  • The publication of the result of scholarly research is an integral part of the process by which learning is advanced. The university presses, as one of the major scholarly publishers are now confronted with many critical problems, such as the declining unit sales, the explosion of manuscripts, the challenge of new publishing technologies, etc., in performing the role of the scholarly communication system. The purpose of this study is to identify the problems imposed on the university presses and alternative strategies for them. For the study, the related literature to the subject were read, analyzed and synthesized, from which the overall prospect of the problems and alternative strategies are derived. The conclusion of the study can be summarized as follows: (1) The faith of the university should lie in its role to advance scholarly learning through production and dissemination of high-quality knowledge, and the university press should materialize such a faith. (2) The scholarly books, though not the best media of scholarly communication taking a side view of its timeliness and brevity, can perform the function of the best media for the specific subject and readers. (3) The scholarly books as national resource must be published for the scholars demanding them even though the publication can't help depending on the subsidiary fund. (4) For the survival and activation of the university presses, the following strategies should be examined, and put in force if necessary. (a) The role of the foundation su n.0, pporting the university presses should be expanded (b) The Co-operative system among the operations of the presses should be established. (c) It is desirable that the university without the press should participate in the university with the press for both the financial su n.0, pporting and the publicizing its faculty's manuscripts. (d) The positive efforts should be made for the increase of sales copies by implementing the dual-system of publication. (e) It is desirable that 'recording system' should be incorporated in the traditional publication system both for the lightening of financial problems and the explosion of publications. • Many problems which today's research libraries are confronted with should be taken the measures to find some solutions in any ways. The purpose of this study is to identify the main stream of chaining of research libraries as an existing collector and distributor of scholarly information into a communication system adopting the concept of resource sharing and on-line bibliographic search as some possible ways for solutions. The conclusions of this study can be summarized as follows: 1) The research libraries will be imposed on more and more responsibilities to be a reservoir of the intellectual heritage of an individual, a nation and mankind. 2) The research libraries in the near future will have to develop their collections in the new environment of austerity with the limited budget. 3) It is more desirable for the future research libraries to have the attitude that they are in the business of information and communication rather than being an entity as "a library". 4) The resource sharing developed to solve the severe problems confrontal by research libraries will improve the organizational and technical mechanism for the access to the scholarly information. 5) The research libraries will produce more and more bibliographic database to expand the library materials which can be available and shared. 6) Though on-line search service will be sure to provide a considerable profit to the scholarly information users, it will take a long time for this service to be popularize because of the high ratio of service fee. 7) Two problems should be solved for the efficient service by on-line search. One is the continuous, updating training for the professional librarians. The other is that the common efforts for the quality control and standardization of data base by the data base producers should be made. 8) Taking all the items of the conclusions derived from the study of research libraries mainly in the United States into a consideration, the followings should be paid an attention. - The status-quo of the research libraries in Korea should be analyzed in very detailed and accurate way. - The problems of research libraries in Korea as the major scholarly communication system should be clarified based on the analysis. - The measures for the problems should be taken in the light of the unique characteristics of korean environment. - For the developing the most efficient measures, the formal organize action to lead and govern the long-aimed study on the problems of research libraries should be established and the government-level su n.0, pport for the legislation and finance should be provided for the realization of the result of the study.

  • The purpose of this study is to analyze the development strategy of academic libraries in the U.S., U.K., Australia, and Canada which have been established in response to the problems faced since the 1990s. Major problems, which academic libraries in various countries have commonly experienced include continuing decrease in library expenditures, changing role of libraries themselves, changing nature of library collections, development of information technology and technological intrastructure on campus, steep increase in prices of scholarly journals, and relative decrease in purchasing powers of libraries. In this study, discussed are the strategic planning and solutions carried out at the national or government level, rather than by individual libraries. Their efforts commonly focus on such measures as resource sharing, shared catalog and storage facilities, cooperative purchasing and negotiation for scholarly journals, etc.

  • To improve the international competitiveness of research and academic libraries in Korea, it is essential to review the total amount of domestic information resources in comparison with those of other advanced countries, and then to make their best use. In this study, an attempt is made to estimate the annual budget for collecting foreign knowledge information resources spent by academic and research libraries in Korea. This budget estimate could be used for a basis for setting up the appropriate collection size and the efficient channel for distributing and sharing information resources among academic and research libraries on the governmental level. The total budget for collecting foreign knowledge information resources, including foreign monographs and scholarly journals in print, and the budget for foreign electronic journals, and web databases were estimated for academic libraries and research libraries, respectively, while the budget for international document delivery services was estimated without distinction between the types of libraries.

  • Despite the rapid adoption of electronic journals, the need for print journals still remains. The current level of foreign journals acquisition poses a threat to strengthening the national research capabilities. Furthermore, there is too much overlap among academic libraries for foreign journals. We propose the establishment of government funded foreign research information centers to systematically acquire and distribute foreign print journals. We discuss specific approaches to selecting and operating such centers. Foreign research information centers are expected to enhance the national scholarly information infrastructure as well as the academic libraries' core capabilities.

  • Rising publication costs and declining financial resources have resulted in renewed interest among librarians in resource sharing. Although the idea of sharing resources is not new, there is a sense of urgency not seen in the past. Driven by rising publication costs and static and often shrinking budgets, librarians are embracing resource sharing as an idea whose time may finally have come. Resource sharing in electronic environments is creating a shift in the concept of the library as a warehouse of print-based collection to the idea of the library as the point of access to need information. Much of the library's material will be delivered in electronic form, or printed. In this new paradigm libraries can not be expected to su n.0, pport research from their own collections. These changes, along with improved communications, computerization of administrative functions, fax and digital delivery of articles, advancement of data storage technologies, are improving the procedures and means for delivering needed information to library users. In short, for resource sharing to be truly effective and efficient, however, automation and data communication are essential. The possibility of using full-text online databases as a su n.0, pplement to interlibrary loan for document delivery is examined. At this point, this article presents possibility of using full-text online databases as a means to interlibrary loan for document delivery. The findings of the study can be summarized as follows : First, turn-around time and the cost of getting a hard copy of a journal article from online full-text databases was comparable to the other document delivery services. Second, the use of full-text online databases should be considered as a method for promoting interlibrary loan services, as it is more cost-effective and labour saving. Third, for full-text databases to work as a document delivery system the databases must contain as many periodicals as possible and be loaded on as many systems as possible. Forth, to contain many scholarly research journals on full-text databases, we need guidelines to cover electronic document delivery, electronic reserves. Fifth, to be a full full-text database, more advanced information technologies are really needed.
