How to compare the environmental damage caused by vehicles with different foe]s and drive trains\ulcorner This paper describes a methodology to assess the environmental impact of vehicles, using different approaches, and evaluating their benefits and limitations. Rating systems are analysed as tools to compare the environmental impact of vehicles, allowing decision makers to dedicate their financial and non-financial policies and support measures in function of the ecological damage. The paper is based on the "Clean Vehicles" research project, commissioned by the Brussels Capital Region via the BIM-IBGE (Brussels Institute for the Conservation of the Environment) (Van Mierlo et at., 2001). The VriJe Universiteit Brussel (ETEC) and the universite Libre do Bruxelles (CEESE) have jointly carried out the workprogramme. The most important results of this project are illustrated in this paper. First an overview of environmental, economical and technical characteristics of the different alternative fuels and drive trains is given. Afterward the basic principles to identify the environmental impact of cars are described. An outline of the considered emissions and their environmental impact leads to the definition of the calculation method, named Ecoscore. A rather simple and pragmatic approach would be stating that all alternative fuelled vehicles (LPG, CNG, EV, HEV, etc.) can be considered as ′clean′. Another basic approach is considering as ′clean′ all vehicles satisfying a stringent omission regulation like EURO IV or EEV. Such approaches however don′t tell anything about the real environmental damage of the vehicles. In the paper we describe "how should the environmental impact of vehicles be defined\ulcorner", including parameters affecting the emissions of vehicles and their influence on human beings and on the environment and "how could it be defined \ulcorner", taking into account the availability of accurate and reliable data. We take into account different damages (acid rain, photochemical air pollution, global warming. noise, etc.) and their impacts on several receptors like human beings (e.g., cancer, respiratory diseases, etc), ecosystems, or buildings. The presented methodology is based on a kind of Life Cycle Assessment (LCA) in which the contribution of all emissions to a certain damage are considered (e.g. using Exposure-Response damage function). The emissions will include oil extraction, transportation refinery, electricity production, distribution, (Well-to-Wheel approach), as well as the emission due to the production, use and dismantling of the vehicle (Cradle-to-Grave approach). The different damages will be normalized to be able to make a comparison. Hence a reference value (determined by the reference vehicle chosen) will be defined as a target value (the normalized value will thus measure a kind of Distance to Target). The contribution of the different normalized damages to a single value "Ecoscore" will be based on a panel weighting method. Some examples of the calculation of the Ecoscore for different alternative fuels and drive trains will be calculated as an illustration of the methodology.

The objective of this study is to establish and propose a construction plan for a new main library in a metropolitan city. The case to be discussed in this paper is the new library of Busan. Library Law revised in 2007 requires each metropolitan cities and provinces to designate a public library as the representative regional main library or to build a new one. The city of Busan has been enthusiastic to build a new main library that can serve as a representative public library for the citizen. This new public library will serve as a community center, an intellectual archive, and the policy hub for the regional information services. In this paper, the strategy for the new Busan central metropolitan library will be discussed. It will strive to illustrate elements to be considered for the planning of a regional central library as other citied and provinces may refer to for their own regional central libraries.
As a par of a project related to the development of the design algorithm of a compact heat exchanger for the application of the electronic home appliances, the effect of the discreteness of the airflow boundary generated on the cooling fin surface on the heat transfer and pressure drop characteristics of the heat exchanger was studied numerically. In general, there are two critical design parameters seriously considered in the design of the heat exchanger; heat transfer rate(Q) and pressure drop coefficient(C/sub p/). Even though the higher heat transfer rate with lower pressure drop characteristics is required in a design of the heat exchanger, it is not an easy job to satisfy both conditions at the same time because these two parameters are phenomenally inversely proportional. To control the boundary layer thickness and its length along the streamline, the surface of the flat fin was modified to accelerate the heat transfer rate on the fin surface. To understand the effect of the discreted fin size(S/sub w/) and its location(S/sub h/) on the performance of the heat exchanger in the airflow field, the flat fin was modified as shown in Fig. 1. From this study, it was found that the smaller and more number of slits on the fin surface showed the higher energy diffusion rate. It means that the discreteness of the boundary layer is quite important on the heat transfer rate of the heat exchanger. On the other hand, if the fin surface configuration is very complex than needed, higher static pressure drop occurs than required in a system and it may be a reason of the induced aerodynamic noise in the heat exchanger.
PLS(Pohang Light Source) will begin the PLS-II project that has been funded by the KOREA Government in order to further upgrade the PLS which has operated since 1992. The control system of the PLS-II has distributed control architecture, with two layers of hierarchy; operator interface computer (OIC) layer and machine interface computer (MIC) layer. The OIC layer is based on SUN workstation with UNIX. A number of PC-based consoles allow to remotely operating the machine from the control room. PC-based consoles use the Linux or Windows operation system. Similar consoles in the experimental hall are used to control experiments. The MIC layer is directly interfaced to individual machine devices for low-level data acquisition and control. MIC layer is based on VMEbus standard with vxWorks real-time operating system. Executable application software modules are downloaded from host computers at the system start-up time. The MIC's and host computers are linked through Ethernet network. It should enable the use of hardware and software already developed for specific light source requirements. The core of the EPICS (Experimental Physics and Industrial Control System)[1] has been chosen as the basis for the control system software.

The objective of this study was to develop a GIS-based decision support system (GIS-USLE system) to estimate soil erosion and evaluate its effect on concentrated upland plots in Godang district, Korea. This system was developed for the ArcView environment using A VENUE script. Three modules were used in the GIS-USLE system, namely pre-processing, the USLE factors calculator module, and post-processing. This system benefits from a user friendly environment that allows users with limited computer knowledge to use it. This system was applied to 1,285 individual upland plots ranging from 0.005 to 1.347 ha in size with an average slope steepness of 14 %. The rainfall distributions were estimated using the three methods, namely Mononobe and Yen-Chow with Triangle and with Trapezoid type, and then used to calculate the rainfall erosivity factor. The soil erosion amounts from the 1,285 individual plots in the study area by 2 year return period with a 24h maximum rainfall amount of 154.6 mm were estimated at 5 tons/ha on average. Slope appeared to be the most important factor affecting soil erosion estimation, as expected. The prototype model was applied to the project area, and the results appeared to support the practical applications. By examining many fields simultaneously, this system can easily provide fast estimation of soil erosion and thus reveal the spatial pattern of erosion from fields in a region. This study will help estimate and evaluate soil erosion in concentrated upland districts and identify the best management practices.

The value of the university library to faculty, students, and administrators has long been assumed. In an era of decreasing resources and increasing choices, academic librarians must now find the best ways to measure and demonstrate the value of the library to all of their stakeholders, including faculty members, graduate students, undergraduate students, administrators, and funders. Techniques to assess and measure value can also help library decision makers select the products and services that provide the highest return on investment (ROI) to the university community. It is important to measure and convey the value of the academic library; it is also possible to increase the value of the library to the university by carefully refocusing the academic library's products and services. In this presentation I will discuss methods and results from a recently completed study in eight countries that measured the value and ROI of e-journals to the grants process. The Return on Investment (ROI) of the e-journals collection to grant funding ranged from over 15:1 to just under 1:1 in 9 institutions. In addition, many other qualitative and quantitative measures of value are as important as derived measures like ROI. Building on that research study, I am now leading a team that includes the Association of Research Libraries (ARL) and several university libraries in a project funded by the U.S. Institute of Museum and Library Services. We are collecting data using on the value of a wide range of library services using several methods for measuring the value of what the university library contributes to the institution and its stakeholders.
The 180 km/h Korean Tilting Train(TTX) which is now developing as a part of the Korean National R&D project, was elaborately designed. As the tilting trains run curve track with the $30\%$ higher speed than normal trains, the higher centrifugal and dynamic force are expected. Furthermore the complex tilting system increase the probability of failure. Therefore it is very important for tilting train to ensure safety against derailment under the various kind of failed condition in the middle of running as well as normal operating condition. The TTX train have the relatively high roll stiffness to improve the lateral ride comfort and to limit the roll displacement on the curve. But the higher roll stiffness increase the risk of derailment on the twisted track. This paper describes the study to review the safety against derailment caused by the wheel unloading on the severely twisted track. The worst combination of maximum cant change with maximum twist defect was established by numerical simulation. And also it was assumed that the air bag deflated and still the train run its speed limit. Those kind of assumption might be the worst case from the view point of wheel unloading derailment on the twisted track. The dynamic simulation was done by means of VAMPIRE S/W and non-linear transient analysis. We found that derailment quotients Q/P was only slightly influenced by track twist but the wheel unloading was greatly influenced. And we ascertained that the higher roll stiffness the higher wheel unloading. In case of air bag deflated situation, the wheel unloading reached up to $100\%$ which means the wheel lift or jumped. Therefore it was concluded that the design need to be improved to ensure the safety against derailment on the maximum twisted track in case of air bag deflated and tilting train's speed limit.
This study investigates Active Learning and Facilitation Convergence Education Program which can improve core competency to cope with vocational education in the fourth industrial revolution era. I applied the integrated advantages of Active Learning which enhances 'problem solving skill' and those of Facilitation for creative thinking idea to application design process coursework and verified the effectiveness of such education method through student satisfaction survey. I also designed application contents for the students who are familiar with the mobile environments and UI contents for data visualization which can help those students to improve their skills in software. Every coursework was conducted as a team project. As a result, Active Learning and Facilitation Convergence Education Program is found to be helpful in improving the basic skills and competencies required in college education. I hope this work helps to reduce the educational gap between industry and professional colleges.

The construction industry has been a main pillar and serves as a regulator of the Hong Kong economy. Subsequently, the fluctuations in the level of construction output can induce significant rippling effects to the economy. The Asian Financial Crisis started in 1997 and the SARS outbreak in 2003 both introduced major challenges and impacts to the Hong Kong economy and consequently the construction sector. Such decline in the importance of construction has suggested a possible structural change in the sector. It is worth investigating the driving forces behind the construction demand and see if they have changed after the heavy impacts in the past decade. The above considerations have, therefore, been the motivation of the present study to model the Hong Kong residential construction demand through multiple regression technique which can identify the significant influencing factors to the residential demand. The residential construction is studied as it constitutes a significant portion of the total construction volume. The residential sector has great influence to the general economy of Hong Kong. It is found that the underlying market structure and the driving factors for Hong Kong residential demand before and after the Asian Economic Crisis and SARS outbreak are different, suggesting that the residential construction sector or even the larger construction industry may have undergone a major structural change as Hong Kong's economy approaches maturity. It is also observed that the past literatures on construction demand are mostly focusing on predicting demand under a stable economic environment. Hence, it is worth examining if it is possible to model during economic hardship when the residential sector fluctuate dramatically under different external impacts, such as the recent global financial tsunami.

Since 1995, national and local governments have competitively initiated many and large GIS projects and audit for the projects becomes an important issue. So far, the audit in the Information Technology(IT) area has tried to deal with the issue but ineffectiveness has been found for the successful GIS project management. Effective auditing is a critical element for the project management. In order to establish a proper audit model for the GIS projects and to promote auditing activities in the projects, this study constructs two hypotheses and tries to prove them. The hypotheses are as follows : 1) For a good audits model for GIS, unique characteristics of a GIS project audit items and the scope of the audit need to be identified. 2) The scope of audit needs to be classified according to the requests from tasks in the projects. To prove the hypotheses, this study analyzes positive aspects of audit in IT and construction projects, clarifies the audit items in GIS projects by comparing with them, and classifies the scope of the GIS audit based on various types of GIS projects. As a results, 5 types of the GIS audit are identified : (1) audit for project management, (2) audit focused on IT, (3) audit characterized by GIS technologies, (4) GIS database audit and (5) consulting services for critical problems in the projects. In addition, 4 criteria in classifying the GIS projects are suggested for the GIS audit. The 4 criteria are domain, scope, duration, and GIS applications technologies. Especially, GIS technology considered in this study includes GIS software, methodologies for GIS development, GIS database and quality control of GIS data, which are not usually reflected in the existing studies about in GIS audit. Because the GIS audit depends on a type of GIS projects, scopes of the audit can be flexibly reconstructed in accordance with the types of GIS projects. This is a key to effective and realistic audit for the future GIS projects. Strategies for effective GIS audit are also proposed in terms of the following: GIS project management, goal establishment in each audit stage, documentation from GIS audit, timing strategies for intensive GIS audit, and designing team structure.
