TECHNICAL REVIEW ON THE LOCALIZED DIGITAL INSTRUMENTATION AND CONTROL SYSTEMS

  • This paper is a technical review of the research and development results of the Korea Nuclear Instrumentation and Control System (KNICS) project and Nu-Tech 2012 program. In these projects man-machine interface system architecture, two digital platforms, and several control and protection systems were developed. One platform is a Programmable Logic Controller (PLC) for a digital safety system and another platform is a Distributed Control System (DCS) for a non-safety control system. With the safety-grade platform PLC, a reactor protection system, an engineered safety feature-component control system, and reactor core protection system were developed. A power control system was developed based on the DCS. A logic alarm cause tracking system was developed as a man-machine interface for APR1400. Also, Integrated Performance Validation Facility (IPVF) was developed for the evaluation of the function and performance of developed I&C systems. The safety-grade platform PLC and the digital safety system obtained approval for the topical report from the Korean regulatory body in February of 2009. A utility and vendor company will determine the suitability of the KNICS and Nu- Tech 2012 products to apply them to the planned nuclear power plants.

  • Risk management is an important part of system assurance and it is widely used in safety-related system. Railway signal system is one kind of safety-related system and its most important goal is to guarantee the safety of railway system. The method based on risk management can find and solve the security issues of railway signal system more effectively. This paper introduces the basic conception of risk management, studies the whole process of risk management and related tools and techniques and discusses some key points qualitatively combining with the particularity of railway signal system.

  • The regulatory periodic safety inspection system is one of the most important methods for confirming the safety of nuclear power plants and the defense in depth in nuclear safety is the most important basic means for accident prevention and mitigation. Recently, a new regulatory technology based on risk-informed and safety performance has been developed and used in advanced countries. However, since the domestic periodic inspection system is being used in the same way over 30 years, it is necessary to know how the inspection contributes to the safety confirmation of the nuclear power plants. In this study, the domestic periodic inspection system currently in use was analyzed from the perspective of defense in depth in nuclear safety. In addition, the analysis results were compared to the U.S. NRC's safety inspection system to obtain consistency and lessons in this study. As a result of analysis, the NRC's safety inspections were distributed almost evenly at the all levels of defense in depth, while in the case of domestic inspection, they were heavily focused on the level 1 of defense in depth. Therefore, it appeared urgent to improve the inspection system to strengthen the other levels of defense in depth in nuclear safety.

A System Dynamics View of Safety Management in Small Construction Companies

  • Due to unique characteristics of small construction companies, safety management is comprised of complex problems (e.g., resources constraints, a lack of formalized management structures, low level of management safety commitment etc.). In order to understand causal interdependencies between safety factors at different system levels (regulation, organization, technical and individual), this paper aims to develop a system dynamics (SD) model of safety management in small construction companies. The purpose of the SD model is to better understand why small construction companies have low level of safety performance. A causal loop diagram (CLD) was developed based on literature, with an attempt to map causal relationships between variables. The CLD was then converted into stock and flow diagram for simulation. Various tests were conducted to build confidence in the model's ability to represent the reality. A number of policies were analyzed by changing the value of parameters. The value of a system dynamics approach to safety management in small construction companies is its ability to address joint effects of multiple safety risk factors on safety performance with a systems thinking perspective. By taking into account feedback loops and non-linear relationships, such a system dynamics model provides insights into the complex causes of relatively poor safety performance of small construction companies and improvement strategies.

  • Purpose: In order to enhance safety, the Korea Navy is making efforts to introduce a safety and health management system and to develop a risk assessment system, while safety accidents keeps occurring. A development plan was proposed through an inspection of the Safety Management System(SMS). Method: To diagnose the Korea Navy's safety management system, changes in the safety environment, documentation system, and safety and health management system operation were reviewed, points to be improved were found, and improvement directions were derived. Result: There is a need for an SMS standard that can present the Korea Navy's safety policy and safety management direction, and a safety program that provides guidelines for implementing it in a standardized manner. To this end, we were able to confirm the feasibility of linking the requirements of the US Navy's SMS and the international standard ISO 45001 standard together with the Korea Navy's safety management system. Conclusion: The Korea Navy's safety management system needs to clearly present safety policies and standards, and have public confidence and effectiveness in safety work through a standard program that can implement them, and for this, the development of a Navy SMS is necessary.

  • This paper will introduce the safety authorization system for light rail transit(LRT) through investigating safety certification & safety authorization in foreign country and aviation field in Korea. The safety authorization system proposed by the government these day was also investigated. Korea Transportation Safety Authority(KOTSA) have conducted safety validation process on Busan-Gimhae LRT before its revenue service during three months since Jan. of 2011. We describe the overview of these validation activities, results and safety certification issued. Learning from this process, we propose the standardized safety validation process including checklists which can be applied to common unmanned light rail system. This study will be a basis of railway safety authorization for LRT and will be continually improve its application ability by the future study.

  • The checklist currently used for aviation safety inspection performed by ASIs(Aviation Safety Inspectors) consists of inspection groups and multiple items, it does not have safety attribute and structured hierarchy system which required to efficiently process aviation safety analysis. On this study, categorized the domestic and foreign ASI checklist by safety attribute from ICAO recommended and presented composition of checklist for safety assurance by comparative analysis composition of domestic and foreign ASI checklist.

  • The present management of the domestic and international advanced enterprises is transferring the systems and the regulations to the prevention system management. Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) has many difficulties to set up the OSHMS system because of limited natural and human resources. In this study, the rating system as a judgment method of an OSHMS based on the certification standard of the OSHMS was suggested for SMS to adopt voluntarily the OSHMS, certify KOSHA 18001, and improve the safety and health level.

  • This paper describes the background of the electrical safety emergency dispatch system and analyzes the operational status of the system. This system is to provide the enhanced electrical safety service to general-purpose electrical equipment users. Annual average of about 6 million cases have been implemented since 2005. In order to enhance electrical safety service and more effectively prevent electrical disasters in future, institutional expansion of the electrical safety emergency dispatch system with keeping budget is necessary. If periodic inspections with a remote monitoring system is applied, the effect of electrical safety will be improved.
