  • As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents' spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong-myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.

The agricultural products processing factory, the valley resting, the urban and rural exchange center, and the village festival have been closely selected as directly or indirectly related to the resident income. Analysis of survey of resident and two agriculture unions' members led the performance and problem of Banggwang villages' development projects. The income project has the difficulties of recruiting members, lack of professionalism of people in production and marketing of processed products, and conflict between members etc. For this reason, income projects being adopted as the comprehensive rural village development project is often negative. Compare to the other cases, Banggwang village has more reflection of the income project, and has lot of interest by policy makers whether it be pursued successfully. It is too early to evaluate a performance properly because it is the beginning of income projects and the experience are not yet being sufficient. However, the performance is appearing gradually from various sides. For example, dividend of business profits, employment opportunities and sales of agricultural products are developing increasingly. Income projects have strengthens the residents' participation and interest in comprehensive rural village development project and with securing stable funding it will help to maintain the facilities.

  • This research is related to the evaluation of rural amenities. Since the UR negotiations, the wave of market liberalization has brought many difficulties to the rural areas. This paper serves to identify a number of important elements such as socialization, cultural and ecological resources and investigate the viability of rural areas. The purpose of this study is to evaluate rural amenities by evaluation indices and establish planning direction of amenities for rural areas. The data have been collected by methods of a field survey and a questionnaire survey. The evaluation indices have been defined as socialization, safety, amenity and convenience by several researches. Villages have been divided into two groups. Seven(Shimchon, Ibaek, Muan, Dokpyong-li, Imchin-li Hyangyang-li, Wonwol-li) have been newly constructed, six(baeksa, Mokmyon, yongho-li, shindyae-li, hwangdun·songgae) have been redeveloped. There are considerable differences in the degree of satisfaction between he two groups. The results are as follows: 1) socialization is very necessary for amenities in rural villages. Especially the values of the resident's interactions and management of the village are most important in the preparation of an amenity plan in rural areas. So the plans and establishment of public facilities are requisite for the residents community. 2) The convenience of rural public facility plans is necessary for the improvement of the farmers'living conditions. For planning the rural villages, special regards are paid to characteristics of the village, such as the former place of residence and occupations. 3) Newly constructed village should improve their socialization and the redeveloped types should try to get a better life for amenity and safety, The residents of the redeveloped types show relatively high degree of satisfaction with indices of resident community, living convenience facilities, and management of village. On the contrary, amenity and safety are good in newly constructed types. This study has taken into consideration the characteristics of rural villages. It makes a contribution to the redevelopment of rural villages and improves amenities in rural villages. It is recommended that more studies classify the resources of rural areas and measure amenities which are significant to city dwellers in the future.
