제조물 책임과 제품 안전정책 (Product Liability and a Product Safety Policy)

  • Despite manufacturers' effort to provide safe and reliable products, a number of product-related accidents occur all over the world resulting in much damage to property, personal injury and even loss of life. Considerable evidence indicates that some accidents arise from user negligence, but most are due to the design, manufacture, and distribution of unreasonably dangerous products when compared to their use. As a result, a tremendous number of product liability lawsuits have been filed, many times causing huge amount of financial damages to manufacturers. Furthermore, with increasing government regulation and growing power of consumer lobbies, manufacturers might be more exposed to product liability claims in the future than now. The objectives of this study are twofold: to provide a framework of future research on product liability and safety and to introduce a product safety policy. To accomplish these objectives, previous studies on product liability and safety were reviewed thoroughly. The product safety policy consists of two parts: (1) an engineering design strategy for reducing product-related risks and (2) a management program for a product liability loss prevention plan. The policy is essential to preventing manufacturers' liability exposure as well as designing a safer product.

식품영양안전 정책 현황 및 발전방향: 1차 당류 저감 종합계획을 중심으로 (Current status and development direction of the food nutrition safety policy: The first phase of sugar intake reduction plan)

  • Objectives: The purposes of this study are to refer existing and past domestic and foreign policies and to establish a comprehensive plan to reduce sugar consumption and utilize it as fundamental data to establish and implement relevant policies. Methods: Korean government analyzed domestic and foreign policies and average sugar intake to develop draft of sugar intake reduction plan. Based on the plan, objectives, sections and agendas of the plan were set after taking into account of their feasibility. Results: The policy has three directions: to help sugar intake reduction in all population groups, to create an environment which helps people to make informed decision on lower sugar choices and to lay scientific and statistical foundation for sugar intake reduction plan. The goal is to restrict average sugar intake from processed food to less than 10% of total energy intake per day. Three core strategies are to help reduce intakes of sugar in all population groups, to create an environment which helps people to make informed decision on lower sugar choices and to lay a foundation for sugar intake reduction plan. Each strategies has 2~4 projects. Conclusions: This study is expected to serve as a catalyst for carrying out the first phase of sugar intake reduction plan to help reduce sugar consumption.

항공종사자 전문교육기관의 SMS 매뉴얼 제정을 위한 방법론 - C 비행훈련원의 사례를 중심으로 - (Methodology of SMS Manual Enactment for Approved Training Organization(ATO) focusing on C Flight Training Center)

  • This thesis is to provide procedures for documenting implementation performance and methodology of practical SMS enactment for Approved Training Organization(ATO). As an example, C flight training center, according MOLIT "Guidance on SMS Implementation", derived 32 implementation documents after writing the SMS manual to implement it. The 32 implementation documents are divided into 5 fields. In detail, they are (1) 2 documents on SMS Manual, (2) 7 documents on Safety policy and objectives (3) 3 documents on Safety risk management (4) 15 documents on Safety assurance (5) 5 documents on Safety promotion. By describing the documented performances according to these 32 implementation documents that was in use for 1 year in 2017, it is suggested that this procedure can be a methodology for practically enactment and implementing the SMS manual.

산업안전보건법정책의 문제점과 개선방안 - 행정규칙과 행정지침을 중심으로 - (A Study on Problems and Improvement Measures of Occupational Safety and Health Law Policies in Korea: Focused on Administrative Rules and Guidelines)

  • Objectives: This study aims to identify and solve problems in the consistency, procedural justification, effectiveness, and other matters concerning approaches to occupational safety and health legislation, administrative rules, and administrative guidelines. Methods: In this study of policy on the industrial safety and health law of Korea, problems were raised based on important information on the approach to occupational safety and health legislation and administrative guidelines such as notices, ordinances, and instructions, as well as on their interpretation and operation standards. Secondly, based on the identified problems in the occupational safety and health law policy, core practical methods to present improvement directions for occupational safety health policy in Korea were sought. Results: It is absolutely necessary to actively promote the infrastructure for occupational safety and health by developing and disseminating notices, guidelines, and manuals that act as contact points between laws and the field in various ways at the administrative institution level. In addition to sanctions, efforts to systematically guide and promote complex professional matters must be supported. Efforts should be made to strengthen administrative expertise so that administrative authorities can secure professional authority and fully enforce legal policies according to the purpose of legislation. In order to ensure the effectiveness of occupational safety and health law policies, it is necessary to shift the focus of the legal policy toward confirming and guiding substantial compliance with legal standards. Conclusions: As a result of the above efforts, when reliable occupational safety and health law policy is implemented, the understanding and acceptance of the legal policy for the administrative object will be increased, and the safety and health management of the enterprise will be maximized to its full extent.

시민과 공무원의 지역사회 안전인식 및 관련 요인 비교: 경기도 S시를 중심으로 (Comparison of perception and related factors of community safety between citizen and officer: Focused on S-si in Kyunggi-do)

  • Background & objectives: Understanding the awareness of policy targets and implementers about safety in the local community is the crucial to establish a systematic community safety policy. The purpose of this study was to identify the perception of local citizens and civil servants regarding community safety and its related factors. Methods: For achieving this research goal, this study conducted survey targeting 538 citizens and 404 civil servants in S-si, Kyunggi-do. Self-administred and web-based survey were used to collect data from April 1st to 16th 2021. Results: Civil servants scored higher in community safety perception than citizens, and S city's safety interest, information, and participation scores were also higher than those of citizens. Based on the results of multiple regression, thought about in interest of safety in S-si, providing and sharing about safety information to citizens, and participation of community safety policy were significantly associated with perception of community safety. Conclusions: Setting safety as the top priority in S city policy and paying attention to safety by the mayor, public officials, and city council members is an important way to raise citizens' awareness of local safety. Also, efforts at the city level are needed to foster safety knowledge through systematic education on safety.

'연구실 안전' 관련 정부연구개발사업 동향 분석 (Status of Government Funded Projects for "Laboratory Safety")

  • Objectives: This study was conducted to analyze the trends of government R&D (R&D) projects related to laboratory safety over the past 20 years. Methods: We collected publications from various databases(DBs) with words such as laboratory(ies), lab(s), researcher(s), laboratory worker(s), safety, environment, hazard(s), risk(s), and so on. Selected publications were analyzed by the research funds and the number of projects according to the investment subject and research characteristics. Results: About 93% of the total R&D budget went to government policy projects, not scientific research. Second, from the perspective of 'safety management activities', most of the research is related to management and inspection at the organizational level. Issues that need to be discussed at the national level like policy governance are not included. Third, focusing on the 'safety management cycle', there were few studies related to 'prediction' or 'post-response'. Fourth, when an analysis framework combining the perspectives of 'safety management activities' and 'safety management cycle' is applied, most of the budget is spent on infrastructure such as digital management systems, whereas basic knowledge for prevention and production of evidence was very few. Conclusions: In order to prevent policy planning without policy evaluation, implementation without strategy, and evaluation without evidence, it is necessary to expand investment in empirical research on risks, research on the effectiveness of current application methods, and research on theory development. The government budget for laboratory safety-related projects should be managed separately from the R&D budget for scientific research. Although less than 5% of the budget allocated to scientific research is the total budget, an optical illusion occurs because both the project budget and the scientific research budget are counted as R&D budgets.

Changes in Labor Regulations During Economic Crises: Does Deregulation Favor Health and Safety?

  • Objectives: The regulatory changes in Korea during the national economic crisis 10 years ago and in the current global recession were analyzed to understand the characteristics of deregulation in labor policies. Methods: Data for this study were derived from the Korean government's official database for administrative regulations and a government document reporting deregulation. Results: A great deal of business-friendly deregulation took place during both economic crises. Occupational health and safety were the main targets of deregulation in both periods, and the regulation of employment promotion and vocational training was preserved relatively intact. The sector having to do with working conditions and the on-site welfare of workers was also deregulated greatly during the former economic crisis, but not in the current global recession. Conclusions: Among the three main areas of labor policy, occupational health and safety was most vulnerable to the deregulation in economic crisis of Korea. A probable reason for this is that the impact of deregulation on the health and safety of workers would not be immediately disclosed after the policy change.

Priority survey between indicators and analytic hierarchy process analysis for green chemistry technology assessment

  • Objectives This study presents the indicators and proxy variables for the quantitative assessment of green chemistry technologies and evaluates the relative importance of each assessment element by consulting experts from the fields of ecology, chemistry, safety, and public health. Methods The results collected were subjected to an analytic hierarchy process to obtain the weights of the indicators and the proxy variables. Results These weights may prove useful in avoiding having to resort to qualitative means in absence of weights between indicators when integrating the results of quantitative assessment by indicator. Conclusions This study points to the limitations of current quantitative assessment techniques for green chemistry technologies and seeks to present the future direction for quantitative assessment of green chemistry technologies.

공연종사자 피난을 위한 안전시설의 운영전략 연구 (A Study of the Safety Facilities Operation Strategies for Performing Arts Workers Evacuation)

  • The objectives of this study is to classify evacuation types, derive the characteristics of 4 types, develop and discover evacuation routes within the performance hall space, and present the statistical classification results of the evacuation classification model by classification type. To achieve this purpose, the characteristics of each evacuation type's four types are applied through a network reliability analysis method and utilized for institutional improvement and policy. This study applies for the building law, evacuation and relief safety standards when establishing a performance hall safety management plan, and reflects it in safety-related laws, safety standards, and policy systems. Statistical data by evacuation type were analyzed, and measurement characteristics were compared and analyzed by evacuation types. Evaluate the morphological similarity and reliability of evacuation types according to door width and passage length and propose the install position of evacuation guidance sign boards. The results of this study are expected to be used as basic data to provide operation strategies for safety facility evacuation information sign boards according to evacuation route classification types when taking a safety management plan. The operation strategy for the evacuation sign boards installation that integrates employee guidance and safety training is applied to the performance hall safety management plan. It will contribute to establishing an operational strategy for performance space safety when constructing performance facilities in the future.

Consistency issues in quantitative safety goals of nuclear power plants in Korea

  • As the safety level of nuclear power plants (NPPs) relates to the safety of individuals, society, and the environment, it is important to establish NPP safety goals. In Korea, two quantitative health objectives and one large release frequency (LRF) criterion were formally set as quantitative safety goals for NPPs by the Nuclear Safety and Security Commission in 2016. The risks of prompt and cancer fatalities from NPPs should be less than 0.1% of the overall risk, and the frequency of nuclear accidents releasing more than 100 TBq of Cs-137 should not exceed 1E-06 per reactor year. This paper reviews the hierarchical structure of safety goals in Korea, its relationship with those of other countries, and the relationships among safety goals and subsidiary criteria like core damage frequency and large early release frequency. By analyzing the effect of the release of 100 TBq of Cs-137 via consequence analysis codes in eight different accident scenarios, it was shown that meeting the LRF criterion results in negligible prompt fatalities in the surrounding area. Hence, the LRF criterion dominates the safety goals for Korean NPPs. Safety goals must be consistent with national policy, international standards, and the goals of other counties.
