In the construction machinery rental market, there are frequent cases of sublease through large-scale rental companies or rental through mediation organizations without legal grounds. In addition, institutional improvement of the construction machine safety management system has been required due to concerns over the internalization of legal inspections due to the lack of type approval data and construction machine history management during the construction machine inspection process. The government is responsible for securing safety of construction machinery and promoting mechanization of construction machinery by efficiently managing the construction machinery market by setting safety management such as type approval, registration, and inspection of construction machinery. In order to efficiently implement this, it is required to establish a platform for renting construction machinery and collecting safety management information. We presented a plan to build a public platform for construction machinery to secure the soundness of the construction machinery rental market and to improve safety management.

최근 발생한 대형참사의 근본원인은 $\ulcorner$안전수칙 미준수$\lrcorner$ $\ulcorner$관리자의 부주의$\lrcorner$, $\ulcorner$책임의식의 결여$\lrcorner$ 안전과 관련한 가치관의 부재에서 유발되었으며 이의 가장 큰 원인으로는 전반적인 인명 경시 풍조, 안전무시, 무사안일주의, 이기주의 등 여러 가지 복합 요인이 있으나, 안전 교육과 공간의 미비 등이 큰 문제점으로 지적되어 왔다. 이에 본 연구에서는 전 국민의 안전의식변화를 위하여 체험교육을 할 수 있는 공간을 제안 하고자 국내외의 체험관의 사례를 비교 분석하여 구체적 대안을 제시하였다. 결과, 지역실정과 재해유형에 맞는 적정규모의 안전체험관 건립의 당위성을 시 도가 단계적으로 추진해 나가고, 국고가 지원될 수 있도록 중앙정부에 적극 건의하여 정책에 반영될 수 있도록 함으로써, 적어도 시도별로 $1{\sim}2$개소 정도의 유사 안전체험관을 건립, 국민의 안전문화 의식을 제고시켜나가야 할 것이다. 그리고, 건물규모 면에서도 재정여건 등을 감안해 볼 때 외국의 안전체험관처럼 거대규모의 시설을 갖출 수는 없으나, 우리나라의 제반 실정에 맞는 재해, 재난, 사고유형별 다양한 체험습득을 위한 시설과 장치가 마련되어야 하며, 생활안전과 연계된 교육 프로그램의 개발과 적용, 풍부한 도서 및 영상자료를 통한 지식과 정보의 제공의 공간으로서 건립되어야 할 것으로 분석되었다.

본 연구는 지능형 로봇에 대한 이해, 지능형 로봇의 위해성 분석, 지능형 로봇 안전관리 주요현황, 지능형 로봇 안전관리 추진방안 등을 통한 지능형 로봇 안전관리 발전방안을 제시하였다. 본 연구에서 도출된 연구결과는 다음과 같다. 첫째, 지능형 로봇 개발 및 보급 촉진법, 시행령, 시행규칙 등 관련법규에 지능형 로봇의 안전관리를 실질적으로 규제할 수 있는 조항을 신설하거나 별도의 법규를 제정하고, 나아가 윤리 및 안전 관련법규에도 지능형 로봇에 대한 안전관리 관련조항을 신설하는 방안을 추진해야 한다. 둘째, 지능형 로봇에 대한 안전관리를 보장하기 위해 국가적, 국제적인 합의를 통한 '로봇윤리헌장'의 제정이 필요하다. 이와 병행해 인간과 로봇의 공존을 위한 로봇윤리헌장의 대국민 홍보를 통해 일반인들의 지능형 로봇에 대한 안전관리 의식을 유도하고 지능형 로봇의 권리에 대한 이해를 제고하여야 한다. 셋째, 경호경비 관련 업계 및 학계는 지능형 로봇이 경호경비산업에 미치는 중대한 영향을 인식하고 지능형 로봇에 대한 안전관리 및 그 활용방안을 모색하여야 한다. 군사 로봇, 보안 로봇 등 지능형 로봇의 운용, 관리뿐만 아니라 이로부터 인간을 안전하게 보호하는 것도 경호경비의 한 분야로 부각될 전망이므로 이에 대한 적극적인 논의와 대응이 필요하다.

자체방제계획서 검토기준과 검토서는 공정안전보고서, 안전성향상계획서 등 안전관리제도의 심사내용과 기준, 심사양식에 관한 고시 및 지침을 분석하였다. 심사 담당인력과의 인터뷰를 통해 심사과정에서 예상되는 문제점을 사전 파악하여 연구에 반영될 수 있도록 하였다. 또한 자체방제계획서 작성항목에 따라 서류검토 및 현장이행실태 등의 검토방법으로 나누어 제안하였다. 자체방제계획서 검토는 유해화학물질관리법에 규정되어 있으나, 실질적인 승인절차가 없어 성과가 미흡했던 "자체방제계획서 검토제도"를 활성화 시키고, 검토반 구성을 통한 업무의 전문성과 효율성을 제고하고자 본 연구를 수행하였다.

사고대비물질 취급자가 수립 제출하는 비상조치계획에 대한 현장이행 기준과 검토 절차를 마련하기 위해 공정안전보고서, 안전성향상계획서에 대한 심사내용과 기준 등을 조사하였다. 각각의 안전관리제도 운영 담당자의 의견과 검토과정에서 예상되는 문제점을 확인하였다. 현장이행과 검토에 대한 기준은 담당자의 업무수행 능력을 고려하여 고도의 전문성을 요구하기 보다는 보고서에 반드시 포함되어야 할 항목과 내용이 적정하게 작성되었는지 여부를 확인할 수 있는 내용위주로 제시하였다.

In Korea, asbestos removal has been actively carried out nationwide since 2015 when asbestos was completely banned as a first-class carcinogen. Since scattering dust generated in the process of removing asbestos causes fatal diseases such as asbestos lung disease and lung cancer, concerns are growing over the safety of construction workers and building users undergoing dismantling. For this reason, regulations on asbestos sites have been strengthened and prior studies on safety and risk assessment have been conducted, but research on actual site data collection and process planning is insufficient even though safety is reduced due to delay in site construction period. Therefore, it is necessary to analyze the work and delay factors of the asbestos dismantling process and develop an optimized process plan model for workers. This study is an initial step to develop an optimized process plan model that considers the safety and productivity of asbestos dismantling work, and aims to help establish an optimized process plan for asbestos dismantling process using website clone simulation.

This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.

This paper is on the current and prospect of the most advanced explosive technics, special explosive technics. Futhermore, utmost needed and utmost centered interesting basic theory, struction explosive demolition is descirbed with counter Plan on the Problems of carrying out example and cuf out of it. Specified description noted on the four pollution especially noisy vibration, dust and disperse pollution with comprehensive counter plan. Although it has some insufficiency. I expect my paper will be to advance the explosive technics.

In this paper, we summary known suggestion system which is useful a small and medium enterprise. We don't think suggestion system of a small and medium enterprise active. We reflect 2 points of suggestion system. We propose the Active Plan to Suggestion System for small and medium Enterprise which are (1) suggestion direction for enterprise future, (2) suggestion body for all employee included, (3) suggestion methods for all information shared.

Currently, the Korean railway standards (KRS), managed by Korea National Railroad, have been managed by the Korean Ministry of Construction and Transportation. According to Korean railway safety law, which were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components, was committed to Korea Railroad Research Institute (KRRI). In this paper, the detailed master plan for the management of KRS will be introduced for the effective management of KRS, and KRS management direction for the future will be suggested.
