Issues and Directions for Rural Settlement Development (농촌 취락개발의 문제점과 개선방향)

  • This paper is intended to review the major problems of rural settlement development and attempts to find the direction to enhance the effectiveness of rural settlement development policies and strategies. Small amount of financial resources being mobilized, similar policies for rural settlement development have been implemented sectionally by the respective sectoral goverment bodies. It has resulted in a lot of coulict and ineffectiveness in the process of rural settlement development To rationalize the rural settlement development, there should be some change in the current practice of the project: integration of development efforts, consideration of regional situation and settlement system, and introduction of principles and criteria suitable for rural settlement planning.

Modeling Demand for Rural Settlement of Urban Residents (도시민의 농촌이주 수요모형 분석: 정착자금 지원효과를 중심으로)

  • The objective of this research was to develop a rural settlement demand model to analyze the determinants of settlement demand of urban residents. The point aimed at from model development was deriving stated preference of potential consumers towards rural settlement through setting a hypothetical market, and using settlement subsidy as a surrogate variable for price in the demand model. The adequate demand model deducted from hypothetical market data was derived from the basis of Hanemann's utility difference theory. In the rural settlement demand model, willingness to accept was expressed by a function of settlement subsidy. Data utilized in the analysis was collected from surveys of households nationwide. According to inferred results of the demand model, settlement subsidy had a significant influence on increasing demand for rural settlement. A significant common element was found among variables affecting demand increase through demand curve shift. The majority group of those with high rural settlement demand sought agricultural activity as their main motive, due to harsh urban environments aggravated by unstable job market conditions. Subsequently, restriction of income opportunities in rural areas does not produce an entrance barrier for potential rural settlers. Moreover, this argument could be supported by the common trend of those with high rural settlement demand generally tending to have low incomes. Due to such characteristics of concerned groups of rural settlement demand, they tended to react susceptibly to the subsidy provided by the government and local autonomous entities.

  • This paper is a study of rural settlement and housing planning in Jeongsun-Gun Kangwon Province. The method of survey to look in spot and interview, the present condition, and of the rural settlement of among the mountains. This study lays emphasis on three ri of dongmyeon Jeongson-Gun, Kangwondo retaining their present form relaytively through sample survey. Site plan of rural settlement of investigation subject involve the rural settlement in which is to search the arrangement, plan and spacial characteristic of rural settlement of among the mountains. Accordingly this study clarify the changed shape and form of rural settlement of among the mountains by selecting and put on record an scattered along.

An Alternative Model on Hierachial Settlement System in Rural Areas (농어촌지역 하위정주체계 모형의 대안설정)

  • In rural settlement planning, its spatial development framework should be constructed on the basis of the hierachial settlement system. However, up to now, there does not exist widely - accepted model on rural settlement hierachy. In this study the basic planning principles and directions on the modelling of the settlement hireachy in rural areas have been consolidated through theoretical study and situational analysis on planning environments. And also, a new yardstick on the grading of the middle - level centers between villages and rural towns has been tried to find out. The research resulted that the existance of periodical rural market might be used as a simple and innovative yardstick on the hierachial ordering of rural settlement system. Based on the above results, an alternative 4 - step model of rural settlement hierachy was proposed ; Rural Town(county hall sitted) -Market Center(having standard periodical market) - Village Center(having no market) - Village. Finally, because the conclusion has been made by very limited case studies and several previous works, there should need continuous studies and checks in future for full reasoning of the proposed model.

  • The purpose of the study is to evaluate the Rural Settlement Development(RSD) driven by government in historical view, and its effects on the facilities and houses of rural village in the country. Through the study, we have come to the results that the major concerns of the RSD projects since 1950s has been transferred to as following. First, the reformation of inter-facility; dressing room, kitchen, bath-house, etc of rural houses, from that of outer facility; roof, fence and etc. Secondly, the substantial objects of the projects of village settlement improvement have been changed from partial reformation of individual houses, public facilities, etc early, to comprehensive reformation by master plan for village settlement recently. Lastly, those have been established that the process of planning village settlement available to carry out landuse division and the various program for village improvement, based on its inherent circumstances.

  • This paper is a study of rural settlement and housing planning in North-Korea. All the housing facilities belong to the government in North-Korea. which leads to the system in which the North-Korea government controls all the housing problems. The North-Korea government actively engages in the settlement of housing problems have close relations with and effects on the urban housing ones. The government has designed to make the rural areas self-sufficient in matters of the rural housing arrangement. They try to make an axis in the middle of each village uniformly and heighten its symbolism of the rural. They place all the symbolic structures in the center to express the ideas of the ruler's. thus making the whole village a study hall where the villagers are forced to learn the ruler's ideas as a way of brainwashing the people.

Determinants of Demand for Residential Settlement in Rural Society Based on Depopulation Classification (과소화유형에 따른 농촌사회 정주수요 분석)

  • The objective of this research was to analyze the determinants of demand for residential settlements in rural societies. A significant aspect of the demand analysis was to consider depopulation classification as a moderating variable with a view to its role as an essential dividing factor of socioeconomic characteristics and physical environments of the areas of concern. The data collection for analysis was divided according to types of depopulation into the three categories of less developed, stagnated, and developed areas. For the cause and effect analysis between the residential demand and factors of settlement, the ordered probit model was applied. Significant determinants of settlement demand unfolded according to depopulation types. In the case of less developed areas, residential demand was affected significantly by the factors of daily life convenience and public facilities. Key settlement demand determinants of stagnated regions included the aspects of basic natural environment, daily life convenience and education. Meanwhile, key settlement demand determinants for developed areas included education and agriculture economic aspects. The importance-performance analysis was also applied to a set of settlement characteristics of rural communities to figure out the settlement factors requiring urgent endeavor to improve.

  • In this study, a new model for improving the settlement environment and revitalizing hilly and mountainous areas was presented. A case study was conducted in two rural villages of Nakatsu-Mura in Wakayama-Prefecture, Japan. The settlement environment was evaluated from the point of view of the local residents, and the expectation of the local residents about the regional revitalization of their village in the future was assessed. From the analysis, each factor used far the assessment displayed characteristics of the two rural villages well. The type of improvement in rural villages was classified by a combination of the degree of satisfaction over the current settlement environment and expectation about the regional revitalization of the villages in the future. A method for improving and revitalizing settlement environments was clarified.

Development of a Web-based Information System for Rural Settlement Environment Diagnosis (웹기반의 농촌정주환경진단 정보시스템 개발)

  • The purpose of this paper is to develop a web-based information system for rural settlement environment diagnosis which is useful to apply the village based evaluation for new rural development projects. To achieve this purpose, this study performed : 1) analyzing the business process in the field of rural settlement environment diagnosis, 2) designing the data flow diagram and the database based on settlement environment diagnostic indices(SEDI), and 3) developing the system using APM (Apache, PHP, and MySQL) of web-system development environment. The developed system was applied to the study rural villages for testing of efficient and logical working. Users of the system, such as, researchers, decision makers, and rural residents, can input directly the village data to diagnose through a file format of Excel in MS Office. Futhermore, they can analyze the visual results with graphic and graph types, simultaneously. From the results of this study, it showed that the developed system enables decision-makers not only to assist the planning process of the rural village development project, but also to improve the level of information technology in the research and planning field concerning with rural development.

Problem and policy on reorganization of rural communities in less-favored areas

  • In the rural communities in less-favored areas (mainly hilly and mountainous areas) in Japan, the number of settlements which cannot maintain the community functions by themselves has been increasing because of the progress of depopulation and aging, so the necessity for achieving mutual supplementation of the community function by the settlement reorganization has been increasing. This paper consists of the following three points. 1) General view of settlement reorganization policy in Japan. 2) Case study of the T district in Japan. 3) Possibility of the settlement reorganization by the policy measures which obligate community members to work together. Main results are as follows. 1) There are several settlement reorganization policy measures, but many are still the model project stage, and not yet spread, so it is necessary to wait and see how these measures will develop. 2) The number of the residents of small-scale aging settlements who do not hope for the reorganization, nor feel the necessity of reorganization shall not be few. This will make great difficulty in the settlement reorganization process. 3) A local area activity promotion conference which derives from a former administrative unit like a former village has many functions to the settlement reorganization. 4) In the rural communities in less-favored areas, the policy measures which obligate community members to work together have widely spread. These are expected to play the supplemental role for the settlement reorganization. It is necessary to discuss among residents the activation plan and the future vision of the community, as well as to discuss the settlement reorganization.
