Today, the basic problem of functional safe management of Korean Disaster Control system was separately administrated 33 acts that are relating to safe management in 13 ministries. Because of the facts that the fire service is not provided practically, the control system and risk management for safe administration are not operated, the information can not be shared with each other, and the various laws have the lacks of linkage, the National Safe System was appeared unsteady. The roles and functions of fire service have started with restriction to operate structurally and institutionally, which operational structure of fire service is becoming weak. As a result, the federal and local fire organizations have not reached yet to the institutionalization and the local fire service agencies have bias with the task regarding the fire service because of the relation between organizational structure and the local fire agency. With the enforcement of the federal and local fire system, professionality and autonomy for making policy, and dealing with changes of fire service positively, the national fire service on the policy performance can be established. Promotion of research and development and education training to strengthen innovation in technology and competition in fire industry will contribute to the firmly establishment of control system to prevent from fire, flood, terror and national disaster. This article proposed that (a) the established law and administration, agency are required efforts to effectively operate fire service system; (b) the national fire service agency, national college of fire, national institute of science fire, and national fire service hospital should be early established to make firmly policy to operate effectively and practically. These kinds of innovational acts are known the best ways of operating solid policy of national fire service system.

Gyeongin Ara Waterway will be open on Oct., 2011, Which is the first inland artificial waterway constructed in Korea. There have been arguments about the environmental issues and economic effectiveness, however, it's now time to focus on the safety of navigation at the waterway to protect human life, property and environment. Therefore this paper aims at examining the establishment of the rule of safe navigation and management for the safe and effective management of the waterway and tries to draft the rules based on these examinations. The draft rule consists of 7 chapters, which are general rules, general rules on navigation, specific rules on navigation, general restrictions, emergency response, restrictions on navigation and penalties in consideration of the characteristic of Gyeongin Ara Waterway and regulations on navigation in major canals in the world.

While Internet promises ubiquitous access, it also creates a fundamental challenge to the traditional ownership toward digital assets traded in e-commerce market. Sharing digital information freely through shared networks leads to many untapped business opportunities, but uncontrolled digital asset transaction undermines many electronic business models. Thus, in this Internet age, proper protection and safe delivery of Intellectual Property (IP) and its representation as digital assets would be a crucial ingredient of building trust in upcoming e-business environment. In this paper, we give a general structural diagram of Intellectual Property Management and Protection (IPMP) and implement an IPMP prototype based on the RSA encryption algorithm and XrML (eXtensible rights Markup Language) WORK tags to show how proper protection and safe delivery of the intellectual property is achieved. This study concludes that IPMP mechanism may contribute significantly to the volume and quality of e-commerce market.

The Internet provides a new way of doing business, but ease of copying and of sharing valuable digital information illegally across the Internet undermine many viable business models. This paper investigates the Digital Rights Management(DRM) as a means to provide safe protection and proper delivery of digital contents through the Information highway. First, we briefly summarize the current endeavor of DRM technical development and standardization process held in key technical working groups. Then, the paper provides a generic architecture for a DRM framework and shows the implementation of a prototype of DRM system incorporating key conceptual and technical standardization development. This study emphasizes the importance of developing the DRM architecture that provides the proper protection and safe transformation of digital contents in electronic commerce.

Operating experience of the various components in the nuclear power plants has shown that a variety of degradation mechanisms can occur during operation. Therefore, the accurate lifetime evaluation and systematic management are very important for the safe as well as the economical operation of the nuclear power plants. In this paper, the characteristics of a total of 17 degradation mechanisms were reviewed and the plausible degradation mechanisms such as stress corrosion cracking, fatigue, irradiation embrittlement, and so on, were identified. Also, the lifetime evaluation technologies which have been developed for the application to the domestic nuclear power plants are described. In addition, a total of 48 aging management programs which have been established for the safe operation of the various components are explained.

The 9th Global Conference for Health Promotion has been held in Shanghai after 30 years of the first Global Conference for Health Promotion in Ottawa, Canada. In the conference, the delegated members of the countries declared 'Shanghai Declaration on promoting health in the 2030 Agenda for Sustainable Development.' In the declaration, the delegated members of country had agreed that health is one of the 'most effective markers' of any city's successful sustainable development and contributes to make cities inclusive, safe, and resilient for the whole population and 'health literacy' empowers individual citizens and enables their engagement in collective health promotion action. And in a parallel session 'Mayors Forum,' they had consensus for health city and they adopted 'Shanghai Consensus on Healthy Cities.' They recognized their political responsibility to create the conditions for every resident of every city to lead more healthy, safe, and fulfilling lives and to support the full realization of human potential and capabilities at all ages in the city environment.

In order to keep the school's environment safe and clean, it needs to have a regular control system. There are limits to the student's abilities on keeping the school safe and clean, therefore cleaning professionals and specialized companies are needed as well. In case of financial program, principals or chief administrations are in charge of school building's environmental management. And it might cause poor efficiency and imbalance of distributing works on business in their charge and there are limits to keep the school's environment. This paper prepares alternatives of effective school building managements to solve these problems.

This paper reflects on the ergonomical criteria for a humane working atmosphere in industrial buildings while respecting and paying close attention to the physical, mental, and stressful demands of the work environment. It describes effective construction codes and standards of practice and their importance in ensuring a safe environment for working people. Also addressed are the objectives for a productive work environment and its organization. The paper considers the significance of a proper working environment, the use of dangerous working materials, the use of proper ventilation, climate, and lighting to ensure that the productivity of the enterprise is met with common goals shared between employer and employee. The connection between the legal foundation and the design of industrial construction is the focus of this paper. It shows that the planning and executive persons are obliged to observe the relevant construction laws and regulations including standards and codes of practice. Additionally discussed are the possible solutions and consequences for development in the productional, constructional, and ergonomical fields of design.

"International Safety Management(ISM) Code" means the International Management Code for the Safe Operation of Ships and for Pollution Prevention as adopted by the Assembly, as may be amended by the International Maritime Organization. This Code have brought into force internationally since 1th July, 1998 by incorporated to the new Chapter Ⅸ in the SOLAS Convention. Accordingly those States which give effect to the SOLAS Convention will have to ensure that rules giving effect to the Code are introduced into their domestic legislation. The purpose of this Code is to provide an international standard for the safe management and operation of ships and for pollution prevention, by this to reduce the maritime casualty which could caused by neglect of person. To achieve this purpose the ISM Code specifies a number of broad 'safety management objectives' for owning or operation companies, and it requires that such companies should establish, implementing and maintain a written Safety Management System(SMS) covering a whole range of safety environmental and related matters. These requirements of the Code could effect on the carrier in some points such as duty of due diligence to care for cargo, due diligence to make the vessel seaworthy and burden of proof etc. In this respect, We should know that the ISM Code could effect on the carrier advantageously or disadvantageously subject to whether the carrier observed the requirement of the ISM Code. Although it does not add cause of liability or increase limitation of liability imposed to the carrier.

Aiming at reducing deaths and injuries involving construction crane operations, OSHA has recently updated its 40-year-old crane safety standards with new rules addressing the use of cranes and derricks in construction. The goal of this change in rule is to deal with the leading causes of fatalities related to crane and derrick operations. Employers in the construction industry are mandated to ensure that employees in the work zone are trained to recognize hazards associated with the use of the equipment and any related duties that they are assigned to perform. However, those responsible at construction sites for the supervision and management of safe crane operations often lack the integrated knowledge of the standards, regulations and best practices for conducting or supervising daily, monthly, or quarterly inspection of cranes. As such, proper planning, management and implementation of crane operations, including inspections are just as paramount to reducing accidents on the construction site. It is important that engineers responsible for the management and planning of crane operations understand the latest OSHA crane and hoisting standards to ensure a safer work environment is maintained. Many on site engineers overseeing crane operations do not have adequate training, experience, and knowledge of the inspection requirements to assess safe crane operation and too often rely on the crane operator's judgement. This paper highlights recent research effort in defining significant changes in new crane and hoisting standards and provides basis for safety construction operations.
