  • The purpose of this study is to reduce the accident rate by introducing a safety system for small construction sites belonging to local governments. In the case of a small construction site, permission is granted through the building permission department and the construction management of the building safety management of 1,000 square meters of floor area less than 3 stories is not properly performed in the Enforcement Decree of the Building Act of Korea. In the current state of industrial accidents in 2016, 81.8% of all accident victims are found to be vulnerable to accident such as those occurring at work places with less than 50 employees. Considering the fact that the construction work with less than 5 billion KRW of the construction cost in Korea generates the most deaths, it is time to introduce the safety and health system of local governments.

  • Since 1986, domestic sewage treatment plants have installed and operated biogas plants that produce biogas (digested gas) using food, livestock manure and sewage sludge as part of the use of alternative energy for energy independence. Despite concerns about safety accidents and risks of large-scale accidents due to the continuous expansion of biogas plants, the Ministry of Environment has managed and supervised biogas plants to be environmental plants, focusing on environmental management. There is a lack of safety awareness of workers' processes. Only recently has the process safety management (PSM) system been implemented in biogas plants, but workers' perceptions of process safety have changed. As there is a difference in the degree of safety process management and safety awareness among workers, it is necessary to establish clear and systematic safety management standards. Therefore, The purpose of this study is to examine whether the application of the plant safety management (PSM) system to biogas plants is effective for workers' safety awareness in order to ensure safe operation of biogas plants and prevent workers' safety accidents in advance.

  • The purpuse of this study is to find factors on the recognition by people involved in occupational safety and health of KOSHA 18001, the need of KOSHA 18001 certification, and the compliance by each medical institution with KOSHA 18001 review standards to help medical institutions introduce and use OSHMS. There was a survey of people involved in occupational safety and health at 300 local general hospitals with 100 or more beds that were registered with the Korean Hospital Association in 2012. The survey included the recognition of KOSHA 18001, the need of certification and the compliance by medical institutions of the occupational safety and health. A total of 132 people responded, of which an analysis of 126 cases was conducted except 6 cases poor in information.

  • Despite the government 's efforts to reduce constructional disasters, it has been pointed out that the safety management cost of the Construction Technology Promotion Act does not reflect the actual site. Therefore, it is necessary to study the proper guideline of the safety management cost which can be used as the most fundamental measure to prevent construction accidents. Moreover for the securement of the reasonable safety management costs, it is important to calculate its appropriate rate. Thus, in this study, the appropriate rate of safety management cost was proposed by the construction cost & type based on the 111 execution plans of safety management cost, and the rate is analyzed to be 1/10 of the occupational safety and health management cost. The results of this study will be a guideline in improvement to the proper schedule rating system improvement and in implement of pilot projects.

  • As the number of kids cafes, one of the children's playgrounds, is increasing rapidly, safety accidents in the kids cafe are also increasing rapidly. The facility is also increasing as the need increases, but it is spreading without ensuring safety. In particular, the Ministry of Public Administration and Security for children's play facilities in the kids cafe, and the Ministry of Culture, Sports and Tourism for organic organizations are divided into different departments, so it is not easy for local governments to manage and supervise the actual business, and there are safety blind spots. Kids cafes have changed rapidly according to needs of children and guardians who are users, and there are many problems associated with them. Therefore, we identified problems that may arise due to insufficient safety management systems for kids cafes, investigated the safety management related to kids cafes in advanced countries, and compared and analysed them with domestic systems. As a result of the research, we proposed a safety management reinforcement system, and we hope to contribute to the reduction and prevention of kids café safety accidents.

  • Objectives: The utility of the system was analyzed by applying the smart safety technology system to the aging pipe rehabilitation facility construction classified as a confined space. Methods: Smart safety management system was applied to a site where the aging pipe rehabilitation work was in progress. The working environment was measured for 25 days, and the toxic gas saturation was analyzed according to the working time and working place. Results: Based on the measured results, two characteristic environmental changes in the confined space were confirmed. First, when working inside an aging pipe, the tendency of carbon dioxide saturation increases with working time and the number of workers. Second, oxygen decreases when working in a space away from the entrance. Conclusions: Various applications of smart safety technology have been confirmed based on the measured data, and this is expected to be useful for environmental characteristic analysis and safety management when applied to a confined space composed with various conditions in the future.

  • This research is mainly aimed at finding out about the effects of the safety and health management system on corporate performance through systematic operation by efficiently allocating material and human resources within the company by participating all employees and stakeholders in order to prevent and maintain industrial accidents and the optimal working environment, and how to maintain and activate the safety and health management system at the center of electric contractors. The analysis results are as follows. First, management, organizational management and resource preparation will have a positive impact on the management capability of the electric power corporation. It was assessed that the more well-transmitted and understood within the organization, the better the construction plan, the better the equipment management status, the more positively the management capability of electric works was to be achieved. Second, management, organizational management and resource preparation will have a positive impact on corporate management performance. This seems to have a positive effect on a company's business performance when the standards of OHSAS are met with construction plan and construction equipment management are high as related information such as industrial safety and health laws are strengthened and companies' safety and health activities, advanced safety and culture are released to facilitate organizational management.Third, the management ability of the electric power corporation will have a mediated effect on the effect of management, organization management and resource preparation on the performance of the enterprise. This means that the direct effect of the independent variable management organization on corporate management performance is .401 The indirect effect is .168.658 shows that the direct effect of resource preparation on corporate management performance is .423, the indirect effect is .178 and the total effect. It was analyzed at 643.

  • Domestic industry calamity rate did decrease in large numbers by many efforts of the safety and health organizations. But that is low yet among the OECD countries. Calamities are started In most work inexperience and safety consciousness absence. So, we can know that education is how important. Domestic small and medium enterprises are in trend that industrial accident is increased by deterioration of hardware, not enough preparedness of safety equipments. But, the safety and health education had not been utilized so far effectively and applied systematically. Therefore, the most important among many means to reduce calamity is the safety and health education. An efficient education will supply suitable knowledge and technology to work people. And that will lead to prevent accident by building right habit and attitude. This research did the survey about problems of education that is enforced in small and medium enterprises. That survey is done to three groups of workers, administrators and managers. We compared domestic safety and health education system and advanced foreign system. And, analyzed problems and presented a solution. Finally, this research presented efficient operation model of the safety and health education suitable to domestic medium and small enterprises.

  • Standard safety management costs can not be applied to each site with same rate, it is very difficult, because it depends on the experience, work method, work kind, work progress schedule, and hazard level of each construction company. Therefore, this study is to find out hazard level of each work kinds through questionnaire and interview and investigate analyze the status which standard safety management costs have been used. Also, this study is to show reasonable rates of standard safety management costs in construction industry and to set up countermeasures against those problem after reviewing its status in korea with in Japan and Europe. The domestic system of standard safety management costs is not considered in the foreign country, while only related subjective items have been investigated and evaluated for this study. This study is to investigate eleven project kinds of domestic system, first, and to investigate eleven items of apartment bldg, office, civil work such as bridge, tunnel, dam, plant etc, secondly. Additionally, three items of gymnasium, railway, particular steel tower are investigated in this study. Also this study is to investigate and analyze performed costs of presently processing worker finished work so that it shows a new reasonable rate against standard safety management costs in construction industry, in order to make basial data and material to be systemized.
