  • Since the major requisite of software production is manpower, the core element of the competitive power of software is also manpower. However, economic treatments and social status of software manpower are in a very unsatisfactory situation. While Korean government has been continuing to drive the policy to foster the local software industry, the most cultivating policies of software industry are adjusted to the focus to create the local market in software field, reinforce the global competitive power, and intensify the competitive basis of small and medium size business organizations. So it is true that manpower which is key players and core elements of the software industry, have been shunned by the government policy. The purpose of this study is to initiate the necessity of the policy for technical manpower in the software industry and to suggest a policy program to uplift the treatment of them. To achieve this purpose, this paper will analyze the structural relation between variables about software policy and suggest policy programs to improve the treatment of manpower in the software field.

A Study on the Actual State and the Cultivating Policies of the Package SW Industry (국산 패키지SW산업 실태와 육성방안)

  • The SW market has greatly growing up according as rapid progressing of the smart fusion, nowadays. But, the portion of Korea in the global SW market is no more than 2.2%. Especially, the portion of Korea's package SW is very much fragile than it of the global companies and lower than it of embedded SW in Korea. It is caused by weak competitiveness of Korea's package SW and the politic support of government is fainter than it of other SW kinds. So, this article will grasp the actual state of domestic package SW industry through data and case study, drew the improving problems of the package SW policy, and propose the cultivating policies of the package SW.

Derivation of Creative SW HRD Policy Using Analytic Hierarchy Process (계층분석을 활용한 창의적 SW인재양성 정책방향 도출)

  • The paradigm of SW industry has been rapidly changing into mobile and cloud technology environment. Research model based on PEST-SWOT analysis was employed to derive internal and external factors connected with PEST factors through analyzing the current status and problems of SW HRD system in Korea. Survey was conducted by 20 experts who are involved in SW companies, university, and R&D research institute using AHP(Analytic Hierarchy Process) model. The empirical result showed that SW fusion HRD, creativity-oriented university education in the field of software, global education and exchange, and revitalization of SW venture ecosystem are derived as policy visions of SW HRD for smart industry ecosystem. Another findings are that SW fusion HRD, revitalization of SW venture ecosystem, Job Creation through revitalization of SW start-up, Creation of coexistence between SW large enterprises and SMEs, creativity-oriented university education in the field of software, and global education and exchange are presented in order in terms of the importance of policy priority.

  • 지식경제부의 발표에 따르면, 세계 SW/IT융합 시장은 2010년 1.2조 달러에서 2015년 2조 달러, 2020년에는 3.6조 달러에 이르러 연평균 11.8%로 성장할 것으로 전망되고 있으며, 같은 기간 동안 세계경제성장률이 3~4%인 점을 감안한다면 이는 상당히 높은 성장률이라고 할 수 있다. 이러한 추세에 맞추어 세계 각국은 빠르게 확산되고 있는 SW융합 환경에서 자국의 경쟁력을 높이기 위해 정책적으로 많은 노력을 기울이고 있으며, IT인프라의 확산 및 고도화를 통해 정보 지식기반의 사회로의 발전을 꾀하고 있다. 국내에서도 SW기업의 성장기반 확대 조성 및 시장 환경 개선을 위해, 2010년 2월 제45차 비상경제대책회의에서 범부처 차원의 SW산업 육성방안을 담은 'SW 강국 도약전략'을 수립하여, 국내 SW산업의 체질을 개선하고, SW분야의 신시장 창출을 위한 SW 산업 생태계 재편, SW 융합 수요 창출, SW 인재양성, SW 기술역량 제고 등 4대 핵심전략과 12개 정책 과제를 제시하였다. 그러나 국내의 SW산업분야에 대한 정책적인 지원 투자는 약 10년을 넘은 수준으로, 상대적으로 초기수준인 SW산업의 글로벌 경쟁력 확보를 위한 체계적이고 전략적인 지원이 필요하다. 특히, 지역기반의 SW산업은 서울 및 수도권에 비하여 사업체의 수, 생산액 등 모든 면에서 열세이므로 지역의 경제 및 산업에 있어서 SW산업의 중요성을 재인식하고 이에 따른 발전전략을 추진할 필요가 크다고 할 수 있다. 본 연구에서는 그동안의 지역 SW산업 지원 사업의 문제점과 지역 SW산업의 기반 현황 및 여건분석에 해당하는 지역적 특성, IT SW 산업의 시장 규모, IT SW 산업의 GRDP 비중 및 기여도, IT SW 산업의 사업체 수 및 종사자 수, 국내 산업단지 현황, IT SW 산업의 가치사슬, 지역 지원정책 등 다양한 변수들을 고려하여, 정부의 광역경제권발전전략의 핵심인 지역별 선도산업을 중심으로 한 SW융합사업으로서 시너지 창출이 가능한 지역발전전략을 수립하고자 한다. 또한, 국내외 SW산업의 정책 및 성공사례를 조사, 분석하여 SW산업 육성을 위한 지역발전정책의 방향성을 도출하여 광역경제권 수요기반의 신규 정책 및 제안을 통해 선택과 집중에 의한 지역 SW산업 육성 전략을 수립하고자 한다.

  • 인공지능과 소프트웨어가 중요한 역할을 하는 시대가 되었고, 이를 학생들에게 교육하여 미래의 AI/SW 인재를 양성하는 것에 많은 관심이 집중되고 있다. 해외 주요국에서는 이러한 시대적 흐름에 맞추어 AI/SW 분야의 인재 양성을 위해 노력하고 있으며, 국내에서도 여러 부처에서 관련된 다양한 정책을 시행하고 있다. 본 논문에서는 SW교육 관련 소셜미디어와 언론 데이터를 수집하고 이를 분석하여 국내 AI/SW교육에 대한 시사점을 제시하려고 한다. 이를 위해 2014년부터 2018년까지 총 5개년도의 데이터를 수집하고, 네트워크 분석 방법을 활용하여 연도별 SW교육의 흐름, 주요 등장 키워드, 연관 검색어들을 파악하였다. 이를 활용하여 미래의 AI/SW 교육 정책 수립 및 개선을 위한 시사점을 모색해보고자 한다.

  • 국내 SW산업육성을 위해 SW융합을 통한 신시장 창출 SW산업의 글로벌 경쟁력 확보를 위한 체계적이고 전략적인 지원의 필요에 따라 본 연구에서는 국내 SW산업육성을 위한 성장유도 방향과 지원 사업분야를 도출하여 SW산업 지역동반 성장을 위한 신규 정책과제 도출에 활용하고자 하였다. 이를 위해 국내의 SW분야 지원 정책과 사업 현황을 조사, 분석하고 지원사업의 취약점을 분석하였다. 조사 및 분석을 통해 SW산업 육성을 위한 네 가지 측면의 성장 유도 방향과 10가지 지원 사업 분야를 도출하였으며 도출된 성장 유도방향 등에 대한 중요도 평가를 AHP 분석을 통해 실시하였다. 분석 결과 국가 SW정책의 상대적 중요도 평가 결과에서는 '지속적 추진체계확보'를 가장 중요한 것으로 평가되었고 10가지 사업분야에 대한 중요도 평가 결과에서는 '제품, 기술 개발 지원사업'이 가장 중요한 것으로 평가 되었으며 네 가지 성장유도방향의 중요도 평가결과에서는 '기술경쟁력 확보' 측면의 유도 방향이 가장 중요한 것으로 평가 되었다.

A Study on the Analysis of Power of Job Creation of SW Industry (SW산업의 일자리 창출역량 분석)

  • These days, job creation affair is the largest national affair. Although, this government has been persevering in one's efforts, job is not created easily. One of the reasons is the problem of statistics of the job and policy errors by this wrong statistics. This article's purposes are to examine the problems of statistics of the job as base of existing policy, and to analyze the power of job creation of various industries. Especially, this study will light up job creativity of SW industry which is more important than other area in the job creation.

  • In this study, we analyzed what factors parents have on the SW education willingness for the child. In order to design a structured model, we set the configuration of five variables; child's SW interest, recognition of SW policy, importance of SW competency, child's SW profession and willingness of SW education. We surveyed the parents who their children have SW education experiences. According to the results, mediating factors on parental commitment to their child's SW education was recognized SW-related jobs. SW-related job was worked the recognition of SW policy and the importance of SW capabilities as independent variables. In addition, SW interest of child affected an important independent factor.

  • Due to COVID-19, non-face-to-face cultures such as remote classes, remote work, and tele-medicine are spreading. The major contributors to the settlement of such a non-face-to-face society are small and medium SW companies and SW manpower. However, recently as large platform companies and foreign big tech companies hire thousands of SW manpower, SW small and medium-sized companies are experiencing a serious manpower shortage. Therefore, the purpose of this study is to suggest policy alternatives for SMEs to stably secure SW manpower and support continuous business operation. To achieve this purpose, this study examines the current status of the SW industry and manpower, then summarizes related issues and suggests policy alternatives to solve these issues. Those policies include the reinforcement of incentives to support manpower retention such as the Naeil Chaeum deduction system, youth housing union composition, special military service system, recruitment of manpower through the contract semester system of employment conditions, reinforcement of customized education through supplementation of the SW manpower training voucher system, SW field skill standardization, establishment of a governance system for nurturing SW manpower, preparation of countermeasures against the outflow of manpower to large companies, and a win-win cooperation program for large and SME SW manpower.

  • Today's ERP system has become a core system of IT·SW that not only supports and manages enterprise resources efficiently, but also encompasses major business tasks. In other words, the ERP system is an essential strategic element for the survival of a company as a powerful means to innovate the management of an organization. This study analyzed the impact on the utilization of IT·SW from the perspective of the entire organization's process without limiting the performance evaluation of the ERP system itself, which is a core system of a company. The measurement data for evaluating the performance of the ERP system was the 2018 domestic company IT·SW utilization survey result report (subject to survey : 3,017 domestic companies with 10 or more employees). Based on this data, this study analyzed the impact of the ERP system on the entire enterprise's IT·SW utilization. In particular, attention was paid to whether there would be a difference in the use of IT·SW if the type of ERP system introduction was changed through the improvement of the business process of the company. Multiple regression analysis was performed using the statistical package SPSS 25. As a result, among the ERP system introduction types, the greatest degree of (+)influence on the company's IT·SW utilization is when the ERP package SW or ASP service is used as it is. Although the difference is insignificant, the second case was to build an ERP system through self-development or outsourcing, followed by customizing the package SW or system through self-development or outsourcing. Through the results of this study, it is expected that the organization will improve the business process and use the standard ERP package SW as it is without modification, thereby effectively enhancing the use of IT·SW of the company and leading to management performance.
