The purpose of this study was to survey appropriateness of admission and days of care for the cerebral ischemia patients as a basis to provide an effectiveness of hospitalization. The authors retrospectively reviewed the medical records of cerebral ischemia patients in two hospitals from November 1997 to February 1998. Of 194 medical records reviewed, there were 2108 medical days. I t is used a 'Appropriateness Evaluation Protocol' previously developed by Gertman and Restuccia (1981) and translated by Department of Health Management, Seoul National University and Korea Institute for Health Services Management (1993), It was found that the 'Appropriateness Evaluation Protocol' had a high inter-rater reliability(k=.92), Statistical significant was tested by using the percentage, mean, and logistic regression by SAS 6.12. The results were as follows; 1. The appropriate admissions were 87.6%, days of care 63.4%, and the average length of stay $10.9{\pm}6.7$ days. 2. The reasons of inappropriate admissions were for work-up(75.0%) and conservative care (25.0%). Major reasons of inappropriate days of care were 'cases in which the medical purpose of hospitalization has been accomplish or can be addressed in a less setting(45.0%)', and 'cases in which there is a delay in performing the work-up or treatment which required patients is hospitalized (44.4%)'. 3. Appropriate days of care were higher as ageing. Appropriate days of care were higher in patients with lower accademic back ground than those of upper college graduates, and in the patients who enter a hospital via emergency room than out-patients department. Appropriate days of care were higher in the patient with MCA infarction, and lower in the patient with cerebellar infarction than the patient with lacunar infarction. Appropriate days of care were higher in attack first than attack above second, in nomortension patients than hypertensive, and lower in groups who engaged in semi-private room and public room than private room in hospital. Appropriate days of care were higher in shorter length of stay than longer length of stay. 4. Diagnosis, admission path, and appropriate days of care explained appropriate admissions. Diagnosis, appropriate admissions, hypertension explained appropriate days of care. According to the above results, author confirms the substantial amount of inappropriate hospital bed utilization. To reduce inappropriateness, it is necessary to develop some alternative services such as home care services or nursing home with which can be replaced inpatient services and to introduce policy such as case management which includes Critical Pathway for consistent management. And, it should be followed the further study for the effectiveness.
This study examined the effect of 3 evaluation factors(extraction temperature, extraction time and drinking temperature) on the 5 tastes (sour, sweet, malty, salty and bitter) of coffee. the aim of this experiment were threefold: i) to investigate the change of the 5 tastes depending on the each 3 evaluation factor ii) to examine the change of the 5 tastes depending on the extraction time, drinking temperature under fixing the group of extraction temperature iii) to research the preference for the taste of coffee depending on 3 evaluation factors. As a result, in relation to the evaluation factors, significance difference was made at the sour taste. And when extraction temperature was higher and extraction time was longer, the sour taste was felt stronger. To the contrary, when drinking temperature was lower, sour was stronger. When the extraction Temperature group was controlled, the sour and malty taste were stronger. The sour taste was stronger when drinking temperature was lower and delicate flavor was stronger when drinking temperature was higher. High preference was demonstrated at extraction temperature($98^{\circ}C$), extraction time(0 minute), drinking temperature($60^{\circ}C$) and higher malty taste.
Objective : This research is focused on understanding the current status of the Health Smart Card already in use in other advanced countries. This research will analyze the current status of the medical institutions Health Smart Card system adoption process and its effects, and provide a basis for future policy decisions for the effective adoption and diffusion of a Health Smart Card system, in the medical field, through the completed research and analysis. Method : This research surveys the domestic, and foreign, status of Health Smart Card usage. The research also presents up-to-date methodology for the evaluation of the effects of medical and health care technology. The research also conducts a survey of the domestic medical institutions that have implemented a Health Smart Card system, and then analyzes the results of the survey. Additionally, the research carried out a survey and analysis of medical institutions with no Health Smart Card system implemented, and considered the factors affecting the diffusion of Health Smart Card systems in considering an effective policy for the introduction and diffusion of such a system. Research Results : Through the study of the methodology of medical and health care information technology in advanced countries, the methodology for assessing Health Smart Card technology has been established, and focuses on 6 aspects. The study on the status of foreign implementation has shown a model for the Health Smart Card system. A survey was conducted on the current status of medical institutions with an implemented Health Smart Card system, and the survey results have been analyzed. Also, factors influencing the adoption of Health Smart Card systems have been analyzed through the survey on those medical institutions that have not implemented a Health Smart Card system. Conclusion : The government must provide institutional measures for sharing medical records by constructing an IT infrastructure at the national level to enable the adoption and diffusion of a Health Smart Card system. Such a network will make connections between medical institutions possible, thus making the diffusion of the Health Smart Card system nationwide. For the successful adoption and diffusion of a Health Smart Card system, a model system development, under a medical record sharing system, should be conducted. Additionally, a regional unit based model should be developed for the model project, as is done in advanced countries, along with the application of such results.

Quality of Protection(QoP) provides a standard that can evaluate networks offering protection. Also, QoP estimates stability of the system by quantifying intensity of the security. Security should be established based on the circumstance which applied to appropriate level, and this should chose a security policy which fit to propose of network because it is not always proportioned that between stability of security mechanism which is used at network and performance which has to be supported by system. With evolving wireless networks, a variety of security services are defined for providing secure wireless network services. In this paper, we propose a new QoP model which makes up for weak points of existing QoP model to choose an appropriate security policy for wireless network. Proposed new QoP model use objectively organized HVM by Flow-based Abnormal Traffic Detection Algorithm for constructing Utility function and relative weight for constructing Total reward function.
This study suggests a model for continuing and comprehensive management of hypertension or Type 2 diabetes mellitus (T2DM) in Korea. Moreover, this paper computed the contribution cost of hypertension or T2DM management using the healthcare medical cost, which could have occurred from stroke, myocardial infarction (MI), and end-stage renal disease (ESRD) that were successfully prevented from the effective hypertension or T2DM management. Additionally, these costs were compared with the cost of implementing the hypertension or T2DM management model suggested in this study. This study used the medical fee summary of the health insurance claims submitted to National Health Insurance Corporation by medical facilities for services provided during the period from January 1st 1999 to December 31st 2006. The prevalence rate with treatment referred to cases in which patients submitted their medical claims at least once during the period, along with an accordant diagnosis. The incidence rate with treatment referred to cases in which patients who never submitted claims for the accordant disease during the five years from 1999 to 2003 submitted claims for the accordant disease in 2004 and 2005. The relative risk of the occurrence of stroke, MI and ESRD was 11.0, 13.6, and 30.3, respectively. The attributable risk of hypertension or T2DM for stroke was 0.730, and that for MI and ESRD were 0.773 and 0.888, respectively. Based on these, the contribution cost of hypertension or T2DM is estimated to be 986.3 billion Korean Won(KRW) for stroke patients, 330.5 billion KRW for MI patients, and 561.7 billion KRW for ESRD patients as in 2005. Hence, the total contribution cost of hypertension or T2DM to stroke, MI, and ESRD is 1.878 trillion KRW. The estimate for operational costs included an annual expenditure of 50,000 KRW per each recipient and an annual subsidy of 0.22 million KRW per person for the 1.6 million low.income individuals with hypertension or T2DM to cover their out.of.pocket medical expenses. Under this assumption, it took approximately 0.6 trillion KRW to manage 5 million high.risk patients in the low. and mid.income range, coverings up to 50% of costs. In conclusion, considering the potential benefits of preventing stroke, MI, and ESRD, the costs seems to be reasonable.
The purpose of this study was to extract the evaluation factors and assess the relative importance between the factors. For this purpose, the evaluation factors were extracted through literature review and the process of brainstorming with experts, who are related to port security. The evaluation factors were then classified into four higher factors and twelve sub- factors through the use of the AHP method. A survey on the classified factors was conducted by experts composed of public officials, port authority employees and education institutions officials. We also carried out statistical tests to determine the perception gap of weights between the groups. As a result of a relative importance analysis of strength, the security operating system factor was highest, followed by improvement of hardware facilities and increase of security personnel. There was a difference in perception among the groups in policy support, facility support and personnel resources budget support. The results of the analysis show that the strength operating system through the establishment of an integrated monitoring system is a priority. It is necessary to understand the difference of perception between groups and build a systematic cooperation system. The evaluation factors extracted from this study can be used for the measurement of port security efficiency in further work.
Objectives : The purpose of this study was to examine the factors related to the dental caries and periodontal diseases of Korean elderly people in terms of demographic characteristics, oral health promotion behavior and systemic diseases in an effort to provide information on national policy setting and policy evaluation about the prevention of tooth loss resulting from severe oral diseases and the promotion of elderly people's oral health. Methods : The first-, second- and third-year raw data of the 4th National Health and Nutrition Survey were utilized, and the data of 3,882 elderly people who got a dental checkup were analyzed. The statistical package SPSS WIN 19.0 was employed to make a logistic regression analysis. Results : The senior citizens who did toothbrushing less frequently were more likely to have dental caries. As for periodontal diseases, the men were 1.34-fold more likely to have periodontal diseases than the women, and the respondents whose self-rated health state was worse were 1.40-fold more likely to have periodontal diseases than the others whose self-rated health state was better. The senior citizens who ever received treatment from unqualified people were 1.30-fold more likely to have peridontal diseases, and those who took neither vitamin compound nor minerals were 1.30-fold more likely to have periodontal diseases. Those who suffered from low High-density Lipoprotein cholesterol(HDL) were 1.35-fold more likely to have periodontal diseases than the others who didn't. Conclusions : Those whose self-rated health status is worse should especially be concerned about periodontal diseases. Specifically, it's needed to pay attention to the low-income classes, and the government should take measures to provide quality welfare services for elderly people not to receive treatment from unqualified people. Besides, research efforts should be made to determine the relationship between periodontal diseases and low HDL-cholesterolemia.

Community colleges are key constituents of higher education in Korea, along with four-year universities. The number of community colleges in Korea also holds significance. However, the main focus of the Master Plan for Library Development decisively lies in university libraries, with little consideration to the poor condition of community college libraries. This study aims to identify problems of community college libraries by conducting a document research on their current standing and, based on that, to present six policy proposals for government support. They are a) to develop library collections based on the school specialty, b) to build theme-oriented libraries, c) to facilitate cooperation between community college libraries, d) to reinforce capacities for library service, e) to improve legal status of community college libraries and develop an evaluation index, f) and to estimate demand and evaluate service quality.

This paper deals with analyzing accreditation findings and the causes for the Weakness in the review by the EAC(Engineering Accreditation Committee) of ABEEK in 2015. As results of accreditation review by the EAC and CAC of ABEEK, Weakness findings were 697 cases which made up 56.94% of total findings. Deficiency and Weakness are considered to have been resolved only when the correction or revision has been implemented. The criterion which has the most Weakness findings in the 2015 accreditation review was the criterion 3 Curriculum. By the way the variety and quantity of the Weakness findings are so huge that the analysis of the causes for Weakness findings is focused on the Criterion 3 Curriculum. The findings on program accreditation are made on the basis of the Accreditation Actions Guide. Accordingly in view of formal logic in the accreditation review, the accreditation findings should comply with the Accreditation Actions Guide consistently. In this respect, the Weakness findings in the accreditation review can not be justified. On the other hand changeover in the accreditation policy of the ABEEK may be necessary. If the quality of the engineering education is improved continuously through the accreditation review, accreditation fulfills its purpose.

This study was conducted to verify the current criteria and classification system used to determine specialized general hospitals status. In this study, we proposed a new classification system which Is simpler and more convenient than the current one. In the new classification system clinical procedure was chosen as the unit of analysis in order to reflect all the resource consumption and the complexities and degree of medical technologies in determining specialized general hospitals. We developed a statistical model and applied this model to 117 general hospitals which claim their national insurance through electronic data interchange(EDI). Analysis based on 984 clinical procedures and medical facilities' characteristic variable discriminated specialized general hospital in present without misclassification. It means that we can determine specialized general hospital's permission In new way without using the current complicated criteria. This study discriminated specialized general hospital by the new proposed model based on clinical procedures provided by each hospital. For clustering the same types of medical facilities using 984 clinical procedures, we executed multidimensional scale analysis and divided 117 hospitals into 4 groups by two axises : a variety of procedure and the Proportion of high technology Procedure. Therefore, we divided 117 hospitals into 4 groups and one of them was considered as specialized general hospital. In discriminating analysis, we abstracted proportion of 16 clinical procedures which effect on discriminating the specialized general hospital in statistical system also we identify discriminating function which include these variables. As a result, we identify 2 discriminating functions, one is for current discriminating system and the other two is for new discriminating system of specialized general hospital.
