A Constructivist Approach to Understanding Russian's Public Diplomacy through Humanitarian Aid during COVID-19

  • Applying discourse analysis of Russia's narrative on humanitarian aid and its perception by the Western collective identity at the beginning of the COVID-19 pandemic, this study identifies several challenges that constructivism poses to the current understanding of public diplomacy (PD). In contrast to the mainstream positivist tendency to evaluate the effectiveness of PD through models, this article expands the PD narrative by inquiring about the role of power, intersubjective knowledge, and collective identities in public diplomacy. In particular, it examines the PD questions often ignored by researchers regarding how collective identities can exercise discursive power to interpret incoming narratives, which challenge domestic intersubjective knowledge. It also argues that, because the Russian political elite failed to ensure a coherent story and provide informational support for its humanitarian aid, the Western intersubjective knowledge on Russia negatively contributed to the perception of PD narratives. Thus, the article underscores the importance for PD practitioners to understand how the socially constructed nature of knowledge can improve or harm PD strategies.

  • Sample preparation including dehydration and drying of samples is the most intricate part of scanning electron microscopy. Most current sample preparation protocols use critical-point drying with liquid carbon dioxide. Very few studies have reported samples that were dried using chemical reagents. In this study, we used hexamethyldisilazane, a chemical drying reagent, to prepare plant samples. As glandular trichomes are among the most fragile and sensitive surface structures found on plants, we used Millingtonia hortensis leaf samples as our study materials because they contain abundant glandular trichomes. The results obtained using this new method are identical to those produced via critical-point drying.

  • Chronic severe pain results in a detrimental effect on the patient's quality of life. Such patients have to take a large number of medications, including opioids, often without satisfactory effect, sometimes leading to medication abuse and the pain worsening. Spinal cord stimulation (SCS) is one of the most effective technologies that, unlike other interventional pain treatment methods, achieves long-term results in patients suffering from chronic neuropathic pain. The first described mode of SCS was a conventional tonic stimulation, but now the novel modalities (high-frequency and burst), techniques (dorsal root ganglia stimulations), and technical development (wireless and implantable pulse generator-free systems) of SCS are becoming more popular. The improvement of SCS systems, their miniaturization, and the appearance of new mechanisms for anchoring electrodes results in a significant reduction in the rate of complications and revision surgeries, and the appearance of new waves of stimulation allows not only to avoid the phenomenon of addiction, but also to improve the long-term results of chronic SCS. The purpose of this review is to describe the current condition of SCS and up-to-date technical advances.

Dynamically Induced Anomalies of the Japan/East Sea Surface Temperature

  • Variability of sea surface temperature (SST) in the Japan/East Sea (JES) was studied using complex empirical orthogonal function (CEOF) analysis. Two daily data sets were analyzed: (1) New Generation 0.05o-gridded SST from Tohoku University, Japan (July 2002-July 2006), and (2) 0.25o-gridded SST from the Japan Meteorological Agency (October 1993-November 2006). Linkages with wind stress curl were revealed using 6-h 1o-gridded surface zonal and meridional winds from ancillary data of the Sea- WiFS Project, a special National Centers for Environmental Prediction/National Center for Atmospheric Research (NCEP/NCAR) product (1998-2005). SST anomalies (SSTA) were obtained by removing the seasonal signal, estimated as the leading mode of the CEOF decomposition of the original SST. Leading CEOF modes of residual SSTA obtained from both data sets were consistent with each other and were characterized by annual, semiannual, and quasi-biennial time scales estimated with 95% statistical significance. The Semiannual Mode lagged 2 months behind the increased occurrence of the anticyclonic (AC) wind stress curl over the JES. Links to dynamic processes were investigated by numerical simulations using an oceanic model. The suggested dynamic forcings of SSTA are the inflow of subtropical water into the JES through the Korea Strait, divergence in the surface layer induced by Ekman suction, meridional shifts of the Subarctic Front in the western JES, AC eddy formation, and wind-driven strengthening/weakening of large-scale currents. Events of west-east SSTA movement were identified in July-September. The SSTA moved from the northeastern JES towards the continental coast along the path of the westward branch of the Tsushima Current at a speed consistent with the advective scale.

  • With increasing demand for resources worldwide, Korea has been negotiating with resource-holding countries to achieve conservation of energy resources. Among them, Russia is the third largest resource-producing and exporting nation in the world and has several resource materials such as nickel, platinum group metals, gold, and other reserves. As a result, there is growing interest in cooperation between Korea and Russia. The aim of this article is to summarize the current status of market flow of Russian energy resources as well as Russia's economic cooperation with Korea. Notably, South Korea needs to focus on investing in overseas mines for a stable supply of rare metals. Nevertheless, securing rare metals is a major task by understanding the flow and policy direction of Russian material mines.

  • This research examines the concept of 'homo sovieticus' by reviewing the sociological essay novel homo sovieticus written by Zinoviev who was one of the well-known dissident in Soviet Union period, and attempts to have critical understanding of the concept. It is an interesting research topic that current Russia and Russians who get through the historical layers from Soviet to post-Soviet regime at the time current trend that allows to have various academic discussions of post-Soviet. It is required to examine the past of Russia and Russian to make precise estimation of their current and future. Therefore, it is necessary to re-examine the term of 'homo sovieticus' which is conventionally accepted. This research aims at broad comprehension of homo-sovieticus by focusing on the Zinoviev's own understanding instead of the habitual use of the term which only contains ideological and political intention.

CAN WE MEASURE A REMOTE SENSING SCIENCE? BIBLIOMETRIC ANALYSIS OF THE LITERATURE, 1975-2005

  • Remote sensing science is a rapidly growing field of Earth sciences. Since emergence and to present day, an extensive literature has evolved which traces the wide application of remote sensing in human activities. According to the ISI Web of Science in the 1975-2005 time span more then 20,000 papers were published on remote sensing. The number of papers grew exponentially with doubling period of about 6 years. Notwithstanding all specialized proceedings, there is a lot more remote sensing papers published in a vast list of source titles (up to 350 proceedings). Only 25% of retrieved papers are published in 10 proceedings which ISI assigns to subject category of remote sensing. In 2005 all these proceedings published 1291 articles and received cca 24,000 citations. Average impact factor of the proceedings is equal to 1.181 and average cited half-life is 7.1. It means that an average paper in remote sensing proceedings is cited more then once per year and half of citations the paper receive within the next 7 years after publication. The time line of remote sensing periodicals issued in 1927-1995 shows an exponential growth with doubling period about 15 years. After 1995 there is a prominent deviation from the exponential curve which shows the demand saturation for specialized proceedings. The features revealed are discussed in terms of dynamics and impact of remote sensing in current Earth sciences development.

러시아-우크라이나 전쟁과 국제질서의 변화 (Russia-Ukraine War and a Change in the International Order)

  • 러시아-우크라이나 전쟁은 미국과 러시아, 러시아와 우크라이나, 우크라이나 정부군과 반군 간 '3층위 복합전'이다. 첫째, 동 전쟁은 자유주의국제질서를 유지·강화하려는 서구 세력권과 새로운 대안질서를 추구하는 중러 세력권이 지정학적 단층대인 우크라이나에서 충돌함으로써 발생한 현상이다. 둘째, 이번 전쟁은 나토의 지속적 확장과 러시아의 대응이라는 '연쇄 반응'(chain reaction) 게임에 의한 전형적인 '안보 딜레마' 현상의 결과이다. 셋째, 러-우 전쟁은 우크라이나의 돈바스에 대한 군사적 수복을 저지하기 위한 러시아의 군사력 투사로 인해 발생했다. 그동안 미국을 위시한 서구 세계는 러시아-우크라이나 전쟁 이후 예상 밖의 결속력을 보여주었다. 그러나 중국을 비롯한 비서구 세계가 러시아에 대한 규탄과 제재에 동참하지 않고 있어 눈길을 끈다. 이번 전쟁은 냉전 종식 이후 형성되어 작동하고 있는 현 국제질서의 존립과 변화 유무의 중요한 분기점이 될 것이다. 전쟁의 전개 양상과 종결 방식에 따라 현 국제질서의 유지·복원, 수정·변경, 종식·전환의 방향이 결정될 가능성이 크며, 대체로 그동안의 전황을 고려해볼 때 두 번째 방향으로 나아갈 가능성이 크다.
