Intrusive Vehicle Detectors have excellent detection performance compared to other types of detector, but disadvantages of high installation and maintenance costs, short life time due to greater damage to roads and paving materials. In contrast, Non-Intrusive Vehicle Detectors attached to the stationary pole have advantages because it does not damage the road surface and easy and less expensive to maintain. Despite these advantages, Non-Intrusive type detectors are still not been widely used in traffic signal control systems because of the low detection performance. In this study, a FMCW(Frequency Modulated Continuous Wave) radar Vehicle Detector was designed as an alternative detector for the signalized intersection, and the performance evaluation was presented by purpose applicability.

It is important to estimate the future maintenance budget of all SOC infrastructure at the national strategic level. In this study, Based on a currently available statistics data, we predicted future maintenance investment for all SOC infrastructure in Korea. We have studied the applicable prediction models, and we developed the prediction models that can calculated the future maintenance cost by a real expenditure date. The subjects of facilities are bridges, tunnels, pavements, harbors, dams, airports, water supply, rivers and port. As a result of total estimated cost, eight types of SOC infrastructures are about 23 trillion won for the next 10years, and the most expensive facilities are road pavements and bridges.

After the North-South Korean summit and PyeongChang Winter Olympics, it is recently expected that the North-South economic cooperation plan will be discussed in earnest. And it will be growing interest of the major infrastructure facilities such as roads and railways, and so on North-South Korean. Moreover, most of North Korean facilities have problems related to the safety and functionality of them such as aging, deterioration, and poor maintenance. This study asserts the necessity and importance of infrastructure maintenance in the Korean Peninsula. Therefore, Results of this study, it is appeared that very vulnerable to road, railroad, power/communication, water sewage and needed urgently for improvement. Accordingly, The purpose of this study is to investigate the current status for the whole facilities including the main infrastructure of the North Korean and to evaluate on the maintenance level of infrastructure based on face to face interview refugees of North Korean.
Maintenance of the roads and bridges is a major issue for all road administrators around the world, and various initiatives are being implemented in each region for the purpose of controlling the ever increasing road maintenance cost while ensuring the safety of the vehicles driving. Efforts for such initiatives have also been made in Asia and initiatives for managing heavy-weight vehicles have recently gained momentum in Korea and Japan. We have developed a technology for unevenly installing bar-shaped sensors (piezo quartz sensors) to enable dynamic axle load measurement at a highly accurate level, and have estimated our measurement accuracy of axle load/gross weight, etc. on an actual road. The measurement accuracy of the axle load/gross weight varies significantly depending on the number of sensors installed. In our implementation, the target accuracy was set to below ${\pm}5%$ for gross weight measurement so that automatic regulation can be applied. We have achieved our target by installing 8-point measurement system. However, to have this technology widely accepted, it was necessary to reduce the system size so that it can be easily implemented. Therefore, we have estimated the relationship between the measurement accuracy and the system size (number of measurement points), and have come up with the proposal of 3-point measurement as an optimum number of measurement points, and have estimated its performance on an actual road. Additionally, we evaluated the relationship between the measurement accuracy and vehicle velocity.

Costs invested in road maintenance and road development are on the rise. However, due to accidents such as portholes and ground subsidence, the risks to the drivers' safety and the material damage caused by accidents are also increasing. Following this trend, we have developed a system that determines road damage, according to the magnitude of vibration generated without directly intervening the driver when driving. In this paper, we implemented the system using a remote control car (RC car) simulator due to the limitation of the environment in which the actual vehicle is not available in the process of developing the system. In addition, we attached a vibration sensor and GPS sensor to the body of the RC car simulator to measure the vibration value and location information generated by the movement of the vehicle in real-time while driving, and transmitting the corresponding data to the server. In this way, we implemented a system that allows external users to check the damage of roads and the maintenance of the repaired roads based on data more easily than the existing systems. By using this system, we can perform early prediction of road breakage and pattern prediction based on the data. Further, for the RC car simulator, commercialization will be possible by combining it with business in other fields that require flatness.

According to the Facility Management System (FMS) operated by the Korea Authority of Land & Infrastructure Safety, it is expected that the number of aging facilities that have been in use for more than 30 years will increase rapidly to 13.9% in 2019 and 34.5% in 2929, and end up with a social problem. In addition, with the revision of "Common Application of Seismic Design Criteria" by the Ministry of Public Administration and Security in 2017, it is mandatory to re-evaluate all existing road facilities and if necessary seismic reinforcement should be done to minimize the magnitude of earthquake damage and perform normal road functions. The seismic performance management-decision support technology currently used in seismic performance management practice in Korea only determines the earthquake-resistance reinforcement priority based on the qualitative index value for the seismic performance of individual facilities. However with this practice, normal traffic functions cannot be guaranteed. A new seismic performance management decision support technology that can provide various judgment data required for decision making is needed to overcome these shortcomings and better perform seismic performance management from a road network perspective.

Adverse weather (e.g. strong winds, snow and ice) will probably appear as a more serious and frequent threat to road traffic than in clear climate. Another consequence of climate change with a natural disastrous on road traffic is respond to traffic accident more the large and high-rise bridge zone, tunnel zone, inclined plane zone and de-icing zone than any other zone, which in turn calls for continuous adaption of monitoring procedures. Accident mitigating measures against this accident category may consist of intense winter maintenance, the use of road weather information systems for data collection and early warnings, road surveillance and traffic control. While hazard from reduced road friction due to snow and ice may be eliminated by snow removal and de-icing measures, the effect of strong winds on road traffic are not easily avoided. The purpose of the study described here, was to design of amber information the relationship between traffic safety, weather, user information on road weather and driving conditions in local-scale Geographic. The most applications are the optimization of the amber information definition, improvements to road surveillance, road weather monitoring and improved accuracy of user information delivery. Also, statistics on wind gust, surface condition, vehicle category and other relevant parameters for wind induced accidents provide basis for traffic control, early warning policies and driver education for improved road safety at bad weather-exposed locations.

Road surface measurement is an essential process for quantifying the degree and displacement of roughness in road surface management. For safer road surface management and quick maintenance, it is important to accurately measure the road surface while mounted on a vehicle. In this paper, we propose a sophisticated road surface measurement system that can be measured on a moving vehicle. The proposed road surface measurement system supports more accurate measurement of the road surface by using a high-performance line laser sensor. It is also possible to measure the transverse and longitudinal profile by matching the position information acquired from the RTK, and the velocity adaptive update algorithm allows a manager to monitor in a real-time manner. In order to evaluate the proposed system, the Gocator laser sensor, MRP module, and NVIDIA Xavier processor were mounted on a test mobile and tested on the road surface. Our evaluation results demonstrate that our system measures accurate profile base on the MSE. Our proposed system can be used not only for evaluating the condition of roads but also for evaluating the impact of adjacent excavation.

The maintenance cost for highway pavement is gradually increasing due to the continuous increase in road extension as well as increase in the number of old routes that have passed the public period. As a result, there is a need for a method of minimizing costs through preventative grievance Preventive maintenance requires the establishment of a strategic plan through accurate prediction old Highway pavement. herefore, in this study, the XGBoost among machine learning classification-based models was used to develop a highway pavement damage prediction model. First, we solved the imbalanced data issue through data sampling, then developed a predictive model using the XGBoost. This predictive model was evaluated through performance indicators such as accuracy and F1 score. As a result, the over-sampling method showed the best performance result. On the other hand, the main variables affecting road damage were calculated in the order of the number of years of service, ESAL, and the number of days below the minimum temperature -2 degrees Celsius. If the performance of the prediction model is improved through more data accumulation and detailed data pre-processing in the future, it is expected that more accurate prediction of maintenance-required sections will be possible. In addition, it is expected to be used as important basic information for estimating the highway pavement maintenance budget in the future.
PURPOSES : Case studies of an asphalt-overlay project with a performance-based contract method were conducted on a national highway in Korea to evaluate the effect of the method on asphalt pavement maintenance. This study evaluated the procedure of the performance-based contract method. METHODS : In this study, an asphalt-pavement maintenance project for a national highway was assessed with a performance-based contract to investigate the advantage of the new contract procedures. This is the first trial applying the performance-based contract to a pavement-rehabilitation project in Korea. In the four case studies, the warranty period of the performance-based contract was designed for seven years. The research team monitored the construction site to compare the normal contract method with the performance-based contract method. The case studies' project sites were investigated after the end of the construction. RESULTS : Based on the limited case studies, the performance-based contract method could extend the service life of the asphalt pavement and reduce the pavement-maintenance budget because the quality control was well managed by the contractors. However, a few construction laws would be necessary to apply the performance-based contract method in the future. CONCLUSIONS : Using the performance-based contract, the construction company made great efforts to guarantee the warranty period and to apply the optimal maintenance method, based on the pavement distress condition. The contractor and the agency would need to understand the new performance-based contract system for it to be activated. Therefore, a proper education program for the performance-based contract system would be needed to educate the stakeholders regarding the procedures and their effects on the pavement management and maintenance.
