  • A systematic methodology to determine safety requirements for railway signalling system and safety requirement allocation into system are presented. THR concept is used for as an interface between Risk Analysis to be performed by railway operator and System Design Analysis by the supplier. This approach is based on Signalling Safety Standard EN50129 by CENELEC.

  • 본 연구에서는 건설현장에 설치된 표지판을 측색하여 색기준에 대한 적합성 검토와 현장여건에 적합한 관리 방안을 제시하고자 하였으며, 현장에 설치된 안전표지판은 관련기준에 적합한 정도가 적색 33%, 황색 22%, 청색 3%, 녹색 28%로 나타나 각각의 현장에 설치된 법적인 기준에 대부분 적합하지 않은 것으로 나타났으며, 청색 안전표지판에 대하여 보다 적극적인 제조생산과 관리에 대한 관련기관의 감독이 필요하다.

안전중시 시스템을 위한 체계적인 설계 프로세스에 관한 연구 (A Process Model for the Systematic Development of Safety-Critical Systems)

  • It is becoming more and more important to develop safety-critical systems with special attention. Examples of the safety-critical systems include the mass transportation systems such as high speed trains, airplanes, ships and so forth. Safety critical issues can also exist in the development of atomic power plants that are attracting a great deal of attention recently as oil prices are sky-rocketing. Note that the safety-critical systems are in general large-scale and very complex for which case the effects of adopting the systems engineering (SE) approach has been quite phenomenal. Furthermore, safety-critical requirements should necessarily be realized in the design phase and be effectively maintained thereafter. In light of these comments, we have considered our approach to developing safety-critical systems to be based on the method combining the systems engineering and safety management processes. To do so, we have developed a design environment by constructing a whole life cycle model in two steps. In the first step, the integrated process model was developed by integrating the SE (ISO/IEC 15283) and systems safety (e.g., hazard analysis) activities and implemented in a computer-aided SE tool environment. The model was represented by three hierarchical levels: the life-cycle level, the process level, and the activity level. As a result, one can see from the model when and how the required SE and safety processes have to be carried out concurrently and iterately. Finally, the design environment was verified by the computer simulation.

  • This paper presents the methods to acquire the Safety Certificate from Independent Safety Assessment based on the IEC standard62279 which is commonly applied to railway system for Automatic Train Control(ATC) system in accordance with Urban Maglev project. This also shows approach methods and relative activities for project life-cycle to accomplish and ensure the system requirements of ATC system, RAMS and S/W quality activities. Furthermore, the key tasks conducted with ISA are noted in detail. These kind of activities for software quality of ATC system to obtain Safety Certificate could be a CASE model to improve the quality of domestic railway system and products, and also contribute to the growth of railway business and toward the achievement of overseas' railway signaling markets.

통합신뢰성 경영에서 보전에 중점을 둔 신뢰성에 관한 연구 (A Study on Reliability Centered Maintenance)

  • Reliability Centered Maintenance(RCM) was initially developed for the commercial aviation industry in the late 1960s and now is equally applicable to a variety of equipment other than aircraft. RCM is a method for establishing a preventive maintenance program which will efficiently and effectively allow the achivement of the the required safety and availability levels of equipment and structures. RCM provides for the use of a decision logic tree to identify applicable and effective preventive maintenance requirements for equipment and structures according to the safety, maintenance requirements for equipment and structures according to the safety, operational and economic consequences of identifiable failures, and the degradation mechanism, reponsible for the those failures. The end result of working through the decision logic is a judgement as to the necessity of performing a maintenance task. In this paper, we provide guiding principles based on IEC 60300-3-11 for RCM analysis methods and operational method of structure and equipment.

On the Chinese Code on fire safety design of steel building structures

  • This work introduces to the international scientific community the Chinese Code on fire safety design of steel building structures. The aim of the Code is to prevent the structure of a steel building subjected to fire from collapsing, ensure safe evacuation of building occupants, and reduce the cost for repairing the damages of the structure caused by fire. The main contents of the Code is presented in this paper, including the fire duration requirements of structural components, fundamental requirements on fire safety design of steel components, temperature increasing of atmosphere and components in fire, loading effect and capacity of various components in fire, and procedure for fire-resistant design of steel components. The analytical approach is employed in the Code and the effectiveness of the Code is validated through experiments.

  • The STELLA program was launched to support the PGSFR development in 2012 and for the 2nd stage, the STELLA-2 facility was designed to investigate the integral effect of safety systems including the comprehensive interaction among PHTS, IHTS and DHRS. In STELLA-2, the long-term transient behavior after accidents can be observed and the overall safety aspect can also be evaluated. In this paper, the basic design concept from engineering basis to specific design is described. The design was aimed to meet similarity criteria and requirements based on various non-dimensional numbers and the result satisfied the key features to explain the reasoning of safety evaluation. The result of this study was used to construct the facility and the experiment is on-going. In general, the final design meets the similarity criteria of the multidimensional physics inside the reactor pool. And also, for the conservation of natural circulation phenomena, the design meets the similarity requirements of geometry and thermo-dynamic behavior.

  • In modern society, digital lifestyles are spreading to minimize contact with people and to receive contactless information. The spread trend has established an unmanned distribution system in which transactions through contactless technologies such as kiosks and chatbots are activated in face-to-face transactions with sellers and consumers. In order to streamline logistics supply worldwide, digital new deal based joint logistics hubs, unmanned courier storage platforms, and fresh logistics based last mile services have been developed into unmanned logistics systems, focusing on the intelligent logistics system automation process. Unmanned courier storage system installed in urban areas and home to daily logistics where volume is concentrated are provided with fresh logistics services through cold chain and receiving freights in contactless environments. Development is also underway to minimize safety accidents caused by courier services, such as managing various information based on the integrated control system. This paper defines the concept of integrated operation for the development of a platform for contactless unmanned courier storage device developed into next-generation logistics system. In addition, we intend to develop systems engineering-based output for deriving safety requirements and specifications by identifying risk sources that may occur in the operational scenario. Therefore, the goal is to establish a foundation for safety and reliability between interfaces of logistics systems to be installed in apartment and subway station environments that want to provide unmanned logistics services to various consumers.

  • According to the Article 4(Confirmity Assessment)of the Electrotechnical Regulation, Confirmity Assessment for the Electrotechnical Regulation decides confirmity of Electrotechnical Regulation; whether to satisfy performances and requirements(determined from Electrotechnical Regulation). It evaluates technical requirements, new technology and standards. However, it does not evaluate technical content stated from Electrotechnical Regulation & Conformity Criteria. From Confirmity Assessment, the technology will be decided whether to fulfill performances and technical requirements. Which is predetermined by contents related to Electrotechnical Regulation. Test standards and test conditions will be overlooked to determine its performances and technical requirements for safety. This paper will show that, studies have been done to determine the guideline for Confirmity Assessment, which is evaluated from performances and technical requirements associated with Confirmity Assessment of electrical installation for new technology of wireless power transfer.
