  • SMBA (Small and Medium Business Administration) and TIPA (Korea Technology and Information Promotion Agency for SMEs) have operated the Business Innovation Platform for SME Informatization based on cloud computing technology with the cooperation of seven industry cooperatives since 2013. This project will evolve into the open market platform where service providers and users voluntarily participate and transact. This research conducts the literature review about the concept of open market and the empirical analysis through survey for the software providers and the future users regarding the future operation methods. The policy about how the open market strategy for the business innovation platform needs to be designed and implemented are organized as the three differentiated government support strategies. The first is to provide free IT services including specialized core operation support S/W which is developed only for the small or home office group of firms which lack minimal informatization capability and budget. The second is to augment IT platform service through incorporating ERP supplier initiated commercial S/W sales window for those firms having medium level informatization capability. This includes to provide IT support for customization and system integration with existing government subsidized S/W. The third is to provide upgrading services of existing S/W functions to facilitate better system utilization. The results provide useful insight for government role to enhance SME competitiveness using IT.

  • Using a multinomial logit model with the panel-data set of Vietnam manufacturing firms, this paper investigates the impacts of foreign direct investment (FDI) - small and medium enterprises (SMEs) linkages and other factors on SMEs' participation in the global value chain (GVC). We consider GVC firms are those engaging in any of the three modes including (i) using domestic inputs to export (D2E), (ii) using imported inputs to produce for the domestic market (I2P), (iii) using imported inputs to export (I2E). We discover that FDI-SME linkages statistically encourage Vietnamese SMEs to integrate into the GVC via I2P and I2E, while no statistical association between FDI-SME linkage and D2E participation is found. GVCs participation likelihood is also positively correlated with the introduction of new product introduction. The establishment of firms' production facilities in industrial zones and foreign ownership are both reported to be significantly decisive factors to SMEs' decisions on GVC participation. Besides, there is a strong association between firms' attributes, i.e. employment, capital intensity as well as financial access, and their participation in the GVC. Local governance quality (proxied by the Provincial Competitiveness Index) and the share of skilled labor at the province-level can facilitate firms' integration into GVCs, while greater market concentration may be a hurdle to such potential.

To improve quality. productivity and competitiveness through information in the fields of SMEs particularly having difficulties under rapidly changing business environment. the government has operated "SME Information Support Project" for the past 8 years. The methodology for developing the standard for this project known as EISDM (Enterprise Information System Development Methodology) provides communication between IT businesses and SMEs participating in this project. and standardized output document formats and how to make out such documents. Infortunately. the number of personnel partaking in the development project for SMEs is no more than 2~4 per site on average. Further. they are required to complete demand analyses. development. testing and operation in about 6 months. which is a very short period. Moreover, there is too much demand for documentation, which is likely to end up being formal work process just for supervision and inspection. That is, the documentation could be for noting but documents. which will prove useless outputs after the project finishes. Therefore, this study proposes an improvement approach as an information system development methodology taking into account SMEs' characteristics and environment so as to relieve developers from such excessive burden of documentation, to save time and resources through efficient management of software development as the original purpose of the methodology, and to produce required quality software.

After an in-depth literature review, researchers framed a semi-structured questionnaire with open-ended questions for collecting responses from managers working in 40 Indian SME's representing five key economic sectors. The collected data was analyzed, and themes were encoded using the NVivo 11 computer-assisted qualitative data analysis software. Content analysis was used to analyze the data collected with the semi-structured interviews. This study identified five key themes and 12 subthemes illustrating the key advantages and challenges as perceived by the managerial leadership of SMEs. The five key themes identified in this study include integration of data and services, the creation of new functionalities, privacy and security, financial and technological challenges, and organizational challenges. The results of this study will benefit the organizational leadership of SMEs in planning and developing their short-term and long-term information systems strategies and will enable SME leaders to make optimal use of their information technology assets, improving the productivity and competitiveness of the firms. Web 3.0 technologies are considered as emerging technologies, so the advantages and challenges of using these technologies for SMEs have not been explored in the context of emerging economies, such as India.

  • This study focuses on the influence of followership on leadership and empowerment, and to verify based on the control variables taken in IT SME's to enhance competitiveness through innovation and improvement plan that have been taken. Because there can be a lot of information to be taken, the laws of Moderated Regression Multiple analysis(MMR) were used. Amos, due to the moderating effect of Structural Equation Modeling(SEM) has been employed to re-verify the results seen with Moderated Regression Multiple analysis. The paper focuses on determining whether transformational leadership or transactional leadership is effective as shown by the levels of empowerment derived from these two types of leadership under study. As a result, both the Moderated Regression Multiple analysis and structural equation model searched information on transformational and followership for empowerment having moderating effects. In the Moderated Regression Multiple analysis, results showed that empowerment for leadership in business in the regulation of followership role appeared not to be seen. However, using the structural equation modeling, moderating effects have been found.

  • Purpose - This paper attempts to derive effective performance-reward strategies for SMEs to raise the valence for their employees while using their relatively limited resources, which is one of the primary concerns raised by SME CEOs. Research design, data, and methodology - This paper draws on the four question items such as the financial/direct factors, the financial/indirect factors, the non-financial/direct factors and the non-financial/indirect performance-reward factors to shed light on the most important factors and aspects that need improving, using the AHP and IPA. Results - The overall findings on the SMEs' performance-reward factors of interest here are indicative of the need for rectifying their performance-reward systems. Conclusions - SMEs' performance-reward factors of interest here are indicative of the need for rectifying their performance-reward systems. In particular, despite the fact that SMEs can hardly offer high wages or bonuses as large enterprises do, the expectancy theory suggests it is better to reward employees as per a valid common system, while the equity theory underscores the need to maintain and reinforce the fairness in distribution, procedures and interactions.
