연구 실험실 안전보건 관리제도 비교 - 한국과 독일 사례 고찰 (Comparison of Regulatory Systems for Safety and Health Management in Research Laboratories - Case Review between Korea and Germany)

  • Objectives: This study aimed to compare the regulatory systems for laboratory safety and health management between Korea and Germany and discuss the implications. Methods: Laboratory safety and health regulations for legal enforcement and relevant technical guidelines in Korea and Germany were reviewed. Results: Lab safety and health management is enforced by the Act on the Establishment of Safe Laboratory Environment in Korea. Most provisions focus on supervisory control, that is, the principal's liability is emphasized. In addition, there is a lack of laboratory-specific procedures for safety and health management in the act since it is stipulated that other relevant regulations apply to some technical contents. Non-compulsory technical guidelines for lab safety and health management are also provided by the Korea Occupational Safety and Health Agency (KOSHA) in order to enable researchers to follow safe procedures. There is no independent regulation for lab safety and health in Germany, and it is also governed by several regulations. The German Social Accident Insurance Institute provides technical guidelines on lab safety and health, and these contain more specific content to allow them to be followed more easily compared to the KOSHA guidelines. The most remarkable differences between the regulation of each country were contents of the risk assessment and specific protect measures from hazardous agents. Conclusions: Regulatory control is an essential way to prevent accidents, but it is more important to create an environment in which all stakeholders, including individual lab members, are allowed to participate actively in safety and health management activities.

Awareness Patterns Regarding Radiation Safety Management in Fields Related to Radiation Safety Regulations: Focusing on Companies that Must Report Radiation Sources

  • Background: This study aims to analyze radiation safety management and regulatory perceptions, focusing on companies that must report radiation sources. The intent is to reduce the gap between regulation measures and addressing real concerns while improving practical safety management measures and regulations for all stakeholders. Materials and Methods: Radiation safety officers at a total of 244 reporting companies using radiation generators (79.8%) and sealed radioisotopes (15.1%) were surveyed using a questionnaire. Results and Discussion: The perception that regulation is stronger than the actual risk of the radiation source used was 3.47 points (out of 5 points), indicating a score above average. The most important factors and considerations were education and training (48%) as a human factor, safety devices of the radiation source (71.3%) as a hazardous material factor, the use of radiation (50.8%) as an organizational environment, and the radiation effect of nearby facilities (67.2%) as a physical environment. Radiation safety management educational experience (F= 5.030, p< 0.01), the group with high subjective knowledge (t= 6.017, p< 0.001), and the group with high objective knowledge (t= 1.989, p< 0.05) was found to be better at radiation safety management. Conclusion: It is necessary to standardize the educational experience regarding radiation safety management because each staff member has individual differences in educational experience. It is necessary to provide more information on how to solve radiation accidents via educational content. Applying radiation safety regulations based on the factors that significantly affect radiation safety management shown in this survey will help improve safety.

  • Recently, many drivers of two-wheeled motorcycles in leisure and express delivery industries etc. brought increasing issues for the motorcycle safety. This paper has studied the structural safety of two-wheeled motorcycles considering the regulations for stand, rear registration plate and anti-tampering measures. The authors have investigated and compared a variety of international and domestic regulations and specifications for structural safety of those components. Detailed experimental procedures of stand, mounting for rear registration plate and anti-tampering measures are proposed to secure the two-wheeled motorcycle safety and the outcomes of this study can be used to confirm the Korean motor vehicle safety standards.

  • A person's body resistance in the waterpark, public bath and similar places is lower than any other places due to effect of water. So low voltage may create a shock hazard for the human body in case of leakage or fault currents from lighting unit etc. We researched the related regulations these are internal standards, NEC, IEC and investigated the actual conditions for the prevention of electrical shock due to lighting units in the waterpark, public bath and similar places. 건설업 재해율 조사의 정량적 산업재해 감소효과 (The Quantitative Assessment of Occupational Accident Reduction by the Injury Ratio Survey Regulations)

  • Injury Ratio Survey Regulations(IRS) was introduced to the construction industry in the Republic of Korea since 1992 and brought positive effect on occupational accidents reduction. There were tremendous decrease of injury ratios and enforcing of contractors' safety organizations from the beginning of IRS. In spite of these positive results, there were some negative effects such as contractors' shrinking injury reports to keep good injury ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. Thus, this study aims to devote on lessening construction injury and elimination of above negative impacts through the quantitative statistic analysis of the effectiveness on the occupational accidents prevention of IRS. According to this assessment, there were decrease of from 6.37% to 44.34% in the accident ratios compared to those of non-IRS groups and decrease of from 3.32% to 83.51 % in the accident ratios compared to those of general industry including the unreported accidents.

  • Korea is the only country in the world where the regulation of vehicle homologation has been changed from "Type Approval" to "Self-Certification". But there are some regulations that have not been fully changed, so they became double-regulations. In this research, we find out double-regulations in Self-Certification systems focused on "Specification Notice Procedure", and suggest a proposal of amendment to avoid duplication. Through the research, we can reduce unnecessary requirements about homologation, management of vehicle and administrative procedure significantly.

중소규모 건설현장 재해원인 분석 및 제도적 개선방안 (Accident Prevention and System Improvement Strategies for small and medium-sized construction sites)

  • This study is to analyse the causes of accident in small and medium-sized construction sites and to provide prevention strategies and system improvement guidance. Although occupational safety and health act regulates the standards and installations of temporary structures, about an half of construction accidents were caused by poor temporary structures such as guardrails, scaffolds, work platforms, etc. It investigated 51 construction sites which is located in metropolitan area by asking a series of questions including their knowledge about regulations and opinions about prevention strategies. The result shows that many of the respondents do not have sufficient understandings about the regulations, and it implies that education and training must be reinforced in order to enhance the safety-awareness and to develop the comprehension of regulations.

′화재예방법규′의 규제완화가 화재발생에 미치는 영향 -영국 사례분석 - (Deregulation of the Fire Prevention Legislation; and Its Impact on Fire Occurrence - Case of the United Kingdom -)

  • OECD는 규제개혁을 '보다 나은 규제'와 '규제폐지'로 구분하고, 환경 및 안전 분야의 규제는 지속되어야 한다고 강조한다. 반면에, 1990년대에 진행된 한국소방의 규제개혁은 일방적인 규제의 완화 또는 폐지라는 방향으로 진행되는 매우 기이한 현상을 나타내고 있다. 영국 소방예방법규의 경우, 1971년 화재예방법의 제정 이후 대형화재의 발생에 대응하여 지속적으로 예방법규를 강화해 오고 있으며, 1991년 건축령에서는 주택을 포함하여 모든 건물에 대하여 각층에 최소 한 개의 연기경보기를 설치할 것을 의무화하고 있다. 이 연구는 영국에서의 소방예방법규의 강화가 소방안전을 제고 시켰다는 것을 보여 주고 있는데, 이것은 한국소방에 시사하는 바가 크다. 한국소방의 경우 화제로부터 시민의 생명과 재산을 보호하기 위해서 '안전, 보건, 환경과 관련된 규제의 질을 개선한다'는 규제개혁위원회의 규제개혁 기본방향이 철저히 준수되어야 하며, 비록 규제개혁의 전체적 전략이 모든 규제를 감소시키는 것일지라도 안전에 관한 규정은 오히려 증가시킬 수 있다는 기본방향의 유연성이 확보되어야 한다.

  • The law reflects the situation of the times, understands the society, and shows the will of the state and the community. The Means of Egress should be maintained from design to construction, supervision, as well as use, in order to protect the lives and property of the residents as well as the safe use of the facilities. However, Interior Architects are think that evacuation and safety regulations are complex elements that change frequently and may inhibit the idea of design. The purpose of this study is to propose a design method for the use of safe facilities in the interior architectural design on the evacuation regulations affecting the actual design by the IBC(the International Building Code) and NFPA(National Fire Protection Association) LSC (Life Safety Code). The research method is to investigate and analyze the provisions related to the evacuation of interior architecture in the US and to understand the current regulations and the evacuation regulations. We suggest to design method to the details of the hallway, corridors, aisle accessway, door way, exit path, In particular, the design of furniture, tables and chairs layout that could be obstacles to evacuation situations is presented.

Improvement Plan for Prevention Regulations to Improve Hazardous Material Safety Management

  • The purpose of this study is to suggest improvement plans for prevention regulations by reflecting the toxicity, fire and explosion effects of hazardous materials factories and surrounding areas using an off-site consequence assessment program. Regarding the effects of the hydrogen cyanide leak accident, which is the 1st petroleum of the 4th class flammable liquid, Areal Locations of Hazardous Atmospheres (ALOHA) program was used to compare and analyze the extent of damage effects for toxicity, overpressure, and radiation. As a result, the toxicity was analyzed to exceed 5km in the area with Acute exposure guideline level (AEGL)-2 concentration or higher, the overpressure was 103m in the range of 1 psi or more, and the radiant heat was analyzed to be 724m in the range of 2kw/m2 or more. Toxicity and radiation affected the area outside the hazardous material storage area, but the overpressure was limited to the inside of the hazardous material storage area. Therefore, we propose to improve the safety management of hazardous materials by conducting a risk assessment for hazardous materials and reflecting the results in internal and external emergency response plans to prepare prevention regulations.
