A Study on the Review and Countermeasure for 2010 Amended Convention of the STCW (2010년 STCW 개정협약의 주요 내용과 교육계의 대응)

  • The international convention on standards of training, certification and watch-keeping for seafarers, 1978(1978 STCW convention) has been established as a minimum standard and competence of seafarers, and contributed to reduce marine accidents caused by human errors. The convention has been partly amended several times according to environmental change of ship's operation and there were comprehensive revisions in so called 1995 amended STCW convention. In these years, ships are in tendency of increasing size and speed, and also adopted high technologies. These kinds of changes brought STW sub-committee up for discussions to modify the convention to cope with new environments from the year of 2006. As the result, major amendaments to STCW convention have been adopted at a diplomatic conference in Manila, Philippine in June 2010, thereby new global standards will be in force to train and certify seafarers to operate technologically advanced ships before long. This paper is to introduce major amendaments such as ship's security, ECDIS and leadership etc. in this Manila amendments and to clarify some articles to be adopted in programs for education and training of seafarers in Korea.

  • IMO adopted comprehensive revisions to the International Convention and Code on Standards of Training, Certification and Watchkeeping (STCW) at diplomatic conference in Manila, Philippine in June 2010. In Korea, the legal amendment of Korean Marine Officers Act has been proposed to apply revised STCW convention to The Korean Law. The Korean Marine Officers Enforcement Ordinance Act currently working on follow-up and this legislation was passed in Legislation and Judiciary Committee. This thesis would like to look into the current status of how to apply the Electro-Technical Officers standard and license system from the Korean Marine Officers Act to be revised. Also, This study aims to effectively improve for Korean Marine Officers Enforcement Ordinance of Electro-Technical Officers system and to provide the policy proposal.

  • This paper reviews the implementation of the STCW 78/95 in the Philippine MET including the effects of the revised 2010 Manila Amendments. It discusses the country's maritime environment and the structures, quality of maritime education in the country and the effects on the maritime human resource. Among the various resolutions adopted at the conference, the standards of training and certifications, and promoting skills and competency will be more emphasized in this report. These will be compared with the existing curriculum mandated by CHED and upgrade STCW trainings advised by MTC for maritime institutions. A brief comparison and analysis with other Asian countries' maritime training shall be offered. The recommendation pinpoints to the weaknesses of the present maritime regimes in certification and evaluation of maritime institutions. It concludes with the need to have mutually acceptable evaluation standards in view of developing a competent human resource for the future.

  • This study begins with investigation of the purpose and background of the International convention on Standards of Training, Sertification and Watchkeeping for seafarers 1978, London(STCW) which will be put into force on and after 28th April 1984. Author tried to confirm those common points on requirement of the qualifications between the radio officer regulated it. the STCW Convention and radio communications between the radio officer regulated in the STCW convention and radio communication operator's general certificate in the Radio Regulations annexed to the International Telecommunication convention. Then, Japanese communications administration is taken as a model for the comparative analysis, as Japan and Korea have many resembling aspects, especially legal and social aspects. Therefore, as one of urgent tasks of Korean Communications Administration preparing for the STCW convention, Istressed on partial amendment of the Korean Radio Regulatory Act.

A Study on the amendment of regulation of Korean Seamen's Act to exempt the seafarers who have completed advanced safety refresher training from basic safety refresher training (선원법상 상급안전 재교육 이수자의 기초안전 재교육 면제 규정의 개정에 관한 연구)

  • It is provided that seafarers qualified in accordance with STCW(International Convention on Standards of Training Certification and Watch-keeping for Seafarers) convention and code in safety training shall be required, every five years, to provide evidence of having maintained the required standard of competence, to undertake the tasks, duties and responsibilities listed in Chapter VI, section A-VI/1 of the STCW Code A. Every party to the STCW Convention has amended the relevant national regulations according to the above international convention and code. These amended Seaman's Act require the updating safety training which is only five years valid for existing seafarers serving onboard ship on international voyage. And above specified existing seafarers must, as of the 1st January 2017, have documentary evidence of either having completed the training course or updated their training within the last 5 years. In relation to the above international trend, the Korean Ministry of Oceans and Fisheries also has completed an amendment to its Seaman's Act. But, the Korean Seaman's Act has a supplementary provision to exempt the seafarers who have completed STCW advanced safety training from basic safety training. The purpose of this study is to define the problems of above mentioned exemption provisions and to make better policies for improvement. In order to complete the purpose, the research team has conducted an in-depth survey of various foreign cases on STCW safety training. Moreover, the team has suggested an improvement scheme in consonance with Korean shipping industry and society through out this report.

  • LNG 선박의 급증에 의한 승무원 심각한 부족현상에 대비하여, IMO에서는 STCW의 전면 개정 등의 대응방안을 마련하고 있다. 이러한 국제기구의 대응은 물론 향후 최대 수입국이 될 것으로 예상되는 미국연안에 들어오는 전 LNG 선박의 미국적 선화를 목표로 하는 법안을 승인하는 등 LNG 선박의 안전과 보안으로 인하여 세계 LNG 해운에 있어서의 커다란 변화가 예상된다. 한국해양대학교에서는 이러한 변화의 물결에 발 빠르게 대처하고자 아시아 LNG 교육훈련센터의 설립과 함께 IMO 및 미국의 해양대학들과의 회의를 통하여 대응방안을 검토한 바 있다. 이 발표에서는 LNG 인력양성을 위한 국제적인 동향을 살펴본 후, 이러한 국제적 변화의 물결에 대비하기 위한 방안에 대하여 설명하고자 한다.

  • This study beings with investigations of the purpose and background of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers of 1978 stipulated in London(STCW Convention) which will be put into effect internationally on and after the 28th April, 1984. I tried to confirm those common points on requirements of the qualification between the radio officer regulated in the STCW Convention and the radiocommunication operator's general cergifications administration is taken as a model for the comparative analysis, as Korea and Japan have meny similar aspects, especially legal and social aspects. Therefore, as one of urgent tasks of Korean Telecommunications Administraion preparing for the STCW Convention, I stressed on the partial amendment of the Radio Law. The gist of major amendment proposed is as follows : (1) to introduce a new system on the radio operator for ship stations. (2) to adapt the general cergificate of radiocommunication operator. This year, 1983, was proclaimed World Communications Year (WCY'83) by the U.N to provide the opportunity for all countries to undertake an in-depth review and analysis of their policies on communications development. In this regards, there must be a stimulation for the accelerated development of Communications Infrastructures in Korea.

  • In 2010 the Manila Amendments established the highest practicable standards for officers and engineers. This amendments includes knowledge, understanding, skills, and proficiency required for a deck officer in terms of the BRM (Bridge Resource Management) to reduce human errors, stated in the International Convention on Standards of Training, Cerification and Watchkeeping for Seafarers (STCW). This paper proposes a proper direction to improve BRM education program in Korea. In relation to the BRM program, its contents and education method were analyzed through the satisfactions survey for cadets and the experienced officers. As a consequence, this research gives several suggestions to improve the current BRM course.
