완전자율주행자동차의 운행 안전성 보장 제고 방안 - 독일 도로교통법 및 일본 도로교통법 개정 사항을 중심으로 (A Study for Improving Driving Safety Assurance for Fully Autonomous Vehicles - Focusing on Amendments of the German Road Traffic Act and the Japanese Road Traffic Act)

  • In the commercialization stage of level 4 or higher autonomous driving, the need for new legal system related to drive safely has increased in order to meet the improved level of technological development. Especially human drivers should not be legally accountable for road safety in the era of autonomous vehicles and thus safety standards for operation of autonomous vehicles are significant. To address this issue, the German Road Traffic Act was revised in 2021, adding provisions corresponding to the commercialization of self-driving vehicle of level 4 and in the similar context the Japanese Road Traffic Ac was amended in 2022. This Article draws implications for legislative discussions on driving-related responsibilities of driverless autonomous vehicle to ensure driving safety in Korea through recent amendments in Germany and Japan.

Phosphor Particle 혼합형 Hybrid 선량계의 방사선치료 Quality Assurance에 대한 적용가능성 평가 (Feasibility Study of Phosphor Particle Blended Hybrid Dosimeter for Quality Assurance in Radiation Therapy)

  • 방사선치료 분야에서는 치료의 안전성을 검증하기 위한 Quality Assurance(QA) 절차가 매우 중요하게 여겨진다. 그러나 일반적으로 이에 사용되는 선량계들의 다양한 문제점 때문에, 이를 대체하기 위한 선량계 연구가 활발히 진행되고 있다. 본 연구에서는 형광체로부터 방출된 visible light(VL)에 의한 Sensitivity 극대화를 위해, 뛰어난 형광 효율을 가지는 형광체인 $Gd_2O_2S:Tb$를 요오드화납(Lead(II) Iodide; $PbI_2$)에 다양한 weight percent(wt%)로 혼합한 Blended hybrid sensor를 제작하였다. 이후 Blended sensor 및 Pure $PbI_2$ sensor의 고에너지 방사선에 대한 반응특성을 비교 및 평가하였다. 민감도 평가결과, 3wt%는 sensor에서 타 sensor들과 40% 이상 차이나는 최댓값이 나타났으며, 이를 제외한 센서에서 wt%의 증가에 따른 점차적 민감도 감소추세를 확인하였다. 또한, 재현성 평가에서는 Pure $PbI_2$ sensor가 coefficient of variation(CV)>0.015의 큰 편차를 보인 반면, blended sensor는 모두 CV<0.015 이하의 결과를 보였다.

  • Whole airplane recovery parachute system(WARPS) is a auxiliary safety system to protect occupants in emergency situation where recovery to normal flight condition is impossible. In this paper, application and certification cases of WARPS for Part 23 small airplane is introduced and considerations in certification of the WARPS installed airplane are provided in terms of performance of parachute, function and operation, loads and strength and protection of occupants.

  • 현대의 자동차는 안전중요(Safety Critical) 시스템이기 때문에 차량의 안전성을 보장하는 것은 물론 초 연결사회를 지향하는 사물인터넷 기술의 발전과 자동차의 스마트화 됨에 따른 자동차 보안문제가 대두됨에 따라 자동차 소프트웨어와 공급망에서의 보증 방안이 필요하다. 본 논문에서는 자동차 소프트웨어의 보안성을 확보하고, 공급망에서의 보안성을 보증하기 위한 자동차 소프트웨어&공급망 보증(A-SSCA, Automotive-Software& Supply Chain Assurance)을 위한 보안쟁점 및 고려사항을 제시하고자 한다.

  • In this paper, design considerations and manufacturing procedure of 200 class insulation system with polyimide(Kapton) main insulation and silicone resin VPI process on the traction motor thor EMU will be reviewed. The performance test and the long life evaluation test that prove stability and reliability of Insulation system for traction motor will also be introduced.

  • In order to examine the determinants of new product success, winning products are analyzed with a focus on merchantability. The specific dimensions of product advantage have not been studied as yet. As results of the analysis, the determinants are classified into function, aesthetics, economy, safety, usability, reliability, brand image, assurance, distribution channel, advertisement, DEF(design for the environment). This study augmented the data set through questionnaire survey to marketing professor in University. The results of this study would be a cue to the future direction of new product development and to management of exist product.

  • 국제민간항공기구(ICAO)는 항공 안전을 위하여 안전관리시스템을 항공 분야에 도입하게 되었으며, 안전관리시스템과 국가안전프로그램의 이행을 의무화하였다. 항공사의 안전관리 시스템의 활성화는 조직 구성원들에게 단순히 필요한 규정을 만들고 그것을 지킬 것을 요구하는 차원이 아니라 비행안전을 도모하고 이를 향상하고자 하는 안전문화가 실질적으로 조직 내에 정착되어야 가능하다. 따라서 항공사의 안전문화는 안전 성과에 직접적인 영향을 미치는 안전관리시스템의 주요한 핵심변수로 작용한다. 본 연구는 설문의 기초자료였던 유럽 조종사 안전문화의 인식도에서 나타난 자료와 국내 운항승무원의 안전문화 인식도에 대한 통계수치를 비교하여 두 집단 간의 안전문화에 대한 인식도의 차이점을 분석하였으며, 그 결과를 바탕으로 국내 항공사 안전문화에 대한 성과를 높이는 방안을 제시하고자 한다.

Conceptualizing Safety Systems Human Performance improvement using Augmented Reality

  • The system performance of Engineered Safety Features is of utmost importance in a nuclear power plant. The human performance is identified as most critical to assurance of the optimal operability of safety systems during an emergency. The aim of this study is to determine how the performance of safety system could be evaluated using Augmented Reality technology. The paper presents a description of how a systems engineered approach could be used to develop the necessary operating conditions needed to conduct this measurement. Augmented Virtual Reality (AVR) interface technology is achieving ease of availability and widespread use in many applications today as illustrated by the launch of several AR and VR devices aimed at media consumption. As such, environments that incorporate such AVR hardware have become invaluable tools in designing human interface systems because of the high fidelity and intuitive response to natural human interaction that can be achieved [2]. The outcome of the measurement undertaken is to determine whether 1.) Operator(s) performance can be enhanced by introducing an improved cognitive method of monitoring plant information during an Emergency Operating Procedures (EOP) and 2.) In correlation, inform the performance of the diverse safety systems on the basis of human factors.

Theoretical Model for Accident Prevention Based on Root Cause Analysis With Graph Theory

  • Introduction: Despite huge investments in new technology and transportation infrastructure, terrible accidents still remain a reality of traffic. Methods: Severe traffic accidents were analyzed from four prevailing modes of today's transportations: sea, air, railway, and road. Main root causes of all four accidents were defined with implementation of the approach, based on Flanagan's critical incident technique. In accordance with Molan's Availability Humanization model (AH model), possible preventive or humanization interventions were defined with the focus on technology, environment, organization, and human factors. Results: According to our analyses, there are significant similarities between accidents. Root causes of accidents, human behavioral patterns, and possible humanization measures were presented with rooted graphs. It is possible to create a generalized model graph, which is similar to rooted graphs, for identification of possible humanization measures, intended to prevent similar accidents in the future. Majority of proposed humanization interventions are focused on organization. Organizational interventions are effective in assurance of adequate and safe behavior. Conclusions: Formalization of root cause analysis with rooted graphs in a model offers possibility for implementation of presented methods in analysis of particular events. Implementation of proposed humanization measures in a particular analyzed situation is the basis for creation of safety culture.
