In this paper, we designed a portable ECG Recorder which can transmit collected ECG data using wire and wireless communication network. The portable ECG recorder is characterized by the small-sized and the low-power consumption. The ECG data is transmitted to a hospital using internet or PSTN. We designed the protocol in order to transmit safely The portable ECG recording system will contribute largely to telemedicine for a cardiac patient.

The Ministry of Maritime Affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single organization But the maritime administrative functions related to safely and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be expected. Enhancing administrative capabilities requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

For an evaluation of fatigue strength, the dynamic stress test of bogie frame for new electrical multiple unit was practiced in the real route line. And this results are summaries for a decision whether this vehicle can be operated safely for more than 25 years according to the international standard of the evaluation and its procedure.

This paper is described for the flame behaviors in light railway cabin by numerical simulation code, which can be interpreted the design parameters in terms of suppression the fire propagation and excavation the passengers safely. The results shows that the flame intensity(fire temperature, smoke density) depends on the firing points in cabin and propagates rapidly whole cabin space rather than modern subway cabin due to smaller inner space. The data will be used to how can be get the safety case, which is described on the operating principles for all facilities and logistics against to the light railway firing accidents.

Construction safety education plays role to provide necessary skills to workers for working safely. It is also important safety measure be used efficiently without any restriction to construction accident prevention. On this study, to develop effective education contents, we analyzed propriety of education contents used in construction sites, drew problem, and suggested the improvement direction.

An electrostatic reducer of a multi-pole high DC voltage applied type and a high frequency square wave voltage applied type have been studied to eliminate effectively and safely electrostatic charge on a dummy charged material. As a fundamental experiments, measurement were made on the decay time as a function of distance between electrostatic reducer and charged body, skewed angle of electrostatic reducer installed and wind speed of generated ions(＋ or －) by electrostatic reducer with high DC voltage and high frequency square wave voltage. Based oil the results above, a appropriate installation and method were produced as a trial for factory.

It is of great importance for any vessel under way especially in rough sea to be maneuvered safely with proper seakeeping performance. In this paper the author aims to develope a navigational safety evaluation system in rough sea by analysis and the theory of evaluating the seakeeping performance The author suggests a computer model of navigational safety evaluation system and examined the validity of the model by computer simulation.

One case of surgical correction of a large aortopulmonary window in a 4 months old female is reported in detail. Clinical symptoms consisted of fatigue when feeding and recurrent upper respiratory tract infection. Under cardiopulmonary bypass with moderate hypothermia and cardioplegic arrest of the heart, the aortopulmonary window was approached through a vertical incision at the anterior wall of window itself. The defect was closed with pericardial patch using continuous suture posteriorly and sandwitch technique anteriorly. The patient was weaned from the cardiopulmoanry bypas without hemodynamic problem and postoperative course was uneventful. This surgical technique is recommandable as it provides good exposure of the defect and can be performed easily and safely.

The torsional vibration monitoring system(TVM) for large diesel engines was developed and applied by manufacturers of torsional vibration damper, flexible coupling and diesel engine since 1990s. And demands of TVM have been steadily increased to operate safely engine and to extend maintenance interval of damper and flexible coupling. In this paper, the experimental methods and algorithms of TVM development which used the existing PC, turning wheel and speed sensors in ship are introduced.
