Specific Process Conditions for Non-Hazardous Classification of Hydrogen Handling Facilities

  • Hazardous area classification design is required to reduce the explosion risk in process plants. Among the international design guidelines, only IEC 60079-10-1 proposes a new type of zone, namely zone 2 NE, to prevent explosion hazards. We studied how to meet the zone 2 NE grade for a facility handling hydrogen gas, which is considered as most dangerous among explosive gases. Zone 2 NE can be achieved considering the grade of release, as well as the availability and effectiveness of ventilation, which are factors indicative of the facility condition and its surroundings. In the present study, we demonstrate that zone 2 NE can be achieved when the degree of ventilation is high by accessing temperature, pressure, and size of leak hole. The release characteristic can be derived by substituting the process condition of the hydrogen gas facility. The equations are summarized considering relation of the operating temperature, operating pressure, and size of leak hole. Through this relationship, the non-hazardous condition can be realized from the perspective of inherent safety by the combination of each parameter before the initial design of the hydrogen gas facility.

A Study on Logistical Distribution Management and Safety in Thailand's Highway Work Zone: The case of Logistics Drivers

  • Purpose: The purpose of this study is to analyze the Safety and Logistical Distribution Management system in Thailand's Highway Work Zone based on data from Logistics drivers. Accidents in highway construction zones have caused enormous casualties in Thailand yearly. Statistical data shows evidence of correlation between numbers of accidents and drivers' recklessness. Research design, data, and methodology: In this study, we conducted an in- depth interview with 414 logistics drivers and highway construction workers in Khon Kaen province, Thailand. The data was collected based on 63 questionnaires aiming at capturing factors contributing to the risk of safety and cause of accidents in logistic infrastructures such as Highway work zone. Results: The result reveals two significant factors affecting safety in highway work zone, which includes construction environment and safety management system. Moreover, the result shows that feeling of afraid and confused while driving within the construction zones significantly affecting driver's risk of having an accident. Conclusions: The findings of this study offer that a strategic planning and evaluation of the logistics drivers' satisfaction and construction workers' participation to mitigate highway accidents at construction zones and that drivers' knowledge and perception toward construction safety management plays a significant role in preventing highway accidents at the construction areas.

  • This paper presents a method for improving the selection of boundary areas suitable for Korea's situation based on domestic and foreign case studies on the establishment of boundary areas to protect people and the environment from chemical substances in response to chemical accidents and chemical terrorism. Currently, various related ministries are divided into hot zones, warm zones, and cold zones in common, but in specific areas, they are used in different ways in terms of terminology utilization. Therefore, it was suggested that the boundary areas be divided into four zones: hot zone, warm zone, cold zone, and safety zone. In addition, the terms warm zone and safety zone should be re-established. The existing ERPG acute exposure standard does not take into account various exposure times. Therefore, it is unsuitable for long-term exposure, so the priority of application should be AEGL, ERPG, PAC, and IDLHs. The CARIS information provision method is classified into substances that can or cannot be diffused or classified as indoor leaks. In addition, the wind direction trust line and the ERG's initial separation distance and protective action distance are expressed together so that they can be used for accident responses.

  • This research analyzes current pedestrian's safety zone choice standard problem and described about correct standard re-thesis at real. About problem of pedestrian traffic accidents to specific item statistical data to basis ramification of pedestrian traffic accidents, occurrence type of accident, action type etc. synthetically analyze and mark pedestrian's safety zone by countermeasure for decrease of pedestrian traffic accidents and utilize operating domestic outer garment reward and drew domestic Zone30 zone choice standard. Also, because analyzing effect that traffic discharge and speed through on-the-spot probe get in pedestrian thinking, presented quantitative standard, and analyze accident special quality of back pedestrian traffic accidents occurrence number of item and so on do accident type beside quantitative standard, road function, accident latitude and present standard. Specially, take advantage of statistical data of traffic accidents and put emphasis in pedestrian safety. Also, because establishment standard about safety facility establishment of Zone30 zone and systematic thesis of operation way do not consist, standard guide of consistency it is no and does equipment that is established in Zone30 zone because confusion happens by each local unit presented establishment and operation way, and present Zone30 zone.

  • The total number of deaths by traffic accidents is decreasing every year in our country. However, in 2009, children died in traffic accidents at a rate of 2.3 deaths per 100,000 children, which was higher than the average of OECD countries (1.9 deaths per 100,000 children). In particular, traffic accidents are showing rapid increase in school zone during the past 2 years because of problems in the designation and management of school zone. Traffic safety facilities such as road sign, reflector mirror, speed bump have the ultimate limit of vehicle accidents prevention. Thus, in school zone, children safety is still not guaranteed due to illegal parking and the absence of driver's awareness of safety. Therefore, In order to protect children from traffic accidents within school zones, we have realized a safe school zone system, which enables the drivers to better know the intended school zones and creates pedestrian environment through unmanned monitoring camera, using LabVIEW.

  • As the silver population rapidly increased, it became more urgent to establish a scheme of the traffic safety for the old. As part of the scheme, a polity to apply 'designation of the silver zone' was legislated into law. However, the standard quoting 'the silver zone should be within 300m - radius of the relevant facility' was considered homogeneous and even limited to apply its original objective. This study was to introduce a new standard to select the silver zone reflecting the actual scale. Consequently, I hope that this study would be useful reference for further development and the approach in the research could be legislated into law for more efficient designation and operation of the silver zone.

Indolent B-Cell Lymphoid Malignancy in the Spleen of a Man Who Handled Benzene: Splenic Marginal Zone Lymphoma

  • We present the case of a 45-year-old man with a history of benzene exposure who developed splenic marginal zone lymphoma. For 6 years, he had worked in an enclosed space cleaning instruments with benzene. He was diagnosed with splenic marginal zone lymphoma 19 years after retirement. During his time of working in the laboratory in the 1980s, working environments were not monitored for hazardous materials. We indirectly estimated the cumulative level of past benzene exposure using job-exposure matrices and technical assumptions. Care must be taken in investigating the relevance of occupational benzene exposure in the occurrence of indolent B-cell lymphoma. Because of the long latency period and because occupational measurement data do not exist for the period during the patient's exposure, the epidemiological impact of benzene exposure may be underestimated.

Improvement on Access Control of Hazard Zone in a Steel Manufacturing Industry (철강 제조업에서의 유해.위험구역 출입 관리 방안)

  • Access-control of hazard zone in a steel manufacturing industry is studied in terms of safety management. Based on the results of risk evaluation for hazard zone, three risk zones with low, middle and high level are categorized. These zones have different color door and locking shape depending on their risk levels. At the high level, red door and key-based locking system are employed to accessed-controled path. Furthermore, tagout, lockout, interlock system for emergency stop, warning and flashing are also introduced. New standardized procedure of access-control for various hazard zones, which could help to greatly contribute to the prevention of accidents in advance, is proposed considering the risk level and the condition of given hazard zones. The standardized procedure of access-management suggested in this study will take an effective role as one of safety guide lines for hazardous workshop of manufacturing industries.

A Study on the Establishment of Bunkering Safety Zone for Hydrogen Propulsion Ships in Coastal Area (연근해 수소추진선박의 벙커링 안전구역 설정에 관한 연구)

  • This study aims to establish safety zones for bunkering operations of hydrogen propulsion ships in coastal areas through risk assessment and evaluate their validity. Using a 350 kW-class ferry operating in Busan Port as the subject of analysis, with quantitative risk assessment based on accident consequence and frequency analysis, along with a social risk assessment considering population density. The results of the risk assessment indicate that all scenarios were within acceptable risk criteria and ALARP region. The most critical accident scenarios involve complete hose rupture during bunkering, resulting in jet flames (Frequency: 2.76E-06, Fatalities: 9.81) and vapor cloud explosions (Frequency: 1.33E-08, Fatalities: 14.24). For the recommended safety zone criteria in the 6% hose cross-sectional area leakage scenario, It could be appropriate criteria considering overall risk level and safety zones criteria for hydrogen vehicle refueling stations. This research contributes to establishing safety zone for bunkering operations of hydrogen propulsion ships through risk assessment and provides valuable technical guidelines.

  • The smoke and toxic gases generated from the building fires are proved to cause human death. Therefore, the necessity and significance of smoke control have been emphasized, and lots of studies for developing improved smoke management system have been carried out. In this study, the experiments were conducted to evaluated a function and performance in newly developed smoke management system using mechanical pressurization. As a result of this experiment, the differential pressure was 40Pa${\sim}$60Pa and the air velocity through the door was 0.7m/s between safety zone and fire zone. The functional pressure control equipment which could make proper pressure and maintain differential pressure between safety zone and fire zone was developed. And it will give a lot of helps to evacuation activity for peoples in building and fire fighting.
