To prevent safety accidents caused by aging pipe infrastructure and to maintain water quality, construction projects for water and sewage pipes are actively conducted across Korea. This study analyzed the criteria situations, site survey details, and regulation revisions related to the calculation of construction cost standards for pipe laying and joining work. The analysis showed that the major causes for revision are the unclear construction scope, limitations in implementing some pipe materials due to installation facility types, workforce focused on ordinary labor, limitations of manual laying work, and the lack of tool hire cost and machine expense-calculation criteria. Field studies were conducted to categorize the pipes according to their features, in addition to identifying the use of lifting heavy equipment and light equipment. In addition, excavation and testing work conducted in connection to pipe laying, as well as the use of skilled labor, were investigated. The current study clarified the work scope through new common items, provides an organization based on the pipe material, adjusted the workforce ratio to focus more on skilled labor, and developed grounds for calculating machine expenses. The Government presented improvement plans such as "Traffic Accident Frequent Point" and "Hazardous Roads" to reduce traffic accidents on the increase after 1980s. In case of the hazardous roads, they are expressed by grades which are marked by geometric elements such as width, radius, grade. sight distance. and other environmental factors. As each business for improving roads goes by only focusing on improvement of geometric elements, excessive expense can be invested too much nowadays causing economical waste. Therefore, as improvement plans approached by economic access are needed, this paper shows the cost-effective improvement of the business to keep safety related to traffic accident and economical waste. The hazardous roads which authorized by Gwang-ju National Road Preservation Office of Construction and Transportation Ministry in 1995 for business for improvement of roads, were investigated before 1999. First of all, estimating traffic accident models are presented by using existed data statistically. The models help to maximize traffic accident decrease through control of the presented factor. Secondly, optimum construction cost of improvement is presented to prevent overcapitalization. However, this paper is limited because it was difficult to sort the data with various areas and to approach various ways.

Objective: The purpose of the study is to evaluate appropriate weight for aged farmers in manually handling livestock feed in bags using ergonomic methods. Background: In the livestock industry in South Korea, despite the trend of aging of labor manpower, heavy items are still manually handled in many farms. In particular, among stockbreeding works, the handling of feed in bags weighing 25~30kg is reported as a cause of frequent injuries and musculoskeletal system diseases. However, studies on the standard for recommended weight allowed considering the physical characteristics of aged farmers older than 60 years with greatly decreased physical strength and muscle strength are insufficient. Method: To evaluate appropriate weight for handling of heavy livestock feed in bags, physical techniques for measuring recognized levels of physical work loads, the NLE (NIOSH lifting equation) a method that is an observation type technique, and an ergonomic modeling technique to predict compressive force imposed on L5/S1 were used. Subjects who participated in the experiment were organized into two groups of males/females with mean age exceeding 60 years, and lifting tasks were evaluated for nine weight levels. Results: Based on the results of psychophysical measurement, females showed a tendency of more drastic increases compared to males when weight was over 19kg. The results of estimation of regression models for the weight, 18.0 kg ($r^2=0.97$) and 15.3kg ($r^2=0.97$) were evaluated as stable load for males and females, respectively. In addition, both the observation type evaluation and ergonomic model evaluation showed stable loads in a range of 15~18kg. Conclusion: Given the results of the study, the weight of the feed in bags currently distributed to farms can become a cause of not only overexertion but also farm work related disasters such as musculoskeletal disorders and safety accidents. Providing livestock feed in bags weighing not more than 19kg for aged farmers is judged desirable, and managerial improvement for this matter is considered necessary. Application: The results of the present study can be utilized as useful data for institutional improvement of the weight of livestock feed in bags.
The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents. The significant of continuous welded rail (CWR) management is growing because KORAIL has the plan to convert the whole of conventional railway lines into CWRs through continuous activities since constructed the CWR track with 1.8km in Gyeongbu line in 1966. As the numbers of users of domestic passenger ships increased up to 14.5 millions at 2012, the numbers of ships accidents also increased as 2 times than ever. It will be very important to develop technologies related with safety design for onboard passengers and disclose the potential problems. This study performed consciousness survey on ordinary peoples' way finding who have not got any regular anti-disaster training, to develop evacuation models for evacuation feasibility studies. Followings are the results answered by 83 participants for 33 way finding questions. Respondents selected right ways more than 6~18% for 2 ways like T type, U type, Y type passages. But when there are some walkers and/or runners, respondents preferred to select the way where walkers or runners are. And more over the ratio of the ways that runners are on is comparatively higher than walkers. On 'ㅏ'type, 'ㅓ'type and 3 way type passages, even though the walkers and/or runners are affected to answerers, straight way were most preferred. And it is clear that peoples like bright passages. On the other hands, peoples responded as they like right, downward and near stairs more than left, upward and far stairs, respectively. and very few selected escalator and elevator for as evacuation stairs.

One of most shocking headlines is a serious chain collision accident (CCA). The development of CCA has a temporal and spatial locality, and the information of the CCA is time-critical. Due to these characteristics of CCA, traffic accident information should be rapidly propagated to drivers in order to reduce chain collisions, right after the first accident occurs. Inter-vehicle communication (IVC) based on ad-hoc communication is one of promising alternatives for locally urgent information propagation. Despite this potential of IVC, research for the effects of IVC on the reduction of CCA has not been reported so far. Therefore, this study develops the parallel platform of microscopic vehicle and IVC communication simulators and then analyses the effects of IVC on the reduction of the second collision related to a series of vehicles. To demonstrate the potential of the IVC-based propagation of urgent traffic accident information for the reduction of CCA, the reduction of approaching-vehicle speed, the propagation speed of accident information, and then the reduction of CCA were analysed, respectively, according to scenarios of combination of market rates and traffic volumes. The analysis results showed that CCA can be effectively reduced to 40~60% and 80~82% at the penetration rates of 10% and 50%, respectively.
Firefighters performing disaster response activities such as Fire Suppression Rescue First Aid in fire are being exposed in various adverse factors, heat, smoke, toxic gases, emotional stress, biological toxic factors and physical overload by unnatural ergonomic posture required for firefighters. But so far, there is the study for this problem only separately. There is no study about comprehesive analysis of exposed adverse factors in fire-related disaster response activities and countermeasures. The purpose of this study is to contiribute to solving the health problems and prevention of accidents of firefighters by extracting hazardous agents in disaster such as fire and by proposing countermeasures. After analyzing circumstances such as fire-suppression, rescue first aid and life-environment, exposure factors of fire are derived and exposure status is suggested according to physical chemical biological psychological aspects. The countermeasure against the noise of the physical exposure factors are proposed. The countermeasures such as protective equipment and clean room in chemical factors, infection prevention education, vaccination and periodic check system in biological factors, PTSD alleviation booth and mentoring in psychological factors are proposed.
An emergency manual is designed to minimize the extent and effect of lives and assets; it is not designed to prevent an accident. There have been continuous arguments in terms of manual effectiveness regardless of the fact that much effort and great cost have been invested in emergency planning and operations. The problems are that there are a number of different emergency manuals, that these manuals are hard to understand and rarely used due to their complexity, that they provide little direction toward the taking of action, and that coordination is difficult between those involved; all of these problems are related to two different pieces of legislations that define emergency manuals in different ways in terms of the contents required. The study has tried to respond to these arguments by exploring relevant legislation to identify emergency manuals that can be used to respond to rail incidents/accidents, for which previous responses have seemed inefficient. Further, some parts of the emergency manual contents are found to overlap, including the ways of differentiating incident responses, personnel roles and responsibilities by types of accident, and threat levels, all of which has resulted in unnecessary pages of the manuals. In preparing and operating such manuals, this study recommends that one piece of legislation that directly affects rail undertakings must be applied in an effort to increase effectiveness.

Fire incidents, which occur every year, cause huge damage to properties and humans. Significant time and costs have been invested in minimizing and responding to such accidents. With the recent advances in the development of spatial information, in the firefighting field, studies have been conducted to effectively bring fires under control using GIS(Geographic Information System). Most of such studies, however, focused on individual analyses of firefighting-related factors, but comprehensive research on the vulnerability factors in fire control activities, a major part of firefighting activity, has yet to be done. This study sought to pinpoint and analyze the factors that obstruct fire controlling, and to gather relevant data and create GIS-based databases. Based on such database, GIS-based overlay analysis was conducted to produce a fire control vulnerability map. The findings of this study will enable a quantitative analysis of firefighting obstruction factors to assist the personnel engaging in firefighting in rational decision-making, such as in formulating a firefighting operation plan for securing golden time.
