This study examines the structure and contents of the various programs offered by the Cologne City Library in Cologne, Germany, and discusses its implications for the role of the changing public libraries in the era of the Fourth Industrial Revolution. The Cologne Municipal Library, which has continuously played a leading role in the education of German libraries since its opening, has been transforming itself to become a center for producing information and knowledge and developing culture in accordance with the dynamic era of the Fourth Industrial Revolution. Currently, the Cologne Municipal Library plays a role as a multi-cultural space in the community where local members can experience various cultures, such as movies, music and games, and create a culture, beyond the traditional functions of library collection and preservation. The program of the City Library in Cologne, Germany, will help to redesign the functions and roles of public libraries in Korea in the future, and plan library contents for local members.

Digital Library websites plays an important role in dissemination of information of the institution and library resources. It acts as a trustworthy mirror of the institute. To evaluate the library website performance webometrics tools and indicators are required. The aim of the present research is study the webometrics of Digital Libraries of Iranian Universities of Medical Sciences on the Web to determine the amount of the visibility a website and web pages. The URL and link of 42 digital library website is obtained directly by visiting the university's website. To extract the number of indexed web pages (size), rich files have used the Google search engine Also, to extract the number of scientific resources retrieved have used the Google Scholar search engine. To calculate and obtain the number of links received have used the MOZ search engine. Generally, the results indicated that the website of Iranian digital libraries did not have a good performance in term of webometric indexes, and none of them were not rated at all indexes, only some of the websites mentioned in one or two indicators.

This paper is intended to analyze and investigate the versity libraries in Korea. Currently, it is not easy for most domestic public libraries to collect and provide reliable health information services on their own. Health information is distributed or professional, making it inconvenient for users to use. Based on the implications derived from the case study, the Library Health Information Integration Service Model was proposed as a specialized information service. The model consists of a composition shared by librarians, health and medical experts, and users, focusing on library websites that provide integrated health information integration services, and has the following features. First, it provides health and medical information on a specialized subject. Second, it provides integrated health and medical information services provided in various ways. Third, librarians and health and medical experts work together to provide information services. Fourth, users can freely use health information integration services online and offline. The model presented in this study means that libraries can play a leading role in health information integration services to increase the utilization rate of public libraries and further contribute to librarians serving as experts in health information services.

Traditional role of library is focused on the book collection and its reference service. However, library should be stressed the need of educational activity in the future. This study described to classify the roles of public library, which are book collecting and its reference services, educational activities, event place service for region community. Observation survey on the public libraries in Boston and its Vicinity shows that public libraries have various children's programs and they are getting more important roles. Public libraries of case study have done not only the roles for reference service space but also the informal lifelong education institute for region community. Library as the informal lifelong education institute deserve special emphasis on the development of education program.

A digital library could be understood as not a part of information cycling, but whole process of information production, circulation and reproduction. This study suggests that a digital library should be a creator as which it is publishing, circulating, and re-producing the information resources. Therefore, the role of intrinsic DRM (Digital Resources Management) can be interpreted as a digital library. Open access model have been already adopted to many university libraries, many university libraries are publishing free access online research resources by themselves. Also, research collection based on cloud computing can be extended to networked research collection and share with other university libraries. These evidences show future library can be the digital library with online and open accessible publishing function.

Libraries should offer their services to all users including those who find difficult to access knowledge information without any obstacles or discrimination. Therefore, this study, aiming at providing library services to all users by applying 'Universal Design' to libraries, extracted and presented five components in library services: universal convenience, which allows all users to use libraries; safety of services, which offers safety in library use; user-orientedness, which offers user-oriented library services; user request, which allows library services reflecting the needs of users; and economic feasibility of the services, which provide efficient and economic library services. The proposed five components will play the foundational role in implementing universal design on libraries so that all users can use library services.

The purpose of this study is to present the factors needed to introduce knowledge management systems to university libraries in Korea, to suggest various methods needed to offer much more improved services of a library than now by investigating the current situations about introducing such factors in national and pubic university libraries in Korea. Almost all of the 33 university libraries selected the subject of investigation have offered the on-line reference service, e-mail pushing service, and full text constructions out of the 11 knowledge management system elements presented in this study, but the other services else have been offered by less than half the number of the libraries. The findings suggest to greatly improve the current services of libraries such as information education and selective dissemination of information, and immediately to introduce new systems including e-book and wireless service systems in order to the university competitiveness. The study implies that each library has already introduced the knowledge management systems, in proportion to a budget of the library, ifs librarian number, and a degree restructuring organization, and that an introduction of knowledge management systems such as policy and culture of organization, its librarian number, and its related security of budget takes the most important role in improving services of a library.

The purposes of this study is to identify the perception of students' use of university libraries' public relations activities using Instagram and propose ways to improve the operation of university libraries' Instagram. To this end, the status of Instagram operations of domestic and foreign university libraries was investigated, and a survey was conducted on 292 students who used the library Instagram of their universities. Based on the research results, first, it is necessary to promote the use of libraries by using 'Library Events' information closely related to the use of Instagram by students, but planning ways to participate that can lead to practical use of libraries. Second, it is necessary to promote the role of librarians through Instagram and utilize daily communication information in order to positively affect library image recognition. Third, it is necessary to guide users on how to inquire on library Instagram and actively respond to communication with users through periodic post uploads and monitoring.

As the role and functions of public libraries have become more diverse and complex, professionalism of librarianship in public libraries is more emphasized than before. Meanwhile, the importance of humanities has been highlighted and as a result, humanities lectures are diffused along with the social change and advancement; something that most public libraries take into consideration. In that, this study look into the case of the Dongdaemun-Gu Public Digital Library with emphasis on 2013 and 2014 when the library tried to develop professionalism of librarianship in relation to lectures on humanities. And, based upon the analysis on the process of the program and survey results, this study intends to examine the relationship between professionalism of librarianship in public libraries and humanities lectures for public in oder to enhance our understanding on professionalism of librarianship in public libraries.
