A Study on Incidence of Risk Factor for Assessing Maritime Traffic Risk

  • In order to assess risk as a basic step for securing safety, it requires to select risk factors and determine the frequency and the severity of the consequence of each risk factor. This research adopted common risk factors among well-known maritime risk assessment models, and proposed objective criteria to gauge the risk level of each risk factor. The starting points of risk evolution were chosen for criteria according to related studies and seafarers' experience. The rate of risk appearance over the criteria is named as the incidence of risk factor. Therefore, the total risk level is expressed as the combination of incidence of each risk factor and severity. This quantitative method would be applied to measuring and comparing the risk level of target maritime zones, and it would also be useful to survey which risk factor be focused for reducing the total risk of a certain maritime zone.

  • Report documents of industrial and occupational accidents have continuously been accumulated in private and public institutes. Amongst others, information on narrative-texts of accidents such as accident processes and risk factors contained in disaster report documents is gaining the useful value for accident analysis. Despite this increasingly potential value of analysis of text information, scientific and algorithmic text analytics for safety management has not been carried out yet. Thus, this study aims to develop data processing and visualization techniques that provide a systematic and structural view of text information contained in a disaster report document so that safety managers can effectively analyze accident risk factors. To this end, the risk factor map using text mining and self-organizing map is developed. Text mining is firstly used to extract risk keywords from disaster report documents and then, the Self-Organizing Map (SOM) algorithm is conducted to visualize the risk factor map based on the similarity of disaster report documents. As a result, it is expected that fruitful text information buried in a myriad of disaster report documents is analyzed, providing risk factors to safety managers.

Factor Analysis and Intergroup Awareness Investigation of Workers' Safety in Logistic Center (물류센터 근로자의 안전인식에 대한 요인분석 및 집단간 인식 비교)

  • This study is to examine the workers' awareness of the safety in logistic centers. For that purpose, the exploratory factor analysis of workers' safety awareness in logistic centers was performed at first, and the 6 variables extracted from the factor analysis were then used to investigate the difference in intergroup awareness of the safety environment in the logistic centers. We administered a survey to 147 workers attending the logistic centers and collected data from them. The results of the study showed that the intergroup awareness of the safety environment turned out to be statistically different from each other in terms of working environment, safe behavior, work risk, safety knowledge and effort, risk justification and compromising attitudes. Experiences in industrial accidents influenced awareness of working environment, work risk and risk justification. The group who experienced accidents is more likely to feel risky and unsatisfied with working place, and their awareness toward risk justification was high as well. It was also observed that there exists awareness difference between manager group and worker group. The group who manages the working place showed more positive awareness of working environment, safe behavior, work risk, safety knowledge and effort, risk justification and compromising attitudes than the worker group. On the contrary, the worker group showed high recognition in risk of working place, and felt that they are willing to compromise on safety for increasing production. The scale of the logistic center produced negative influence on awareness of safety. The group in small logistic center showed the highest awareness in safety, whereas the group in large logistic center with more than 100 workers showed the highest awareness in risk. They are more likely to deviate from correct and safe work procedures due to over-familiarity with the job, as well. The findings suggest that there is a need for the safety management and education to change the workers' understanding and attitudes towards safety.

The Effect of Construction Safety Supervision System on Risk Control and Reduction (건설안전감리제도가 위험제어 및 절감에 미치는 영향)

  • This study is intended to look into the effect of construction safety supervision system on risk control and reduction. To achieve this, a survey was carried out to 114 companies in construction, ordering, contract and management. The overall findings were as follows. The effect of construction safety supervision system on risk control and reduction showed that factors of supervision system, supervision cost and supervision method had a positive effect on risk control and reduction. And their perception of the introduction of safety supervision system in construction sites according to process showed that there was a difference between them according to the field of ordering, contract and supervision. There was the biggest difference between owner and contractor in double supervision system, but no difference between them in the perception of risk reduction. These results show that all ordering, contract and supervision are positively needed for the introduction of construction safety supervision. This means that there is a difference between owner and contractor in the perception of process according to system operation. All companies agree to system improvement by the settlement of safety supervision system for the prevention of safety accidents and safe construction, but the systematic complement of safety supervision is the burden of contractor. And there is a big difference between owner and contractor in the perception of responsibility and concern for cost burden.

Derivation of the Risk-Safety Factor Relation for Optimal Storm Sewer Design in Urban Area (도시지역의 최적 배수관망 설계를 위한 Risk Safety Factor 관계의 설정)

  • This paper presents the relation between risk and safety factor for optimal storm sewer design in urban area. For reliability analysis of the storm sewer, uncertainty of the various parameters of constituting equation determining the capacity and load of storm" sewer is considered and risk is determined. In this study, reliability analysis method is applied to Seongsan detention reservoir basin which area is $381,000m^2$ Darcy-Weisbach equation is used for determining capacity of the storm sewer and rational formula is used for determining load. Safety factor representing ratio of the sewer capacity and design flowrate is calculated, and relating with risk. Then risk and safety factor with return period is obtained and it is used for optimal design of storm sewer.

  • The construction industry is one of the most prolific disaster-prone industries, particularly those that suffer from falling disasters compared to other industries. The safety accident at the construction site leads to social problems caused by massive loss of life and property, so it needs to be extra careful. The reason why falls are the most frequent accidents of the types of construction accidents is due to the analysis of the risk factors of safety accidents and the development of various construction methods. Therefore, in this study, the accident case for the fallen victims of construction site was analyzed and the risk factor was selected. Based on the safety expert survey, an importance analysis was performed. In conclusion, this study analyzes various risk factors that affect the occurrence of falls, identifies the importance of each factor, and presents basic data for safety accident prevention activities.

An Analysis on the Safety Accident Network and Risk Level of Construction Machine and Equipment (건설기계·장비의 안전재해 네트워크 및 위험도 분석)

  • In order to seek out methods to reduce safety accidents caused by construction machinery and equipment, this study collects data about safety accidents and draws main risk factors by construction from the data, through SNA. It aimed to suggest safety management points to be used in future construction fields, by analyzing risk index of such factors. The finding can be summarized: First, Backhoe Bucket is the risk factor for crash accidents of average workers in earth works; boring machines-maintenance is the risk factor for fall accidents of construction machinery operators in foundation works; bending machine-reinforcing rod processing is the risk factor for jamming accidents of reinforcing rod engineers in frame works; and mobile crane-hook is the risk factor for crash accidents of average workers in lifting works. Second, works can be arranged in turn, according to the risk index: earth, lifting, frame and foundation works. Risk factors can be also arranged according to the risk index: Backhoe in earth works, pile drivers in foundation works, bending machines in frame works and mobile cranes in lifting works. This study has some limits, in that it only analyzed main machinery/equipment, among various kinds of them, for earth, foundation, frame and temporary works (lifting works) and used data collected over three years. Therefore, it is necessary to conduct an analysis using big data, by collecting additional data about a lot of machinery/equipment in future construction fields.

Risk Communication Study for Nanotechnology Using Risk Cognitive Map (위해인지도 맵을 이용한 나노기술 리스크 커뮤니케이션 연구)

  • Nanotechnology is the fastest growing area in scientific research and it has important applications in a wide variety of fields. Nevertheless, consumers encountered this new technology without any identification of risks and benefits. Also until now, there are no specific safety evaluation methods for nanotechnology. For this reason, we studied risk communication strategy for nanotechnology to prepare its application in commercialized products on public. A survey was conducted to identify the differences in perception between public (N=110) and expert (N=37) toward applied nanotechnology in food, drugs and cosmetic products. The survey results were used to draw up a risk cognitive map which was introduced by Paul Slovic, and the perception level of public and expert on nanotechnology was evaluated. As a result of the survey, public recognized nanotechnology as "unknown but low dread" risk factor, but expert recognized it as "unknown and high dread" risk factor. These results indicate that there are perception differences between two groups. Several risk communication strategies are reported including care, consensus and risk communication. In the case of nanotechnology, it contains both risks and benefits. Considering the nature of nanotechnology, the "consensus communication" which informs consumers about risks and benefits of issues is the most appropriate strategy.

  • In recent years, the natural damage associated with flood disaster has been dramatically increased. However, there is no rational method which reflects urban characteristics to estimate the regional safety assessment for flood disaster. The purpose of this study is to develop the regional safety assesment model for urban flood. Flood risk and reduction assesment were estimated by using the linear sum of the Z score of the assessment factors and the weight value of each factor from the expert survey data. And then the regional safety assessment was estimated by subtracting reduction factor value from risk factor value. GIS tool was used to estimate the factor assesment and integrated regional safety. This study can be used to determine the priority of flood protection project, execute the flood insurance and establish the urban plans and the flood mitigate plan.

  • Accident prevention plan it a construction site should be analyzed and made with risk evaluation and management, from recent year, in Korea. Accidents occurred in construction site are related to all parties such as owner, main and subcontractor, labour. But analyzing some relationship between main and subcontractor is very important to estimate what risk between then are existed in a site. There are some different aspects concerning with risk management between them. Everywork has its own risk in there, This is the reason why everywork which are made by subcontractor himself should be evaluated for risk level. And main contractor should provide for subcontractor to prevent each risk at the work, all the time.
