A study of successful SISP(strategic information system planning): focused on organizational context (성공적인 전략정보시스템 계획(SISP)수립을 위한 연구 - 조직적 배경을 중심으로-)

  • SISP(strategic information system planning) is an important part of IS management. Through it, organizations establish effective long-term use of IS and ensure their support of organizational objectives. This entails establishing priorities for implementation of new applications, developing policies and procedures for managing the IS function and IS services, and construction of information architecture. Many studies have tried to improve SISP practice by discussing planning problems, identifying factors critical to the success of planning efforts, and providing methodologies for carrying out the process. Others tested the appropriateness of formal SISP under varying contextual circumstances and examined a number of contextual variables for their effects on SISP practice and its effectiveness. In this paper, the two criteria(the improvement of planning capabilities and the fulfillment of planning objectives) of successful SISP will be given and the relationship between organizational variable(IS-present role, IS-future role, formalization, time horizon) and improvement of planning capabilities will be analyzed. And then the relationship between improvement of planning capabilities and fulfillment of planning objectives will be examined. Specific description about the purpose of this study is as follow: (1) What are the determinants of successful SISP? (2) Which contextual factors are important and how strong are their influences to the improvement of planning capabilities? (3) How important is the improvement of planning capabilities to the fulfillment of planning objectives?

A Study on the Evaluation Model of Strategic Information Systems Planning (정보시스템 전략계획 평가모형에 관한 연구)

  • Strategic Information Systems Planning(SISP) has gained considerable interest among researchers and practitioners in recent years Which has instigated various related research. Neverthless, only 24 percent of the projects recommended as a result of SISP are ultimately performed. This statistics raise the questions for the need of SISP. This study provides the framework that may enable SISP to be more effectively utilized by studying factors for consideration from the review of pertinent literature. These factors will then be validated by case studies of domestic companies and by simultaneously inducing key characteristics and solutions of SISP. The result of the study indicate some inconsistency between literal factors and the case study. The factors added through case study were considered to be actual factors of SISP. This study emphasized the role of the senior manager, the quality of the implementation of the state plan, change management and the capability of the planning team. As a key characteristics of domestic companies considered was the general lack of ability to collect and analyze data. In addition, the domestic companies have little consideration of the organizational contingency factors.

  • Recently, strategic information systems planning (SISP) has emerged as one of the necessities in 15 activities and organizational operations as a whole. Although various SISP researches have been done, in few studies have attention been given to the process employed in organizations to plan and implement SISP. To address SISP problems in terms of the process-oriented view, this paper employs a dynamic viewpoint on the basis of innovation-process model As a result of in-depth interviews with IS managers of nine Korean banks, this research found slightly different problems appear in each stage of the process. While problems cited in prior researches were observed, new ones are also appeared such as "finding out relative outsourcers" "political problems between functions which lead the process and others which alienated," the "necessity of steering committees, etc. Meanwhile, problems such as "top management concerns" or "cost," which suggested as significant problems in prior researches, appeared relatively insignificant This study has limitations as a qualitative and exploratory one. However, in view of further studies, the linkage between SISP practices and innovation process theory will allow researches linking characteristics of both fields. Furthermore, researches which view the SISP process as a comprehensive knowledge transfer process will be possible.

  • The recent fast change of information technology and business environments has led to increasing effort to achieve the business goals by using company resources effectively and efficiently Strategic Information Systems Planning is the first and significant step support the objectives. However, the present situation is that the SISP works are performed only by the methodological process of some chosen consulting house without a full considerations of organizational environment and system development characteristics. So, this study's purpose is to improve SISP works by observing the organizational environment factors through planning cases. This paper is composed of investigating the organizational characteristics and the additional problems from the analysis of three cases on the basis of 12 organization context factors founded by previous studies. And the conclusive part presents the organizational considerations according to each planning steps. This works will be used framework of SISP on the contrary previous studies only found organizational factors related to SISP works by questionary research methods. The more fundermental and multi-dimentioned researches is to be expected as more enterprises perform SISP works.

  • For many organization, a strategic information systems planning (SISP) continues to be a critical issue. This paper is an empirical study of what is being done in Korea with respect to SISP. A survey questionnaire was mailed to the major 1000 Korean companies. In this research, the experiences of 51 companies contribute the SISP practices including the success factor of SISP. Forty-three percent of the respondents indicated that their companies undertook some form of SISP. We also compared finding with the state of SISP practices in Singapore.

  • Strategic information systems planning (SISP) remains a critical issue of many organizations and also the top IS concern of chief executives. Therefore, researchers have investigated SISP practices and tried to improve a methodology. Among the various issues of SISP, systematically determining subject database groupings and fully automating the processes are important aspects. This study presents an alternate methodology using a statistical technique, a variable clustering approach, and systematic rules for determining database groupings, which can be fully automated. This methodology provides a strong theoritical justification as well as systematic and simple criteria for database groupings, enhanced interpretability of the output, and would be easy to include in CASE software application.
