on information media were examined. Next, analyzed the frequency of appearances in the last 10 years (2014-2023) by dividing the examination areas into specialty of librarian and school library practice, and found that there were a total of 149 questions (66.22%) related to specialty of librarian and 76 questions (33.78%) related to school library practice. Based on these findings, recommendations have been made for update assessment areas and factors, expanding the field of information media, and suggested the need for a stable and continuous teacher recruitment policy.

A Policy Study on How to Support Community College Libraries (전문대학 도서관 활성화 정책방안에 관한 연구)

  • Community colleges are key constituents of higher education in Korea, along with four-year universities. The number of community colleges in Korea also holds significance. However, the main focus of the Master Plan for Library Development decisively lies in university libraries, with little consideration to the poor condition of community college libraries. This study aims to identify problems of community college libraries by conducting a document research on their current standing and, based on that, to present six policy proposals for government support. They are a) to develop library collections based on the school specialty, b) to build theme-oriented libraries, c) to facilitate cooperation between community college libraries, d) to reinforce capacities for library service, e) to improve legal status of community college libraries and develop an evaluation index, f) and to estimate demand and evaluate service quality.

A Systematic Review on the Evaluation of School based Unintentional Injuries Prevention Programmes in 7~19 Years Old (소아·청소년의 비의도적 손상 예방을 위한 학교기반 교육 프로그램 효과에 대한 체계적 문헌 고찰)

  • Purpose: This study aims to evaluate the effects of school-based education programmes to prevent unintentional injuries in 7~19 years old. Methods: To perform a systematic literature survey, the researchers searched three databases - MEDLINE (PubMed), EMBASE and THE COCHRANE LIBRARY - for literature relevant to 'safety accidents in school' (published up to October 2013). The term 'school-based unintentional injuries' was used to sort out studies on injuries. This study adopted a pretest-posttest comparative design and the participants were children and adolescents aged 7 to 19 years. Results: The search yielded 9,553 records, of which eight studies were included in the review. The eight studies examined the effect of school-based education programmes to prevent unintentional injuries. The research revealed that education programmes had a significant impact on knowledge improvement and behavior change. Although two studies of the total eight showed a difference in attitude scores between the experimental group and the control group, the difference was not statistically significant. Conclusion: Despite the changes in education and public policy, trauma-related injuries continue to result in an unacceptably high morbidity and mortality, particularly among young people. More effective school health programs, policies and programmatic interventions are needed to reduce safety accidents and improve health among youth.
