전시작전통제권 전환에 관한 정책흐름 및 전문가집단 위상변동모형 사례분석 (PSECF (Policy Streams & Expert Group Standing Change Framework) for Wartime Operational Control Transition)

  • 이 연구는 박상중 고찬이 제안한 '정책흐름 및 전문가집단 위상변동모형'(Policy Stream and Expert Group Standing Change Framework, 이후 PSECF)을 활용하여 참여정부의 전시작전통제권(이후 전작권) 결정을 분석하는 것이다. 전작권 전환 결정과정에서 노무현 전 대통령과 진보성향의 국가안전보장회의(National Security Committee, 이후 NSC)의 강력한 의지는 정책개발과정의 주요 동인으로 작동하였으며, 국방부 및 합참 등 군사전문가집단의 의견은 정책에 수동적이라는 이유로 철저하게 배제되었다. 전문가집단의 위상변동 측면에서 볼 때 전작권 전환 결정이후 8개월 만에 보수성향의 정부가 출범하게 됨으로써 참여정부에서 전작권 전환을 주도한 NSC는 위상이 약화된 반면에 국방부 및 합참과 같은 보수진영은 그 위상이 향상되었다. 결론적으로 참여정부의 전작권 전환에 관한 이 연구는 상위 수준의 국가정책을 설명하는 정책도구로서 PSECF의 적용가능성을 제고하였다는데 의의가 있다.

  • This study are to investigate the variations of the recruitment patterns of the nine lower extremity muscles, and to analyze the changes of the role assigned to each muscle during the seated posture. For exertion levels, the transition point of type F more unit of each muscle is inferred by analyzing the electromyogram at the seated postures. Also, for predetermined seated foot operations exertion levels, the recruitment pattern and the changes of the role assigned are identified in the continuous exertion, by analyzing the electromyogram change sdue to the accumulated muscle fatigue. The developed model can be used to design and to assess the pedals and foot-related equipments design.

Global Economic Governance Reform and the Role of Asia: Opportunities Offered by the G20

  • The recent global financial crisis has highlighted the importance of international monetary and financial system reform. The current system is deemed to be no longer adequate to meet the needs of a complex, integrated world economy. With regards to the reform of the international monetary system, there have been various proposals both in demand and supply sides. These include proposals to build a stronger global financial safety net, to diversify the supply of international reserve currency and so on. These proposals face trade-offs between desirability and political feasibility. Given this situation, a practical transition would be to strengthen policy coordination among the major economies and to reform the International Monetary Fund. The success on both fronts depends heavily on global economic governance reform and the role of the G20. Increased status and representation of Asian countries in the G20 give both privileges and responsibilities to Asians. To meet these responsibilities, Asians should put forth greater efforts to develop their intellectual leadership in global economic issues through creating new forum and institutions.

  • As we see the continuation of the increase in the speed of the High Speed railroad worldwide, there is a concern for a possible problem in the connecting transition zone in the railway infrastructure. Honam High Speed railroad's transition zone in the hub for the rotation structures and other supporting structures such as approach slab, sub slab, approach block, etc. Due to its increase in speed of the design speed, and its important role on the driving stability and credibility of the bearing ground performance, we must seek and fine a prevention plan for a cause of differential settlement, as well as the cause of the derailment. In this dissertation, domestic, as well as international design manuals and the applicability of the control standards are studied. Also through the study target, Honam High Speed railroad zone 4-1, we evaluated the connecting componant of the Yeon-Jeong bridge through the eigenvalue and weight transfer of the train when operated at 300km/h, 350km/h, 400km/h, 450km/h, and were able to achieve detailed assessment by checking track behaviors, looking at various components such as the rotation acceleration according to the inversion of the distance length, displace length, displacement and stress distribution. Through these studied, possibility of operating at 400km/h was evaluated based on the condition of the current design basis.

  • Spermine에 의하여 誘發되는 凝縮 DNA 構造의 安定化에 있어서 hydrophobic interaction의 重要性을 試驗하기 위하여 spermine-DNA 複合體의 異例的 吸光度-溫度 樣相에 미치는 urea의 效果를 調査하였다. 그 結果 異例的 吸光度-溫度 樣相의 downward peak(trough) 領域에 이르는 相變移에 對한 cooperativity, enthalpy, midpoint의 값들이 Tm 領域의 값들 보다 urea에 敏感한 影響을 받았으며, urea의 濃度 增加에 따라 downward peak가 점차 사라졌다. 이 data는 異例的 吸光度-溫度 樣相을 構成하는 downward peak가 spermine에 의하여 誘發되는 hydrophobic interaction에 의한 凝縮된 tertiary structure의 形成을 나타내고 있다고 불 수 있다.

Phase Transition of Octaneselenolate Self-assembled Monolayers on Au(111) Studied by Scanning Tunneling Microscopy

  • We investigated the surface structure and wetting behavior of octaneselenolate self-assembled monolayers (SAMs) on Au(111) formed in a 50 ${\mu}M$ ethanol solution according to immersion time, using scanning tunneling microscopy (STM) and an automatic contact angle (CA) goniometer. Closely-packed, well-ordered alkanethiol SAMs would form as the immersion time increased; unexpectedly, however, we observed the structural transition of octaneselenolate SAMs from a molecular row phase with a long-range order to a disordered phase with a high density of vacancy islands (VIs). Molecularly resolved STM imaging revealed that the missing-row ordered phase of the SAMs could be assigned as a $(6{\times}{\surd}3)R30^{\circ}$ superlattice containing three molecules in the rectangular unit cell. In addition, CA measurements showed that the structural order and defect density of VIs are closely related to the wetting behaviors of octaneselenolate SAMs on gold. In this study, we clearly demonstrate that interactions between the headgroups and gold surfaces play an important role in determining the physical properties and surface structure of SAMs.

  • The phase field model is becoming the model of choice for the theoretical study of the morphologies of crystals growth from the melt. This model provides an alternative approach to the solution of the classical (sharp interface) model of solidification by introducing a new variable, the phase field, Ø, to identify the phase. The variable Ø takes on constant values in the bulk phases and makes a continuous transition between these values over a thin transition layer that plays the role of the classically sharp interface. This results in Ø being governed by a new partial differential equation(in addition to the PDE's that govern the classical fields, such as temperature and composition) that guarantees (in the asymptotic limit of a suitably thin transition layer) that the appropriate boundary conditions at the crystal-melt interface are satisfied. Thus, one can proceed to solve coupled PDE's without the necessity of explicitly tracking the interface (free boundary) that would be necessary to solve the classical (sharp interface) model. Recent advances in supercomputing and algorithms now enable generation of interesting and valuable results that display most of the fundamental solidification phenomena and processes that are observed experimentally. These include morphological instability, solute trapping, cellular growth, dendritic growth (with anisotropic sidebranching, tip splitting, and coupling to periodic forcing), coarsening, recalescence, eutectic growth, faceting, and texture development. This talk will focus on the fundamental basis of the phase field model in terms of irreversible thermodynamics as well as it computational limitations and prognosis for future improvement. Electric Field-Induced Modification of Magnetocrystalline Anisotropy in Transition-metal Films and at Metal-Insulator Interfaces

  • We report results of first principles calculations for effects of an external electric field (E-field) on the magnetocrystalline anisotropy (MCA) in transition-metal (Fe, Co, and Ni) monolayers and at metal-insulator (Fe/MgO) interfaces by means of full-potential linearized augmented plane wave method. For the monolayers, the MCA in the Fe monolayer (but not in the Co and Ni) is modified by the E-field, and a giant modification is achieved in the $Fe_{0.75}Co_{0.25}$. For the Fe/MgO interfaces, the ideal Fe/MgO interface gives rise to a large out-of plane MCA, and a MCA modification is induced when an E-field is introduced. However, the existence of an interfacial FeO layer between the Fe layer and the MgO substrate may play a key role in demonstrating an Efield-driven MCA switching, i.e., from out-of-plane MCA to in-plane MCA.

리좀과 하이퍼텍스트 관점에서 본 도서관 공간구조의 이해 (A Study on the Transition of Spatial Structure in Libraries with Special Reference to Rhizome and Hypertext)

  • The spatial property of contemporary library is now rapidly changing through the spatial expansion of knowledge and information, the reduction of information storing facility, the variation of approaching methods by digital shift and the transition of social recognition as a cultural facility. Also the spatial characteristics with referring characters have developed such as, decentralization, de-construction, de-boundary, individual space, erasing of boundary, flow of space which extends infinitely. The main process of library origination, the systematic classification, and the storage system concluding with the demand and value of the information by changing social demands and the role of the widest ranged facility. And 5 themes, such as, hierarchy, center, storage, boundary, and symbol, as a changed spatial concept and analyzed in the case of library plans and libraries which are actually built. The significant purpose of this research is to propose that rhizomatous intellectuality and hypertext could be a theoretical background of the contemporary architecture and could be a viewpoint of the transition of spatial structure in libraries. A future library should have spatial property embracing various social changes and needs and for this respect, it is necessary to approach and analyze through the architectural explication from diverging points of view.

Phosphorylation and Reorganization of Keratin Networks: Implications for Carcinogenesis and Epithelial Mesenchymal Transition

  • Metastasis is one of hallmarks of cancer and a major cause of cancer death. Combatting metastasis is highly challenging. To overcome these difficulties, researchers have focused on physical properties of metastatic cancer cells. Metastatic cancer cells from patients are softer than benign cancer or normal cells. Changes of viscoelasticity of cancer cells are related to the keratin network. Unexpectedly, keratin network is dynamic and regulation of keratin network is important to the metastasis of cancer. Keratin is composed of heteropolymer of type I and II. Keratin connects from the plasma membrane to nucleus. Several proteins including kinases, and protein phosphatases bind to keratin intermediate filaments. Several endogenous compounds or toxic compounds induce phosphorylation and reorganization of keratin network in cancer cells, leading to increased migration. Continuous phosphorylation of keratin results in loss of keratin, which is one of the features of epithelial mesenchymal transition (EMT). Therefore, several proteins involved in phosphorylation and reorganization of keratin also have a role in EMT. It is likely that compounds controlling phosphorylation and reorganization of keratin are potential candidates for combating EMT and metastasis.
