This study is to develop school library Policy model in accordance with guidelines suggested in policy science theories and to evaluate school library policy with application of "Activation Agenda for School Libraries". The guidelines on the evaluation of school library Policy were based on the models suggested in education policy and school library Policy theories. Selected guidelines were examined through survey distributed to evaluators and telephone interviews. Although overall evaluation results on school library policy were positive, it is suggested that more efforts for Policy improvement are needed.

According to the 7th education curriculum and advent of information society people expect the school library to do various things. Based on an evaluation model of education policy, the policy process of the school library was divided into an agenda setting, policy making and policy implementation. Then I developed a method of evaluation from an administrative and political point of view. Using this, I analyzed problems with school library policy and I categorized them. I suggested better solutions for Improving the school library policy.

The purpose of this study is to make an inspection of the School Library Opening Policy. Some problems show the policy is not only ineffective but also disadvantage to the development of school libraries. The purpose of this article is to discuss about the progress and problems in Korean school library policies. The emphasis is on identifying both distinctive features and indigenous limitations in policy-making process, and special concerns are with both side effects and backgrounds of its rough-and-ready human resource policy. This article intends to approach the human resource policy issues from the viewpoints of school librarians as well as those of policy makers. The final suggestion includes both strategies and methods to make up and intensify the weakness of Korean school library policies, with focusing on enhancing the work competency of school librarians as well as the policy capacity of school library association.

This study examines the effect of the absence of a government support policy on the development of school libraries. Specially this article focuses on the rise and fall of school library in 1960's over the making first Library Law. It is meaningful that our school libraries, which have been alienated due to the lack of government polices, are not following in the footsteps of the past, as they are in need of state support.

The knowledge-based society needs creative and active knowledge workers. To meet the need of this modern society, Korea education begins to focus on reading ability of students and project-based school education. The 7th School Education Program requires performance evaluation, optional activites, and extracurricular activites and the school library is a necessary facility for these educational activities. Ministry of Education of Korea made a master plan to rebuild the school library for The 7th School Education Program. The master plan includes the assistance for the school library facility, school library materials, budget, the library staff. And also the master plan includes promotion for school education in the library to develop the school library as the center of school education.

The purpose of this study is to analyze the meanings of school libraries in Japanese reading education. An emphasis was on analyzing both strength and weakness of Japanese school library policies and reading education programs from the viewpoints of Japanese students. Employed to collect the data were a comprehensive literature survey, focus interviews with 23 school librarians, and a survey with 404 Japanese students. The major finding of this study is that the current Japanese school library policy is not adequate enough to make its reading education be successful, and in particular, it has serious flaws with the educational system of school librarians as well as the school library staffing system itself.

In information society, enhancing information literacy is a common goal of the academic and school libraries. A school library manifesto means the policies and rules on school libraries and includes the direction which they should follow and the criteria which school libraries should keep. Compared the school library manifestos of IFLA/UNESCO, IASL with that of Japan, the school library manifestos of IFLA/UNESCO are constituted with mission of the school library, funding legislation and networks, goal of the school library, staff, operation and management, implementing manifesto etc. and underline funding legislation and networks. The IASL policy statement on school libraries includes functions, materials, facilities, personnel, lifelong education, skills, literacy development, government and public support etc. and emphasizes lifelong education, skills, literacy development. The school library manifesto of Japan includes philosophy, functions, staff, material, facilities and management etc. and highlights philosophy. As a result of comparison and analysis of the school library manifestos of IFLA/UNESCO, IASL and Japan with that of Korea, the school library manifesto of Korea needs to comprise mission, facilities, staff, lifelong education, skills, literacy development, funding legislation, operation and management, government responsibility for implementing the manifesto, etc. by accepting the components in the manifestos of advanced countries, stressing the educational roles of school libraries and by separating the educational area from others.

This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.
