Evaluation of the Policy Effects of Free Trade Agreements: New Evidence from the Korea-China FTA

  • Purpose - The policy implications of free trade agreements have traditionally been a matter of debate among economists. The official signing of the Korea-China Free Trade Agreement provides economists with a quasi-natural experiment to analyze the FTA's policy effects. This article aims to more accurately understand the impact of Korea's FTA accession on the macro economy. Design/methodology - This study adopts the counterfactual method based on panel data to find common factors in the generation process of macro data to fit the counterfactual path, to accurately evaluate the effect of the macro policy. Findings - Our research results show that the signing of the Korea-China FTA has a relatively significant short-term positive effect on Korea's economic growth. On average, Korea's real GDP growth rate has increased by 2.1%. This study finds evidence in support of FTA signing not having a significant impact on Korea's GDP growth in the long run. Additionally, we evaluated the impact of the FTA on Korea's imports and exports and found that it had a significant positive impact in the short term, but the trade effect of the FTA is significantly affected by the external macro-environment. Originality/value - First, this study uses macro panel data at the national level to examine the impact of the Korea-China FTA on Korea, and more accurately describes the policy effect of the FTA. Second, our empirical results show that the Korea-China FTA policy impact is subject to occasional changes in the external environment, such as the geopolitical conflict (crisis) between Korea and China, and the US-China trade war. Finally, the analysis shows that the short-term effect of FTA is significant but the long-term is uncertain, which provides empirical evidence for the debate on whether joining FTA can promote national economic growth.

An Exploring Study on the Evaluation Strategies of the Extra-Curricula Area for Admission to a University using SWOT Analysis (SWOT 분석을 통한 대학 입학 전형에서 비교과 영역 평가 전략 탐색)

  • This study aims to analyze the factors of the extra-curricula area in personal school performance record and propose the practical strategies for entrance examination affairs on this area. To address this goal, we have applied a SWOT analysis with related documents and research results. We found out five strengths: (S1) Link the students' experience to right people for the university, (S2) Quantitative Indicators, (S3) Qualitative Indicators, (S4) Link to other evaluation factors, and (S5) Analysis of Human Resource. The weakness included: (W1) Fairness, (W2) Reliability, (W3) Difficulties to set standards, (W4) Difficulties to set environments, and (W5) Lack of systemic experience of an evaluation. We also discovered five opportunities (O1) Recognition of public education, (O2) The need of national support, (O3) The importance of autonomy, (O4) Specialization, and (O5) Networks. Finally, threat factors consisted of: (T1) Frequent change of educational policy, (T2) Increasing of private education, (T3) Lack of information and preparation time, and (T4) The accuracy and reliability of personal school records. Based on these results, we suggested practical strategies with these four dimensions: S-O, W-O, S-T, and W-T.

  • A new breed of universities equipped with student-centered education programs and advanced digital technologies is changing the face of higher education. "Flipped learning" is heralded as a new model of education, yet its effect is underexplored. The purpose of this study is to provide evaluation criteria to assess and understand the merit of student-centered education programs and apply them to actual cases. Discussion on the nature of knowledge, its production mechanism and system, and possible contribution of digital technology to user-centered programs are discussed to produce five key criteria; initiative of students, interaction in class, interaction in field, customization of courses, and automated personal service. They are applied to evaluation of Minerva and Ecole 42.

  • Recently there has been a high request for support for teachers' professional development and quality control to meet the demand of educational policy to introduce teacher evaluation, master teacher status, incentives for teacher competency, etc. It has been suggested that reeducation and support for professional development would be more effective to beginning teachers with a high developmental potential than to experienced teachers with routinized instruction. Since 2005, KICE-TLC has conducted research on the development of teacher supporting programs such as teaching consultation and pedagogical content knowledge(PCK) in school subjects. In line with the current education policy and previous research by KICE, this research has been conducted to meet the need for novice teacher induction by developing consulting program focused on PCK. The goal of this research was to (1) explore the in-depth meaning of PCK in light of teaching consultation, (2) conduct a preliminary study on how to develop teaching consulting programs for secondary beginning teachers, (3) develop teaching consulting programs focused on pedagogical content knowledge (PCK), and (4) suggest implications for educational policy regarding pre-service and in-service teachers' continuing professional development and support.

  • The rapid increase in PET devices and its utilization in Korea necessitates relevant health insurance policies based on scientific evidence, including economic evaluation of PET in clinical conditions. However, there is very little amount of evidence regarding PET, and the first step would be to establish research priorities to give a momentum for research and assure efficient use of research capacities. To this end, we conducted a two-round Delphi study, which produced stable consensus on about top 10 oncology indications for research, which included lymphoma staging, colorectal cancer recurrence/restaging, lung cancer staging, and other conditions. The results were largely consistent with current U.S. Medicare reimbursement indications and are expected to lead to relevant researches and evidence-based health policies on PET reimbursement and regulation.

  • Recently, integration between social media and the industry has been expended, and as the usage of Internet through various smart devices of not only the existing PC but also smart phone, tablet PC and so on, a lot of unstructured data has occurred, leading to increased interest on big data system. According to the institutes which specialize in market research, the data amount is predicted to increase by 9 folds in the next 5 years when compared to the present, and the big data market is also expected to grow bigger. This dissertation evaluates the efficiency test of big data through analysis on the requirements by identifying and fragmenting the items of efficiency quality evaluation that big data should be equipped with.

  • This study targets to recognize needs of adopting public management system in Urban Renewal Project. and to establish evaluation level of public management system using policy evaluation framework for establishing perspective and systemic level. Also, this study constructed basic principles as expanded concept like Public, expertise, participation, rationality, and sustainability based on previous studies and expert opinion. AHP analysis results are following. In case of upper level, post management and continuity are important factors. Also in case of under level, making stable economic system, honest operating system, reducing development costs, local development with self-sufficiency were important factors. through empirical results, the implications are following. First, public management system needs to develop a consistent principle from planning step to post management. Second, it is essential point that continuous retraining between involved people and drawing residents participate in progress activity. Third, when evaluating public management system, it is need that emphasize non-physical factor like conflict issue between stakeholder.

  • Recently, elevator inspection and self-examination were strengthened through the revision of the Elevator Safety Management Act, but there have been no significant reduction in serious accidents and major failures. Therefore, the government intends to lay the foundation for reflecting the safety quality rating system, which adjusts the elevator inspection cycle, as a policy to induce safety management of preemptive and active management entities. This study systematically reviewed and classified the safety quality rating system for elevator inspection cycle adjustment in previous studies, collected expert opinions, and reconstructed the key items into realistic evaluation items, and evaluated and scored the relative importance of each factor through the AHP technique.

Comparison of Medical Care Cost between Hospice Care and Conventional Care in the Last Year of life (호스피스케어와 전통적 의료서비스 이용간의 사망전 의료비용 비교)

  • The aim of this study was to compare medical cost of hospice care and that of conventional care during the last year of life, and identify factors that influenced the cost. From January to August 2003 592 terminal cancer patients receiving care from 5 hospice care units and 2 hospice care teams in general hospitals were enrolled to case group. Two hundreds and seventy two terminal cancer patients receiving conventional care from 7 general hospitals were enrolled to hospital-based control group, and 1,636 terminal cancer patients from 122 general hospitals located in same regions with the 7 hospitals were enrolled to community-based control. We used characteristics and medical cost from data of National Health Insurance Cooperation. Total medical cost per beneficiary in cases was about 10 millions won, 14.5 millions in hospital-based controls and 11.1 millions in community-based controls. The hospice care saved $45\%$ over the last year of life compared with hospital-based controls (p<0.0001). Saving of inpatient cost account for approximately $80\%$ of saving per beneficiary. Hospice care saved $29\%$ of medical cost per hospitalization day compared with hospital­based controls and $17\%$ compared with community-based controls (p<0.0001). Multiple regression analyses showed that hospice care significantly saved the medical cost. This study suggest that hospice care save medical cost compared with hospital-based control and community-based control. Most of saving of inpatient cost account for approximately $80\%$ of saving of medical cost.

  • This article examines actions of the department of a university according to Higher Education Evaluation Policy as a case on the department of Christian education of A University. This article consists of background and policy Higher Education Evaluation and actions of the department of Christian education. Specialization, curriculum, management of instructional quality, educational achievement, student support and cooperation of local community as category of trends of the department of Christian education are discussed. Aim of education, model of human resource, educational objects, and key-competency as the specialization of department of Christian education are discussed. Curriculum of department suggests students career track which is related to their career. Positive guidance counseling are implemented for rate of recruit related to educational achievement. Non-subject matter program of University and Department are introduced for students's support. 60 hours of educational service and other educational activities are carried out for local community. Principal, chaplain of school and teachers are invited for educational practical affairs of education. The result of this article can be used as a basic reference for the direction of the higher education.
