Policy of Surging Investment to Early Startups Via Boosting up SAFE in Korea (창업초기투자 촉진을 위한 한국형 SAFE 활성화 방안에 대한 연구)

  • This paper put the goal on boosting up early startup investment by delivering and positioning SAFE as the main early startup investment type in Korea. In particular, this paper proves the better fitting of SAFE as to the early stage of venture investment than these of Convertible Note. This paper as referring the previous studies of SAFE as the major keystone issues determining active SAFE applying (legal positioning issue, tax treatment issue, failure of inducing the following investment with uncertainty over maturity) proposes boosting up policy of Korean SAFE. First, as to accounting treatment of SAFE, it suggests SAFE to recognize legally as "the capital" on the Korean Venture Investment Act of introducing SAFE actively as venture investment type. Second, as to tax treatment issue, it proposes on amending venture indication rule as the best alternative of resolving tax issue by accepting SAFE as the investment meeting to venture investment requirement. Third, as benchmarking foreign cases, it delivers the method of modifying foreign SAFE Contract Format by adding up more clauses about safety vehicles against the failure of the following investment and fixing maturity date and event. Ultimately, all resolutions of this paper fall on highlighting the role of Korean Venture Investment Act and Ministry of SMEs and Startups.

  • 원격 백업 시스템은 주 시스템에서 재해가 발생했을 때 주 시스템의 데이타를 안전하게 복구하고 서비스를 지속적으로 유지시켜주기 위해 원격지에 주 시스템의 복사본을 두는 시스템이다. 주 시스템과 백업 시스템의 데이터를 동일하게 유지하기 위한 정책으로 1-Safe 방식과 2-Safe 방식을 들 수 있다. 1-Safe 방식은 주 시스템에서 트랙션을 완료한 후 백업 시스템에 완료 트랜잭션의 결과를 반영하는 방식이고, 2-Safe 방식은 트랜잭션이 주 시스템과 백업 시스템에서 동시에 완료하는 방식이다. 1-Safe 방식은 주 시스템에서 트랜잭션 처리 시간이 빨라진다는 장점을 갖지만, 재해가 발생했을 경우 백업시스템에 반영되지 않은 완료 트랜잭션이 존재할 수 있다는 단점을 갖는다. 이와는 달리 2-Safe 방식의 경우 트랜잭션 처리 시간은 증가하지만, 주 시스템과 백업 시스템 두 곳에서 동시에 완료 트랜잭션의 안정성이 보장된다는 장점이 있다. 본 논문에서는 완료 트랜잭션의 안정성을 보장하는 2-Safe 방식을 위한 최적화된 트랜잭션 완료 프로토콜인 O2PC를 제안한다. O2PC는 주 시스템과 백업 시스템간에 메시지 전송 오버헤드와 로그 기록 오버헤드를 최소화함으로써 2-Safe 방식의 성능을 개선할 수 있다는 장점을 갖는다.

Structural Performance of RC Frame with SAFE Damper (SAFE댐퍼 보강골조의 구조성능 실험적 평가)

  • SAFE damper is a hybrid damper which is comprised of a friction damper and a metallic damper. These two dampers combine to resist external energy in stages. Under minor earthquake loads, the friction damper operates alone. However, the friction damper and metallic damper dissipate the energy together when a severe earthquake occurs. In comparison with other methods for seismic retrofitting, the SAFE damper has many advantages. The SAFE damper doesn't cause damage to façade of the building, and the construction period can be reduced when retrofitting. This paper describes experiments evaluating the structural performance of the SAFE damper. From the results, it was found that the structural performance of a conventional RC bare frame can be significantly improved by the installation of the SAFE damper.

  • Purpose: Safety of humans is an important factor that affects health overall, and injuries are one of the major public-health problems in the world. The purposes of this study were to describe the International safe Community movement which contributes to the injury prevention and safety promotion all over the world, and to identify out the application and developmental strategies for Korea. Methods: A review was done of previous research, reviews, and reports on the history, concepts, basic principles, and recommendations for actions of the Safe Community. Results: For this study, the application strategies of the International Safe Community movement in Korea were examined to deduce the strengths of the safe Community program. Community-based injury prevention work according to the International Safe Community model is a successful and cost-effective way of reducing injuries in the community. Conclusion: Through the International Safe Community program, communities are able to realize a healthy community and achieve improved quality of lives for the people, which is the ultimate objective of the Safe Community model. In addition, it will contribute to the economic vitalization and gain through energy and enhancement of productivity of people.

  • In this paper, for using emerging patterns to define and analyze the significant difference of safe and non-safe power load lines, and identify which line is potentially non-safe, we proposed an incremental TFP-tree algorithm for mining emerging patterns that can search efficiently within limitation of memory. Especially, the concept of pre-infrequent patterns pruning and use of two different minimum supports, made the algorithm possible to mine most emerging patterns and handle the problem of mining from incrementally increased, large size of data sets such as power consumption data.

Analysis of Knowledge, Attitudes, Practices, and Educational Needs for Safe Medication Use in Pregnant or Breastfeeding Women: A Questionnaire-Based Study (임신·수유부의 안전한 약물 사용에 대한 지식, 태도, 행동 및 교육 요구 분석: 설문지 기반 연구)

  • Objective: There is a growing interest in the safe use of medications in pregnant and breastfeeding women. Therefore, the purpose of this study is to find ways to improve education about safe medication use by investigating the status of medication use of pregnant and breastfeeding women, and by evaluating their knowledge, attitudes, and practices toward safe medication use. Methods: In this study, a self-report questionnaire was conducted on pregnant or breastfeeding women in Seoul and Gyeonggi Province. The questionnaire consisted of the following four sections; 1) sociodemographic characteristics of participants, 2) experience of medication use, 3) experience of being educated on safe medication use, and 4) knowledge, attitudes, and practices about medication use during pregnancy/breastfeeding. Results: A total of 203 participants were included in the analysis. Of these, 38.4% reported to take prescription medications during pregnancy and breastfeeding. Regarding education on safe medication use, nearly 90% of the participants answered that they were not educated or were unsure whether they had it. In the knowledge-attitude-practice evaluation on safe medication use, the knowledge level was the highest (mean, 4.45), followed by the attitude level (mean, 3.58) and the practice level (mean, 3.33). The preferred education method of the participants was online education using a computer or mobile phone application, etc. Conclusions: This study suggests that there is a need for systematic and effective education that can link knowledge of safe medication use with attitudes and practices in pregnant and breastfeeding women.

  • 본 논문에서는 스마트 시대에 ETRI 전망 비전 2020에서 제시한 4S전략(Smart, Safe, Strong, Sustainable)을 바탕으로 Beyond Smart 시대의 Safe 전략을 제안해 보고자 한다. Smart한 국가기반과 Strong한 경쟁력을 갖추는 것, 그리고 Safe한 국가 질서를 유지하는 일과 Sustainable한 국가 환경을 유지하는 일이 상호 독립적으로 달성될 수 있다는 전제이다. 그런데 문제는 이러한 목표들을 어떻게 달성할 것인가 하는 전략(strategy)의 문제이다. 10대 IT 아젠다에서의 Safe 전략은 물리적 안전과 심리적 안전을 보장하는 안심/안전, 고령화 사회를 대비한 건강 장수국가와 요람에서 무덤까지 안전한 교통 선진국가 등 3개 아젠다로 도출하였다. 10대 IT 아젠다에서의 Safe 영역을 튼실하게 구축하는 경우, 미래의 우리나라는 건강하고 안전한 선진국 대열을 선도하는 국가로 태어날 수 있을 것이다.

Implementation and Results of a Survey on Safe Community Programs in Gangbuk-gu, Korea: Focusing on Participants at a Local Public Health Center

  • Objectives: The purpose of this study was to investigate the current status of and problems with the Safe Community Programs in Gangbuk-gu, one of the 25 districts of the capital city of Korea. Methods: The study subjects were 396 individuals who were involved in Safe Community Programs between 2009 and 2011. We examined the effectiveness and willingness of respondents to participate as a safety leader of the Safe Community Program with a questionnaire. We examined the injury death rates of Gangbuk-gu by using of the death certificate data of Korea's National Statistical Office. Descriptive statistics and chi-squared tests were used. Results: The effectiveness of programs did not differ but active participation differed significantly among subjects (p<0.05). The injury death rate of Gangbuk-gu as a whole increased during the implementation period. However, senior safety, in particular, may be a helpful program for reducing injuries in Gangbuk-gu. Conclusions: This study suggests that the lack of active participation may be a major problem of Safe Community Programs in Gangbuk-gu. Therefore, Safe Community Programs should be expanded to the entire district of Gangbuk-gu and more active participation programs should be developed.

  • In the present paper, the analysis is on the safe navigation between ships moving each other in restricted waterways under the external force, such as wind or current The numerical simulation of manoeuvring motion was carried out to propose an appropriate safe speed and distance between ships, which is required to avoid marine disasters from the viewpoint of marine safety. From the inspection q this investigation, it indicates the following result In case of proximal navigation between ships under the wind and current, the low-speed vessel is potentially hazardous because the rudder force if low-speed vessel needed for steady-state course-keeping is not sufficient, compared to the high-speed vessel The manoeuvring characteristic based on this investigation will be very useful for keeping the safety of navigation from the practical point of ships design and traffic control in restricted waterways.
