The INMARSAT is able to long range maritime communications that can not use for expensive charge in non-SOLAS ship. Therefore, international discussion for the question that replacements use of MF/HF band for maritime distress and safety communications in maritime. HF data communications system may be effectively utilized for SOLAS ships as well as for the existing non-SOLAS vessels including the fishing boats, which navigate A2 and A3 sea areas. The HF data communications may have various functions such as e-mail services, broadcasting services of up-to-date information related to marine safety, position reporting services, polling services etc. However, the present HF e-mail communications protocols have a problem of increasing calling redundancy as the number of channels in operation increases. This paper new protocol and communication sequence proposed in this submission establishes a proper radio link automatically and adaptively by taking channel traffic into account.
Recently, the demand for lidar systems for autonomous driving is increasing, and research on Shortwave Infrared(SWIR) photodetectors for this purpose is being actively conducted. Most SWIR photodetectors currently being developed are based on InGaAs, and have the disadvantages of complex processes, high prices, and limitations in research due to monopoly. In addition, current SWIR photodetectors use lasers in the 905 nm wavelength band, which can pass through the pupil and cause damage to the retina. Therefore, it is required to develop a SWIR photodetector using a wavelength band of 1400 nm or more to be safe for human eyes, and to develop a material that can replace the proprietary InGaAs. PbS QDs are group 4-6 compound semiconductors whose absorption wavelength band can be adjusted from 1000 to 2700 nm, and have the advantage of being simple to process. Therefore, in this study, PbS QDs having an absorption wavelength peak of 1415 nm were synthesized, and a SWIR photodetector was fabricated using this. In addition, the photodetector's responsivity was improved by applying P3HT and ZnO NPs to improve electron hole mobility. As a result of the experiment, it was confirmed that the synthesized PbS QDs had excellent FWHM characteristics compared to commercial PbS QDs, and it was confirmed that the photodetector had a maximum current change of about 1.6 times.
A 3-year-old spayed female Persian feline with non regenerative anemia showed persistent autoagglutination in EDTA anticoagulated blood. Primary immune-mediated hemolytic anemia (IMHA) was suspected and the underlying causes for IMHA were excluded by radiologic, sonographic, serologic and molecular studies. Cytologic examination of the bone marrow revealed that dysmyelopoiesis and dysplastic changes were prominent in the erythroid cells. These changes included asynchronous maturation of the nucleus and cytoplasm, binucleation, trinucleation, fragmented or lobulated nuclei and multilineages. Mild dysgranulopoiesis and dysmegakaryocytopoiesis were also detected including pseudo Pelger-Huet anomalies, giant band neutrophils, asynchronous maturation of the nucleus and cytoplasm in granulopoiesis and large hypolobulated forms as well as dwarf megakaryocytes in megakaryocytopoiesis. Myelodysplastic syndrome and congenital dysmyelopoiesis was ruled out by the low number of blast cells. Finally, secondary dysmyelopoiesis associated with IMHA was diagnosed and immunosuppressive treatment was successfully responsive.
Sawmilling industry remained a high risk with the average 4.73% of industrial accidents in 2010-2012 that was eight times that of general manufacturing. Sawmilling industry had 200 industrial accidents victim in average. Manufacturing process in sawmill industry contained dangerous machinery such as conveyors, roller, saw ( band saw, circular saw) etc. It may be effective to figure out the type of industrial accidents occurred in the past and extend risk assessment which can predict hazard such as near miss when implementing exposure or potential dangers in sawmill industry. This study conducted research on the actual condition on the place of industrial accident occurrence, detailed work and contact object when injured, and injured part targeting 643 businesses which had industrial accidents in 2010-2012. As the results, RPN of general sawmill industry was the highest 'ganglip saw' with 36,157. RPN of the following order were 'moving truck' with 25,454, 'special machining operations' with 22,283. Also, probability of general sawmill industry was a lots within 1 year, while risk appeared a lots within 5 years. So, risk assessment shall be needed to emphasis on accident prevention of sawmill industry. And additional work will be needed on the risk assessment in hazard prevention work of supervisors.

A stepping motor is widely used to operate the elevation and azimuth stage of the X-band antenna with 2-axis gimbal system for effective image data transmission from a satellite to a ground station. However, such stepping motor also generates an undesirable micro-vibration which is one of the main disturbance sources affecting image quality of the high-resolution observation satellite. In order to improve the image quality, the micro-vibration isolation of the X-band antenna system is essential. In this study, the low rotational stiffness isolator has been proposed to reduce the micro-vibration disturbance induced by elevation direction operation of the X-band antenna. In addition, its structural safety was confirmed by the structure analysis based on the derived torque budget. The effectiveness of the design was also verified through the micro-vibration measurement test.
Electroencephalogram(EEG) would be the most objective psychophysiological research technique on human errors though few research has been taken yet. This study aimed to get characteristics of human error while committing simple Odd-Ball tasks by utilizing the power spectrum technique of EEG data. Each experiment was composed of 3 tasks with different rules, and three young undergraduate students participated in this study as paid subjects. The result showed that subject and the interaction of subject and task factors were statistically significant on variation of power of $\alpha$ and $\beta$ bands which implied there would exist groups with homogeneity in their response. And though the variation of band powers due to task factors were not so great as to get statistical significance, it implied that the task requiring decoding process would be more strange to human beings than the task merely requiring psychological recall process.

In the decision of a collision avoidance action for navigators and intelligent ships, it is necessary to evaluate the degree of surrounding risks and to control them effectively. In this paper, we propose the new methodology for navigational risk evaluation and control at sea. In the methodology, navigation risk is evaluated in two dimensions using Even Risk Contour on the basis of the concept of contour line. In addition, the movement information of dangerous targets is assessed continuously and precisely with wide band data. The presented technique is useful for the safety navigation at the heavy traffic sea and will be applied for the ultra automatic ship.

Objectives: This paper presents the framework and protocol design for a construction industry risk management toolbox. The construction industry needs a comprehensive, systematic approach to assess and control occupational risks. These risks span several professional health and safety disciplines, emphasized by multiple international occupational research agenda projects including: falls, electrocution, noise, silica, welding fumes, and musculoskeletal disorders. Yet, the International Social Security Association says, "whereas progress has been made in safety and health, the construction industry is still a high risk sector." Methods: Small- and medium-sized enterprises (SMEs) employ about 80% of the world's construction workers. In recent years a strategy for qualitative occupational risk management, known as Control Banding (CB) has gained international attention as a simplified approach for reducing work-related risks. CB groups hazards into stratified risk 'bands', identifying commensurate controls to reduce the level of risk and promote worker health and safety. We review these qualitative solutions-based approaches and identify strengths and weaknesses toward designing a simplified CB 'toolbox' approach for use by SMEs in construction trades. Results: This toolbox design proposal includes international input on multidisciplinary approaches for performing a qualitative risk assessment determining a risk 'band' for a given project. Risk bands are used to identify the appropriate level of training to oversee construction work, leading to commensurate and appropriate control methods to perform the work safely. Conclusion: The Construction Toolbox presents a review-generated format to harness multiple solutions-based national programs and publications for controlling construction-related risks with simplified approaches across the occupational safety, health and hygiene professions.

In this paper, we propose a technique to determine the normal and arc of an alternating current using a mixed filter composed of an average filter and a band-pass filter and a frequency analysis. The proposed method uses the moving average filter of the FIR filter structure for noise removal and the band-pass filter of the IIR filter structure for detecting only specific frequency components after normalizing the measured current signal based on the maximum value. After performing Fast Fourier Transform (FFT) using the band-pass filtered signal, the total energy is calculated using the magnitude component of the frequency, and the arc is detected using the magnitude of the calculated energy. In order to show the validity of the proposed method, we experimented with various data and found that arc and steady state can be easily discriminated by calculating spectral energy. Therefore, it is considered that the proposed method can be applied to arc diagnosis of low voltage electric wire.

White light-emitting diodes (LEDs), the so-called next-generation solid-state lighting, offer benefits in terms of reliability, energy-saving, maintenance, safety, lead-free, and eco-friendly. Recently, rare-earth-doped oxynitride or nitride compounds have attracted a great deal of interest as a photoluminescent material because of their unique luminescent property, especially for white LEDs applications. Ce doped ${\beta}$-SiAlON has been studied as a wavelength conversion phosphor in white LEDs thanks to its high absorption rates, high quantum efficiency, and excellent thermal stability. Previously researches were not enough to understand the detail mechanism and characteristics of ${\beta}$-SiALON. The bandgap structures and electronic structures were not exact due to limitation of calculation methods. In this study, to elucidate the Ce doping effect on the SiAlON system, accurate band structures and electronic structure of the Ce doped ${\beta}$-SiAlON was intensively investigated using density functional theory calculations. In order to get a better description of the band gaps, MBJLDA method were used. We have found a single Ce atom site in ${\beta}$-SiAlON super cell. Furthermore, the density of state, band structure and lattice constant were intensively investigated.
