국적일반화물선 초기안전성평가(High-level FSA) 연구(1) (A Study on High-level FSA for Korean-flagged General Cargo Ships)

  • 최근 IMO에서는 산적화물선 및 유조선, 대형여객선에 이어 '일반화물선의 안전(general cargo ships safety)'에 대한 논의의 필요성이 제기(IMO, 2006a)되고 있으며, 본격적인 논의를 위한 준비 작업으로 국제선급협회(IACS)를 통한 공식안전성평가(Formal Safety Assessment, 이하 FSA) 작업이 수행되고 있다. FSA란 위험도(risk)분석과 비용-효과 평가(cost-benefit assessment)를 바탕으로 인명, 해양환경 및 재산의 보호를 포함한 해사안전의 향상을 목적으로 한 구조화되고 체계적인 방법론으로서 새로운 법규의 평가, 기존법규와 새로운 (제안) 법규와의 비교, 그리고 여러 이해관계자의 공감대 형성을 통해 법규 변경/개발을 용이하게 하는 수단이다(IMO, 2007). 본 연구는 국적일반화물선의 안전성 평가를 위한 수단으로서 IMO FSA방법론의 유용성을 확인하고, 향후 IMO에서의 '일반화물선 안전'에 대한 논의에 대응하기 위한 기초자료의 확보를 목적으로 하고 있다. 본 논문에서는 국적일반화물선에 대한 FSA의 1, 2 단계에 해당하는 위험요소 식별(Hazard identification) 및 사고시나리오에 대한 위험도 분석(Risk analysis) 결과를 중심으로 소개하였다.

항만국통제 검사 모듈 개발에 관한 연구 (A Study on the Development of Inspection Module for Port State Control)

  • Port State Control(PSC) plays important roles in ensuring the ship' safety as well as preserving the marine environment in port and coastal sea. The effect of PSC carried out according to the procedure and document offered by Tokyo MOU depends greatly on inspector and inspection technique. So, it is very important to inspect ships impartially with advanced method. In the case of Korea, the only 30 percent of ships with deficiencies visited to ports are inspected due to the lack of PSC inspectors. So new inspection technique and module are required in order to improve inspection efficiency and to resolve problems mentioned. In this paper, we introduce a module for PSC inspection and evaluate it by inspecting 10 model ships and comparing with present method. The proposed module is expected to obtain the objectivity of inspection, to offer inspection guideline and to determine the priority of inspection ships.

  • In the present paper, the analysis is on the safe navigation between ships moving each other in restricted waterways under the external force, such as wind or current The numerical simulation of manoeuvring motion was carried out to propose an appropriate safe speed and distance between ships, which is required to avoid marine disasters from the viewpoint of marine safety. From the inspection q this investigation, it indicates the following result In case of proximal navigation between ships under the wind and current, the low-speed vessel is potentially hazardous because the rudder force if low-speed vessel needed for steady-state course-keeping is not sufficient, compared to the high-speed vessel The manoeuvring characteristic based on this investigation will be very useful for keeping the safety of navigation from the practical point of ships design and traffic control in restricted waterways.

A Study on the Business Feasibility of Marine Leisure Ship

  • The purpose of this study is to evaluate the feasibility of the new marine leisure ships. In order to achieve the research purpose, the cost and income were calculated based on the operating of other marine leisure ships, and the feasibility of the project was empirically analyzed. This study established a research model that applies the values derived by empirically analyzing ships with similar specifications, to the new marine leisure ships. We then calculated the cost-benefit analysis, net present value, and internal return, and evaluated the feasibility of the project based on this. As a result of the business feasibility analysis of investing in marine leisure ship, it was found that economic feasibility exists with a B/C of 1.042 and 1.049 for new and secondhand ships, respectively; however, considering the stability of the ship and the publicity and continuity of the business operation, it is recommended to invest in new ships compared to secondhand ships. The total benefit over the 10-year operating period using a social discount rate of 4.5% was evaluated to be about KRW 292.0 billion, which is higher than the total cost of KRW 256.6 billion. In conclusion, the profitability analysis showed that the B/C was 1.042, the NPV was KRW 193 billion, and the IRR was 2.1%, which indicates that profitability is weakly secured.

연안 여객선의 내항성능 위험도를 이용한 항해 안전성 평가에 관한 연구 (Evaluation of the Ship′s Navigational Safety Using Dangerousness on the Korean Coast)

  • 한국 연안의 각 항로에 취항하고 있는 대표적인 선형의 여객선들을 대상으로, 각 선형별로 선체운동 계산, 내항성능을 분석하여 선박의 안전성을 평가하였다. 이를 위하여 선박의 안전운항과 가장 밀접한 관련을 갖는 바람과 파랑을 주요 해역별로 비교 분석하였다. 이러한 기강정보를 입력요소로 하여 주요해역을 항행하는 대표적인 선형의 여객선들에 대하여 수치 시뮬레이션을 실시하여 여객선의 항해안정성을 평가하였다.

수면비행선박 조종사 적성검사 도입에 대한 연구 (A Study on the Introduction of Pilot Aptitude Test for WIG Ships(Surface-Flying Ships))

  • Although it is the first transportation method to apply the 'Ground Effect' applied to aircraft to ships, WIG ships, which are classified as 'Ships' operating on the water under international law. The pilot aptitude test, which has the effect of preventing safety accidents in advance, has not yet been established as a legal system in S. Korea, after being certified by the Korean Register of Shipping (KR) for the first time in the world in March 2020. Therefore, the purpose of this study is to ensure that identifying the importance, recognition, correlation, etc. of the tools and items of aptitude testing, from a group of experts, can be used appropriately for future development of legal aptitude testing tools. As a method of study, the questionnaire method was used, and the analysis confirmed that the tools used on aircraft and ships could be used appropriately. In particular, Due to the characteristics of the WIG ships, it was confirmed that it is necessary to develop more specifically in the future, the operational qualifications and physical fitness items, which are the aptitude evaluation items.

소형선박의 복원성기준 연구 (A Study on the Stability Criteria of Small Vessels)

  • In order to ensure safety of small vessels, the amended Ship Safety Act will come into force on 4th. Nov. 2007. This study is performed to suggest the stability criteria of fishing vessels and cargo ships of 12m in length and over but less than 24m in length which will be new object of amended Ship Safety Act. We have analyze the dimensions of domestic small vessels and the casualty reports of capsizing accidents. According to the analyzed result, 58 ships that are in the range of the dimension are modeled and the stability calculation has been carried out. The Stability for the 58 ships has been analyzed by comparing the result that applied the selected standard in the national standard to the stability calculation. Based on the regression analysis of the model ship's allowable transverse metacentric-heights under several stability requirements, stability criteria for small fishing vessels and cargo ships are proposed.

A Study on Traffic Safety Assessments for Fishing Vessels Near the Southwest Sea Offshore Wind Farm

  • The purpose of this study was to analyze traffic safety assessments for fishing vessels near the southwest offshore wind farm. This study applied a collision model for safety assessment. It also involved a spatiotemporal analysis of vessels engaged in fishing to identify fishing hotspots around the offshore wind farm. This study used data from fishing vessel location transmission devices gathered over 1 year in 2014. As a result, in September, when the average number of vessels engaged in fishing is high, 62 ships were operating in fishing section 184-6 and 55 ships in section 184-6. In addition, in fishing sections 184-8 and 192-2, where an offshore wind farm was located, there were 55 and 38 ships operating, respectively. As the recovery period for a seaway near wind farm turbines is 55 years, it was determined that safety measures are required in order to reduce collision frequency while allowing fishing vessels to navigate through offshore wind farms. Meanwhile, the return period of Seaway B between the groups of generators considered was 184 years. A safety zone for offshore wind farms should be installed covering a distance of at least 0.3 NM from the boundary of turbines. Then, the collision return period was derived to be close to 100 years. Through this traffic safety assessment, it has been concluded that such measures would help prevent marine accidents.

선박의 속도저하를 고려한 냉항성능 평가에 관한 연구 (On the Evaluation of Seakeeping Performance in consideration of nominal speed loss ships in a seaway)

  • This paper intends to evaluate the seakeeping performance in consideration of nominal speed loss of ships in a seaway. Authors calculate the nominal speed loss in the Sea State of Beaufort Scale 6, 7 & 8 and obtain each response amplitude of ship;s motion by New Strip Method in consideration of them. This study presents some results of the seakeeping performance by the maximum dangerouseness of ships on each sea state.
