The Establishment for Technology Development Plan for National Spatial Information Infrastructure Cloud Service (국가 공간정보 인프라의 클라우드 서비스 기술개발 방안 수립)

  • Cloud computing is an IT resource providing technology to various users by using virtualization technology. Newly updated spatial information may not be used by other organizations since management authorities are dispersed for Korean public spatial information. Further, the national budget is wasted since each organization independently implements renewable GIS analysis function. These problems can be solved by applying cloud service. However, research related to the application of cloud service to Korea spatial information system has been proposed in the technology development direction, and no detailed development plan has been proposed. In this paper, we deal with the establishment of a technology development plan for national spatial information infrastructure cloud service. First, we deduct the implication to derive the technology development goals by analyzing the political and technical environment. Second, technology and critical technology elements are derived to achieve the goals of the specialist's analysis based on the evaluation elements. As a result, thirteen critical technology elements are derived. Finally, thirty-one research activities, which comprise the critical technology elements, are defined. Critical technology elements and research activities derived in this research will be used for the generation of a technology development road-map.

Landscape Preference and Image Property according to Middle Span and Sag Ratio of the Suspension Bridge (현수교의 중앙경간과 새그비에 따른 경관선호도와 이미지특성 분석)

  • This study is aimed at suggesting a plan for creating a landscape environment by grasping a landscape preference according to the change of middle span and sag ratio which is a consideration factor when designing the suspension bridge representing long-span bridges and image property of the bridge while applying SD method to a relation between landscape preference and image factor, and a connection of design element with image factor. An analysis on landscape preference about the bridge landscape showed from what the longer the length of middle span, the extent of sag ratio of preference decreased, the longer the middle span low sag ratio was preferred and the higher the landscape preference became. In landscape preference and image factor, the attribute of sag ratio with high landscape preference was all positively correlated with "stability", "plasticity", and "aesthetic" but an influence of "plasticity" was insignificant. In the relation between design element and image factor, the factor of middle span and sag ratio was more related to the factor of "stability" and the lower the sag ratio and the longer the middle span, the higher the "stability" was rated. This result showed the image property of "plasticity" was insignificant among the one of preference in landscape and to highlight the one of "plasticity" a complementary experiment was done with a change in balance and symmetry elements not in proportional element of middle span and sag ratio. The result showed the image property of "plasticity" was more highlighted in the suspension bridge of 3-tower and different bilateral symmetry at sag, and when designing the landscape of suspension bridge later on, the elements of balance and symmetry as well as the proportional element should be considered and reflected in the design.

  • Recently in order to extinguish the large scale of forest fire efficiently and rapidly the forest fire extinguishment equipment such as helicopters and vehicles has been mobilized. In this situation, the most consideration for the effective extinguishment is to understand the forest fire surrounding area and situation very well and arrange and manage the extinguishment equipment timely. In this paper, the client/serve-based forest fire extinguishment helicopter management system was constructed by integrating GPS(global positioning system) and GIS(geographic information system) technologies. This system manages and considers not only extinguishment equipment information such as helicopters and vehicles including manpower arrangement but also extinguishment environment information such as storing reservoir status and road situation and so on. For this, the real time tracking of helicopter location was first acquired through GPS technology then all the information about forest fire surrounding area was offered through the user-friendly interface of GIS concept. The result of constructing this system helps to extinguish a large scale of forest fire rapidly and effectively within shorter time then reduces physical damage and much manpower mobilization.

  • Vehicle to Infrastructure(V2I) communication means the technology between the vehicle and the roadside unit to provide the Intelligent Transportation Systems(ITS) and Telematic services. The vehicle collects information about the probe data through the evolved Node B(eNodeB) and after that eNodeB provides road conditions or traffic information to the vehicle. To provide these V2I communication services, we need a link adaptation technology that enables reliable and higher transmission rate. The receiver transmits the estimated Channel State Information(CSI) to transmitter, which uses this information to enable the link adaptation. However, due to the rapid channel variation caused by vehicle speed and the processing delay between the layers, the estimated CSI quickly becomes outdated. For this reason, channel interpolation and prediction scheme are needed to achieve link adaptation in V2I communication system. We propose the Advanced Discrete Prolate Spheroidal Sequence(ADPSS) channel interpolation and prediction scheme. The proposed scheme creates an orthonomal basis, and uses a correlation matrix to interpolate and predict channel. Also, smoothing is applied to frequency domain for noise removal. Simulation results show that the proposed scheme outperforms conventional schemes with the high speed and low speed vehicle in the freeway and urban environment.

Korean Strategies for Establishing New MRV Schemes Applicable to Post-2020 Regime (Post-2020의 MRV 체계 수립을 위한 우리나라 대응 방향)

  • This paper attempts to determine the most reasonable and agreeable option for new MRV framework in Post-2020 Climate Regime as well as to develop South Korea strategies to reflect our national circumstances and capacities appropriately. The options for MRV framework considered here are 1) Dual MRV and 2) Unified MRV. We reached the conclusion that the Unified MRV framework may be the most reasonable option in the 2015 agreement in line with the objectives of MRV. To this end, it is essential to develop effective stepwise strategies consisted of: 1) reaching a consensus internally on the Unified MRV framework, 2) developing detailed procedures and methodologies to make the major elements of the Unified MRV framework understandable and predictable, 3) delivering an overview and blueprint to make sure of the flexibility of the Unified MRV framework to reflect the Parties' capacities and national circumstances, 4) ensuring the financial and technical support schemes for developing countries to improve the capacity-buildings of MRV, and 5) developing a realistic road map to successfully implement the Unified MRV scheme within the required time frame. Korea, as a rational mediator between developed and developing countries, should play a leading role in reaching post-2020 agreement.

Study on the Dynamic Load Monitoring Using the Instrumented Vehicle (계측장치 실장 차량을 이용한 동적 하중 모니터링 연구)

  • The axle weight of a vehicle in motion can be measured with a low-speed or high-speed weigh-in-motion (WIM). However, the axial load dynamically change depending on the vehicle's characteristics-such as the chassis or axle structure-or the characteristics of the driving environment such as road flatness. The changes in dynamic load lead to differences between the vehicle's weight measured at rest and the vehicle's weight measured in motion. For this Study, an experiment was conducted with an instrumented vehicle to analyze the range of errors caused by uncontrollable environmental factors by identifying the characteristics of the dynamic load changes of a vehicle in motion, and determine the appropriate scale for the accuracy evaluation of a high-speed WIM, as a preparatory research for the introduction of unmanned overweight enforcement systems in the future. The key findings from the experiment are summarized as follows. First, The gross weight of the tested vehicle changed by approximately 1% at low velocities and approximately by 4% at high velocities, and the vehicle's axle weight changed by approximately 1-3%, at low velocities and by 2-9% at high velocities. A single axle showed larger weight changes than individual axles in a group. Secondly, The vehicle's gross weight and the axle weight on the impact section were up to eight times and three-to-twelve times higher, respectively, than its gross weight and the axle weight on the flat section. The vibration frequency of the vehicle's dynamic load was measured at between 2.4 and 5.8Hz, and found to return to the normal amplitude after moving approximately 30 meters.

A Study on the Coordinate-based Intersection ID Composition System Using Space Filling Curves (공간 채움 곡선을 활용한 좌표 기반의 교차로 ID 구성 체계에 관한 연구)

  • Autonomous driving at intersections requires assistance by exchanging traffic information between traffic objects due to the intersection of various vehicles and complicated driving environment. For this reason, traffic information exchange between adjacent intersections is required, but the node ID representing the intersection in the Korean standard node link system have limitations in updating intersections and identifying location information of intersections through IDs due to the configuration system including serial numbers. In this paper, we designed a coordinate-based intersection ID configuration system created by processing and merging two-dimensional coordinates of intersections to include location information in the intersection ID. In order to verify the applicability of the proposed intersection ID, we applied a new intersection ID to domestic intersections and confirmed that there are no duplicate values. Coordinate-based intersection ID reduces data size by 60% compared to existing node ID, and enables spatial queries such as searching for nearby intersections and extracting intersections in specific areas in the form of boxes without GIS tools. Therefore, coordinate-based intersection ID is expected to be more scalable and utilized than existing node ID.

  • This International Standard establishes an AVI/AEI System based on radio frequency technologies. This system is intended for general application in ITS. Specially, It allows the transfer of the identification codes and further information about equipment and vehicles used in intermodal transport into such CVO and information systems related to Intermodal Transport processes. The aim of this standard is to define, describe and specify Architecture, System Parameters, Numbering/ Data structures and interface related to an AVI/AEI system to provide an enabling Standard, which, whilst allowing the system specifier to determine the performance levels and operating conditions, provides a framework for nominal interoperability. The Standard is to establish a common framework to achieve unambiguous identification in AVI/AEI applications. Thes is AVI/AEI is designed to be an 'enabling' structure to allow interoperability between different commercial systems, and not prescriptive in determining any one system. The ISO TC204 WG4 has eight active work items. A new WI on ERI is progressing quickly; three WIs for the road environment and four multimodal WIs are under development. All Work Items are joint between CEN TC278 and ISO TC204 according to the Vienna Agreement, with CEN in the lead. The work is progressing with some delay. For all the work items, the countries who have appointed experts we: Australia, Austria, Belgium, Canada, Czech, Denmark France, Germany, Japan, Korea, the Netherlands, Norway, Spain, Sweden, UK and USA. Measurement of Vertical-Directional DTV Signal Level Using a Multi-Copter (멀티콥터를 이용한 수직방향 DTV 신호 레벨 측정)

  • DTV field tests have been performed to measure field strength and to check reception ratio on indoor and outdoor sites. They use an antenna of 9m to measure DTV signal in case of outdoor measurement on the road. Modern skyscrapers require the analysis of vertical-directional wave propagation by measuring vertical-directional DTV signal. Even if the field strength is above the reception threshold of $43dB{\mu}V/m$, the reception is impossible in case of strong multi-path or high impulse noise. So, vertical-directional field measurement is essential in environment of tall buildings. In this paper, we developed an octo type multi-copter to measure vertical-directional DTV signal level. A compact and portable DTV signal level meter, an antenna, a microwave transmitter for data transmission, and a recording equipment are equipped in the multi-copter. Three different sites are selected to test the measurement system. Developed measurement system using the multi-copter is very useful in measuring vertical-directional DTV signal, especially in apartments, non-accessible area by vehicles, and forbidden areas.

The Genealogy of Trousers in the Eurasian Region (유라시아 지역 바지 구조의 계보)

  • The style of different styles of clothing have been developed by not only the natural environment and social effects. but also by various variables such as the peculiar cultures and religions of different ethnic groups. It is naturally accepted without question that the origin of trousers was derived from the Skytie race in the modern style of dress. And the style of those trousers has changed and developed throughout a long history in different environments and surroundings. As part of the research of the process in this styles of clothing, it is essential to know how the fabric of trousers has been developed and how the styles have been changed because of different weather conditions and different religions. Nowadays, Eurasian countries was scattered from western and eastern Asian countries to middle Asian countries such as Russia, Uzbekistan, Kazakistan, Turkey, Turkmenistan, Iran and China. These countries are located on the way to the Silk Road. They are fully developed in a cultural area among the different religions. In terms of cultural aspects within the different religions, men's trousers had developed the traditional style of this dress as one of the importnat items on the cultural basis. The ranges and types of these traditional trousers are divided by the regions, such as west and southern Asia, central Asia and China. Pakistan, Afghanistan, Iran, Iraq, Syria, Lebanon, Turkey. Jordan, Saudi Arabia, Kuwait and Israel was a part of the west and southern Asian countries which were located between western countries and eastern countries. This tribes wore Shalwar trousers which is a wide style of trousers. Shalwar in the western and eastern Asian region has a specific feature by the each nation but has the same distinctions such as by using very wide and loose style and tying a fine thread around the waist. Some central Asian countries consisted of part of China, Turkmenistan. the Republic of Tajikistan. the Republic of Kyrgyzstan and the Republic of Afganistan. These style of trousers are compound types which appeared with mixing Draperian Greek culture. So it can be inferred from this data that the horse-riding nomadic trousers which had been handed down from Skytie tribe through Persia. The style of the trousers in those regions has small pieces. The style of the trousers in China, which is located on the way to the far eastern countries, has developed new trousers put together two pieces of the textile. These widen trousers can be worn by using a sash belt. So we can find out that those trousers of countries which mentioned above have a common point and a rule.
