  • Requirement management is an important phase that has a significant influence on the project success. As a risk to a project fail is getting bigger, people adopt Systems Engineering method to the development of the effective requirement management. Accordingly, Railroad Safety Technology R&D Corps. is progressing the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective requirement management methods with Systems Engineering techniques. To support that, we introduce the Systems Engineering Requirement Management Process and propose the more effectual management method of constructing the Railway Safety Test Facilities applying the model-based systems engineering tool to the research.

  • It is necessary to develop the requirement management system that could trace hazards and manage safety requirements for risk control of railway accident as low as reasonably practicable. In this paper, the requirement management system for control of railway accident risk is introduced. The requirement management system is containing the railway system configuration and safety activity related with identified hazards. The system shall be used to derive safety requirements for risk controland support the traceability of hazards on railway's operation & management. In the future, the system will be applied in the areas such as risk assessment and management, performing safety assurance and revising national regulations etc. for continuous safety improvement in the railway.

  • This paper propose the safety design of automatic train control system which is used for controlling and monitoring train speed not to excess a permitted speed. Safety activities are shown for the computerized system to achieve a required safety requirement. The safety activities are composed of system dynamic modelling to identify potential hazards contained in the target system, to analyze sub system faults to provoke the hazards. Risks analysis are carried out to estimate losses caused from the hazards to allocate safety requirement. We Proposed design solutions for sub system to meet safety requirement.

  • It is noted that the disaster such as fire, explosion, collapse has been rapidly increased caused by strength deterioration of steel structures at petrochemical plant during fire. In this regard, it is stressed out that the legal requirement for fire proofing for steel structures at petrochemical plant should be carefully reviewed since the current legal requirement such as Industrial Safety & Health Law, Architectural Law has a conflict and different way of approach. In addition, it is our point of view that the present law should be revised to consolidate into single law including engineering design criteria to reflect unreasonable legal requirement. It is further our point of view that the performance certificate for fire proofing like UL-1709, basis of maintenance should be appropriately and reasonably provided in line with global practice.

The Degree of Safety Education Requirement for Younger Children in Child Daycare Center Teachers (보육시설 아동에 대한 교사의 안전교육 요구도)

  • Purpose: The purpose of this study was to identify the degree of safety education requirement in child daycare center teachers. Method: The data using questionnaire were collected from eight child daycare centers located in Seoul, Gyounggi-Do, and Kwangwon-Do. Final participants were 133 child daycare center teachers. Results: The degree of safety education requirement were as follows: education need of safety knowledge ($4.26{\pm}.50$), safety education need of daycare center ($3.29{\pm}.60$), recognition about safety education training ($3.94{\pm}.58$), and confidence of safety care practice ($2.75{\pm}.43$). There is significant correlation between education need of safety knowledge and safety education need of daycare center (r=.495, p<.001), education need of safety knowledge and recognition about safety education training (r=.555, p<.001), education need of safety knowledge and confidence of safety care practice (r=.201, p=.020), safety education need of daycare center and recognition about safety education training (r=.464, p<.001), and recognition about safety education training and confidence of safety care practice (r=.187, p=.032). Conclusion: On this study, child daycare center teachers' safety education requirement was relatively high. It is recommended that safety education for them should be done for children's healthy life.

Assessing Safety Requirements Based on KANO Model (KANO 모형 기반 안전요구사항 평가)

  • As the first step of risk management, risk identification is inevitable to understand the degree of work safety. However, the safety requirements can be divided in necessary factors and additional factors. Thus, we propose a safety requirements assessment model using Kano model derived from Herzberg's two-factor theory, classifying safety requirements into ideal elements and must-be elements. The Kano model is usually applied to evaluate customer satisfaction divided into three major requirements in the fields of product development and marketing: attractive, must-be, and one-dimensional requirements. Among them, attractive requirement and must-be requirement are matched with ideal element and must-be element for safety requirement classification, respectively. The ideal element is defined as preventive safety elements to make systems more safe and the must-be element is referred to as fatal elements to be essentially eliminated in systems. Also, coefficients of safety measurement and safety prevention are developed to classify different class of safety requirements. The positioning map is finally visualized in terms of both coefficients to compare the different features. Consequently, the proposed model enables safety managers to make a decision between safety measurement and prevention.

The use Frequency and Amount of Food Sources of Sodium and Knowledge Requirement, and Job Satisfaction of Dietitians and Nutrition Teachers according to the School Types in Busan (부산지역 학교유형별 영양(교)사의 지식요구도, 직무만족도 및 나트륨 급원재료 사용량)

  • Objectives: To investigate the use frequency and amount of food sources of sodium and knowledge requirement, and job satisfaction with school food services according to the school types in Busan. Methods: A total of 98 schools were surveyed and knowledge requirement and job satisfaction were assessed using a questionnaire. In addition, the use frequency and amount of food sources of sodium for 10 school days were examined. Results: The response rate of the most difficult area among dietitians' tasks was significantly high in 'nutrition education and counseling' for elementary schools and 'hygiene management' for high schools (p < .05). The response rate of the factors to be considered in meal planning was significantly high in 'energy and nutrients requirement' for elementary schools and 'menu/taste preference of students' for middle and high schools (p < .05). The response rate of whether school food services affect health and eating habits of students or not was significant high in 'very helpful' for elementary schools (p < .001). The average sodium contents in the meals of elementary, middle and high schools was 1981.4 mg/meal/person/day, 1867.3 mg/meal/person/day and 1,329.9 mg/meal/person/day, respectively. For foods in highest sodium, Kimchi, Oribulgogi, and Kare rice were ranked 1st, 2nd and 3rd respectively. The main reason for not providing the fruits was 'price' among all groups. The knowledge requirement such as 'nutrition and menu management', 'nutrition education', and 'nutrition counseling' was significantly higher in elementary school compared with middle and high school (p < .001, p < .01, and p < .01 respectively). The dietitians and nutrition teachers of elementary schools have a higher job satisfaction compared with those of middle schools (p < .01). The job satisfaction was positively correlated with knowledge requirement of dietitians and nutrition teachers of elementary and middle schools. Conclusions: The results suggest that developing dietitians' education program about knowledge requirement contribute to increasing the school food service and job satisfaction in elementary and middle schools.

  • This paper investigate into practice industrial safety consciousness and requirement for the spot workers in engaged the metal industry. Industrial accident defines "unwanted event" happened unexpectedly in opposition to hope workers and industrial accident is being possible to prevent.   • The communication protocol for interface among railway signalling systems is designed and established as national standard in Korean from a few years ago. So the communication link for information transmission among railway signalling system can be a good example of application of this standard. Communication protocol which is standardized among Korean railway signalling is considered to apply information transmission. And we confirmed there is no the states of deadlock of livelock in std. protocol which is applied formal verification which is one of the analytic method for inspection of safety characteristics in the design course of protocol. But the safety of protocol has to necessarily accomplish this normal analysis approach about satisfying requirement matters with such this analytic approach. In this paper we analyzed the safety characteristics of standard protocol for Korean Railway signalling through the requirement matters for safety transmission of railway transmission system which is required in international standard. So through this study we confirm whether it satisfies safety requirement matters of the level which require in international standard and tried to confirm whether standard protocol has enough safety character in the real railway field.
