A Study on the Priority Analysis of Government Support Policies for SOx Emission of Ships

  • IMO has enacted a convention that air pollution due to emissions of ships and sulfur oxides emissions should be significantly reduced by 2020. Based on the current support policies, this work intended to draw up the government support plans required by the shipping companies. Analytic Hierarchy Process analysis was done with factors derived from brainstorming and literature studies. The analysis results showed that the cost factor was generally the most important criterion and the Financial Aid was relatively more important within this cost factor. The policy implications for the regulation of sulfur oxides emissions was provided.

인천항의 대기오염물질 배출량 산정 연구 (A Study on Estimating Air Pullution in the Port of Incheon)

  • 세계보건기구(World Health Organization, WHO), 경제개발협력기구(Organization for Economic Cooperation and Development, OECD)등 국제기구 및 주요 선진국에서는 대기오염의 심각성을 인지하고 있다. 또한 국제해사기구(International Maritime Organization, IMO) 등의 국제기구에서도 선박에서 발생하는 대기오염을 감소시키 위해 다양한 규제를 시행하고 있다. 이러한 국제적인 흐름에 따라 국내에서도 「항만지역등 대기질 개선에 관한 특별법」(이하 특별법)을 제정하며, 항만에서 기인하는 대기오염을 감소시키려는 노력을 보이고 있다. 특별법의 목적은 항만지역 등의 대기질을 개선하기 위하여 종합적인 시책을 추진하는 것이다. 본 연구는 이러한 정책적 움직임에 맞추어 항만에서 기인하는 대기오염물질 배출원별 배출량을 파악하여 정책의 우선순위 설정에 기초자료를 마련하고자 하였다. 이를 위해 선박, 차량, 하역장비, 하역/야적재비산먼지, 도로재비산먼지, 철도 6개 부문으로 분류하여 분석을 시행하였으며, 유럽환경청(European Environment Agency, EEA)과 미국환경보호국(United States Environmental Protection Agency, EPA)에서 제시하는 방법론을 이용하였다. 분석대상 오염물질은 일산화탄소(CO), 질소산화물(NOX), 황산화물(SOX), 총부유물질(TSP), 미세먼지 및 초미세먼지(PM10, PM2.5), 암모니아(NH3)를 대상으로 분석하였다. 분석결과 총 7,122톤의 배출량이 발생한 것으로 나타났다. 물질별로는 NOX가 5,084톤으로 가장많은 비중을 차지하는 것으로 나타났으며, 다음으로 CO(984톤), SOx(530톤), TSP(335톤)의 순으로 나타났다. 배출원 별로는 선박이 4,107톤으로써 가장 많은 비중을 차지하며 다음으로 차량이 2,622톤으로써 높은 배출량을 보였다. 이는 각각 전체 배출량의 57.6%와 36.8%로써 항만 대기오염을 유발하는 주요원인으로 판명되어 이들 배출원에 대한 대책이 필요함을 시사하였다.

  • With the significant growth of the number of vehicles environmental problems is raised. NOx SOx, and PM emissions in diesel powered vehicles are larger than that in gasoline because the development of pollutants reduction techniques has not been yet achieved. So it is need to develop after-tratment or to convert into alternative fuel to satisfy emission regula-tion. Among the after-treatment systems to reduce the diesel emissions studies with diesel oxidation catalyst(DOC) are done greatly. In this study using DOC reduction efficiency with the change of temperature and catalyst loading was calculated through measurements of CO, HC, PM. and SOX.

제철제강시설의 대기오염물질 배출특성 및 배출계수 산정 (Emission Characteristics and Coefficients of Air Pollutants in Iron and Steel Manufacturing Facilities)

  • Objectives: This study was conducted to identify the emissions characteristics of total particulate matter (TPM), fine dust (PM10, PM2.5), and gaseous pollutants (SOx, NOx) in iron and steel manufacturing facilities in order to investigate emissions factors suitable for domestic conditions. Methods: Total particulate matter (TPM), fine dust (PM10, PM2.5), and gas phase materials were investigated at the outlet of electric arc furnace facilities using a cyclone sampling machine and a gas analyzer. Results: The concentrations of TPM ranged from 1.64 to 3.14 mg/Sm3 and the average was 2.47 mg/Sm3. Particulate matter 10 (PM10) averaged 1.49 mg/Sm3 with a range of 0.92 to 1.99 mg/Sm3, and the resulting ratio of PM10 to TPM was around 60 percent. PM2.5/PM10 ranged from 33.7 to 47.9% and averaged 41.6%. Sulfur oxides (SOx) were not detected, and nitrogen oxides (NOx) averaged 6.8 ppm in the range of 5.50 to 8.67 ppm. TPM emission coefficients per product output were in the range of 0.60 to 1.26 g/kg, 0.13 to 0.79 g/kg for PM10 and 0.12 to 0.36 g/kg for PM2.5, and showed many differences from the emissions coefficients previously announced. An emissions coefficient for NOx is not currently included in the domestic notices, but the results were calculated to be 0.42 g/kg per product output. Conclusions: Investigation and research on emissions coefficients that can reflect the characteristics of various facilities in Korea should be conducted continuously, and the determination and application of unique emissions coefficients that are more suitable for domestic conditions are needed.

Comparative Economic Analysis on SOx Scrubber Operation for ECA Sailing Vessel

  • The IMO (International Maritime Organization) has mandated the restriction of SOx emissions to 0.5 % for all international sailing vessels since January 2020. And, a number of countries have designated emission control areas for stricter environmental regulations. Three representative methods have been suggested to cope with these regulations; using low-sulphur oil, installing a scrubber, or using LNG (Liquefied Natural Gas) as fuel. In this paper, economic analysis was performed by comparing the method of installing a scrubber with the method of using low-sulphur oil without installing additional equipment. We suggested plausible layouts and compared the pros and cons of dif erent scrubber types for retrofitting. We selected an international sailing ship as the target vessel and estimated payback time and benefits based on navigation route, fuel consumption, and installation and operation costs. Two case of oil prices were analyzed considering the uncertainty of fuel oil price fluctuation. We found that the expected payback time of investment varies from 1 year to 3.5 years depending on the operation ratio of emission control areas and the fuel oil price change.

Development of Marine Emission Control System on NOx and SOx through Seawater Electrolysis

  • In marine air pollution control, SCR (Selective Catalytic Reduction) is reconized as the most effect method to control NOx, but on the other hand. seawater scrubber applying the basic characteristic that is naturally alkaline (pH typically around 8.1) is viewed as an economical SOx removal system at present. Especially, seawater scrubber would not be necessary to follow any of the various land based flue gas desulfurization methods. i.e. wet, dry or alkali scrubbing. However, these methods are not readily adaptable to marine conditions due to the quantifies of consumables required i.e. lime or limestone, the means of operation and the commercial availability. This research is undertaken to develop a new method as the main target of eliminating all exhaust emissions, particularly vessel, because of easy access to seawater and apt to apply a wet scrubber system. First, using the acidic seawater by seawater electrolysis, nitric monoxide(NO) is adequately oxidized to nitric dioxide $(NO_2)$by ClOx-in the acidic seawater, the electrolyzed alkaline seawater by electrolysis which contains mainly NaOH together with alkali metal ions $(i.e\;Na^{+}\;K^{+},\;Mg_{2}\;^{+},\;Ca_{2}\;^{+})$, is used as the absorption medium of NOx, the SOx are absorbed by relatively high solubility compared to other components of exhaust pollutants. The results found that the NOx and SOx removals could be achieved nearly Perfect.

탈질 스크러버 폐 세정액에 포함된 질안석회 추출을 위한 응집제 적용 연구 (Study on Coagulant Application for Calcium Ammonium Nitrate Extraction of Denitrification Scrubber Waste Cleaning Solution)

  • 현 국제해사기구(IMO)에서의 선박엔진에서 발생되는 NOx와 SOx 등의 연소 가스 배출에 대한 규제 강화에 따라, 발트 해 연안을 지나는 모든 선박들은 배출되는 연소가스 저감장치를 장착해야 된다. 국내에서도 IMO의 규제에 따른 NOx와 SOx를 저감장치를 개발하고 있으며, 그중에 대표적인 장치인 Scrubber는 세정액으로 암모니아수와 요소수를 사용하게 되고 사용된 폐 세정액에는 NOx와 SOx와 반응한 질산암모늄과 황산암모늄이 포함되어 있다. 본 연구에서는 폐 세정액이 포함하고 있는 유용한 부산물을 유기용매를 사용하는 염석법을 적용하여 회수하였다. 질산암모늄과 황산암모늄의 회수방법과 질안석회를 추출 후 회수된 부산물의 정성분석을 위하여, FT-IR 분석을 통하여 물질의 정성적 특성과 화학적 조성을 평가해 보았다. 한편 응집제를 투입하여 질안석회를 침전시켜 비료상의 물질로 회수하였다. $FeSO_4$ 응집제와 $CaCl_2$를 응집보조제로 사용하고 입자의 크기를 키우기 위해 $CaCO_3$를 사용하였다.

  • It is reported that we are facing the serious environment pollution difficulties such as acid rain, green house effects, etc. The gaseous matter CO, NOx, SOx, VOCs which are regarded as main factors for these current pollutions are mainly emitted from power plants and vehicles. Therefore several leading countries are regulating the related laws strictly, especially exhaust emissions from a Diesel engine without an after treatment device. The Objective of this study is to find out NOx removal characteristics focused on emissions of a Diesel engine using radical at each engine speed and load. It is generated from outer air and put into a mixing chamber in the end of exhaust line. In addition, the optimum temperature condition to activate reaction by radical is experimentally carried out. Concentration of exhaust emissions is analyzed from the gas anlayzer(KaneMay) and FTIR to estimate by-products.

연안의 선박오염배울을 포함한 부산지역의 대기오염물질 배출량 산정 (An Emission Estimation of Pollutants Including Ship Sources in the Pusan Metropolitan Area)

  • In recent years emissions of pollutants from ship sources, especially NOx and SOx, is controlled by IMO(International Maritime Organization). The emissions of pollutants from ship sources in Pusan is considerably large, because the number of ship's coming and going in Pusan port is larger than that of other ports in Korea. Since Pusan is under the strong influence of land-sea breezes, pollutants emitted from ship sources will be transported into the inland. Control of emissions from ship sources is required to devise effectively the policy of air quality management in Pusan. Therefore this paper considered the present condition of total pollutant sources and emission characteristics including in coastal urban area.

인천항 하역장비 대기오염물질 배출량 산정 연구 (An Study on Estimating Cargo Handling Equipment Emission in the Port of Incheon)

  • 최근들어 항만도시에서의 대기오염이 심각한 문제로 대두되고 있다. 그러나 항만의 하역기계에서 배출되는 온실가스는 선박, 트럭 등 타 수단에 비해 상대적으로 주목받지 못하였다. 본 연구에서는 인천항에서 디젤엔진으로 가동되는 하역기계로부터 배출되는 대기오염물질 배출량을 산정하였다. 이를 위해 각 항만하역사로부터 2017년 기준 하역장비의 대수, 제원, 가동시간 등 활동자료를 수집하였다. 분석 결과, CO 105.6톤, NOX 243.2톤, SOX 0.005톤, PM 22.8톤, VOC 26.0톤, NH3 0.2톤이 발생한 것으로 나타났다. CO와 NOX의 배출은 하역기계 전체 배출량의 87.71%를 차지하였으며, 크레인, 지게차, 트랙터, 로더의 배출량이 하역기계 전체 배출량의 84.79%를 차지하였다. 또한 노후화된 디젤엔진을 장착한 하역기계가 주 배출원임을 규명하였다. 분석된 대기오염물질 배출량 수치는 하역기계에 의한 항만 대기 오염의 심각성을 나타내며, 다음과 같은 친환경장비 도입이 시급함을 시사한다. 첫째, 오래된 디젤 장비의 LNG연료 또는 전기장비로의 교체가 필요하다. 둘째, NOX의 배출을 감소시킬 수 있는 선택적환원촉매(SCR)와 같은 후처리장비의 사용이 필요하다. 향후 체계적이고 공식적인 국가 대기오염배출 인벤토리 정립 방법을 설정하고, 매년 하역기계에서 배출되는 대기오염물질 배출량을 모니터링 및 평가하는 것이 필요하다.
