The unsignalized intersections in a community road in the city of Seoul have 3,753 traffic accidents(9%) of total 41,702 cases in 2008, not high in the occurrence rate of traffic accidents, but seem to have a quite high potential of accidents due to the unreasonable and insufficient operation of systems and facilities in the part of traffic foundations. In particular, the un-signalized intersections in a community road have an insufficient measure for safety as compared to the crossroads with signals, and there are few analysis of traffic accidents and domestic researches on the model of affecting factors. Our country also has no concept of passing priority in operating a crossroad without signals, differently from foreign countries, so the researches and safety measures for improving the safety of a crossroad without signals in a community road are urgent. Therefore, This study set out to analyze the road conditions, traffic conditions, and traffic environment conditions on unsignalized intersection, to identify the elements that would impose obstructions in safety, and develop a traffic accident prediction model to evaluate the safety of an unsignalized intersection using the correlation between the elements and an accident. In addition, the focus was made on suggesting appropriate traffic safety policies by dealing with the danger elements in advance and on enhancing the safety on intersection in developing a traffic accident prediction model for an unsignalized intersection.

Accident Black Spot Improvement Project is the representative road safety intervention to eliminate environmental risk factors on the roadway by installing road safety facilities. Although it is one of the main road safety projects in Korea, there has been a lack of effort analyzing the traffic accident reduction effects of this project. In this study, therefore, we selected 4,171 road black spots from 2004 to 2013 and investigated the traffic accident reduction effects of 5 road safety facilities by using "Comparison Group(C-G)" method. Through the analysis, it was found that the number of traffic accidents were lowered by 4.45% with traffic islands, 32.17% with road paved markers, and 24.13% with speed cameras, respectively. However, 0.61% with pedestrian fencing and 1.67% with skid resistant pavement were increased on the other hand. In addition, we also analyzed traffic accident reduction facilities' performance on specific types of collision mentioned in manual on road safety facilities by Ministry of Land, Infrastructure and Transport. It was shown that the number of bad weather traffic accidents were reduced by 52.96% with road paved markers, pedestrians accidents were reduced by 62.77% with pedestrian fencing and rear-end collisions were reduced by 26.00% with skid resistant pavement.

Traffic accidents in tunnel can lead to large traffic accidents due to narrow and dark road characteristics. Therefore, special care of the driver is required when is driving in a tunnel. However, accidents can happen at any time. In the event of an accident, a narrow road structure may lead to a second accident. Therefore, all facilities installed inside the tunnel should be allowed to minimize damage in the event of an accident. We confirmed the safety of the collision target through the action of the sedan, Sport Utility Vehicle (SUV) and truck when the vehicle crashed into a stairway installed on the tunnel emergency escape route, and when a concrete barrier or guard rail was installed in front of the stairway. The behavior of the vehicle has resulted in a total of three results: rollover or rollover, change of speed and angle of the vehicle after collision. The sedan and SUV were the most secure when colliding with the guardrail, but considering the truck as a whole, concrete barriers were judged to be the most suitable for minimizing damage from the first accident and reducing the risk of the second accident.
Exceptive clause of ambulance stated in Road Traffic Laws of ambulance car accidents is not properly applied and emergency staffs who transfer over 85% of emergency cases are to be forced to start out to the emergency field with unstable conditions which they may be punished on the criminal and civil laws. Hereby this study makes the following suggestions to activate the duties of transferring emergency cases by emergency staffs, promote their morale and diminish the victim of emergency staffs due to traffic accidents. 1) It is prescribed that ambulance car drivers should be protected legally by applying the exceptive clauses thoroughly regulated in special case clauses because ambulance cars are used for the purpose of saving the human life. 2) On the traffic accidents occurred during the transfer of emergency cases, the special insurance system is created for treating the ambulance car accidents, not to bind the emergency staff's mistake to traffic law and the victims are compensated by the nation on the basis of insurance system and emergency staffs have the systematic security. 3) On the road over six lanes, emergency lane is set on the center and ambulance car should be used as the exclusive lane. 4) Ambulance car drivers must have the habit of transferring emergency cases rapidly within the range of legal operation.
PURPOSES : The intents of the study are to identify the accident factors and to demonstrate the potentials of tobit model as a tool to study the number of accidents on arterial roads segments. METHODS : This paper uses a tobit regression as a methodology to analyze the factors affecting the number of accidents. In pursuing the above goal, this study gives particular attentions to analyzing the data of 2,446 accidents (1,610 in major arterial roads and 836 in minor arterial roads) occurred on arterial roads in 2007 to 2010. RESULTS : First, 3 accident models which were classified by total arterial roads, major arterial roads and minor arterial roads, and were all statistically significant were developed. Second, the exclusive right-turn lane as common variable, and the number of accident, traffic volume, number of lanes, link length, rate of median, number of entrances, number of pedestrian crossings, number of curves, number of bus stops and exclusive left-turn as specific variables of the models were selected. Finally, the paired sample t-test could not be rejected the null hypotheses of three types of models. CONCLUSIONS : Using data from vehicle accidents on arterial roads, the estimation results show that many factors related to roadway geometrics and traffic characteristics significantly affect to the number of accidents.

There has been recent interest in intelligent vehicle technologies, such as advanced driver assistance systems (ADASs) or in-vehicle information systems (IVISs) that offer a significant enhancement of safety and convenience to drivers and passengers. However, unsuitable design of HMI (Human Machine Interface) must increase driver distraction and workload, which in turn increase the chance of traffic accidents. Distraction in particular often occurs under a heavy driving workload due to multitasking with various electronic devices like a cell phone or a navigation system while driving. According to the 2005 road traffic accidents in Korea report published by the ROad Traffic Authority (ROTA), more than 60% of the traffic accidents are related to driver error caused by distraction. This paper suggests the structure of vehicle environment for real-time driving behavior monitoring system while driving which is can be used the driver workload management systems (DWMS). On-road experiment results showed the feasibility of the suggested vehicle environment for driving behavior monitoring system.

This paper addresses a GIS (Geographic Information System) based system in order to reduce the rate of public transportation accidents occurring in Iranian roads network. Over the years, the road accidents are a major issue throughout the world. Today, particular consideration is given to those technologies which can lead to diminish on the number of critical incidents. One of the main factors resulting in accidents and fatalities rates growth is the speed violation of buses in Iranian road network. The conventional speed controlling approach in Iran based on the Tachograph which records vehicle's speed, time, and stoppage in the mechanical processing has many problems. Hence, this research is intended to design and implement a GIS-based system to manage road accident of Bus transportation system using offline tracking system. This was accomplished using a GIS-based technique that encompasses three steps. The first step is developing a GIS-based accident system. The second step includes designing and applying a tracking system inside 90 buses for recording Bus information for speed controlling. Lastly, by using mentioned system in police center, the illegal drivers' punishment would be considered properly. Overall, this system has been successfully applied in this work. Therefore, the police and transportation office are able to control and make policy to diminish the number of accident. It is anticipated that online tracking system through the Web GIS would be utilized In this system in the near future.
This study aims to develop the traffic accident models by circular intersection type using count data model. The number of accident, the number of fatal and injured persons(FSI), and EPDO are calculated from the traffic accident data of TAAS. The circular intersection accident models are developed through Poisson and negative binomial regression analysis. The main results of this study are as follows. First, the null hypotheses that there are differences in the number of traffic accidents, FSI and EPDO by type of circular intersections are rejected. Second, the scale of intersection(median, large), number of approach road, mean width and length of exit road, area of the circulating roadway and central island are selected as factors influencing the number of traffic accidents, FSI and EPDO in rotary. Third, the scale of intersection(median), guide signs(limited speed, direction, roundabout), number of approach road, entry angle, area of the intersection and central island are adopted as factors influencing the number of traffic accidents, FSI and EPDO in roundabout. Finally, transferring from rotary to roundabout could be expected to make the accident decrease.

In this paper, we propose a new method to detect traffic accidents in video from vehicle-mounted cameras (vehicle black box). We use the distance between vehicles to determine whether an accident has occurred. To calculate the position of each vehicle, we use object detection and tracking method. By the way, in a crowded road environment, it is so difficult to decide an accident has occurred because of parked vehicles at the edge of the road. It is not easy to discriminate against accidents from non-accidents because a moving vehicle and a stopped vehicle are mixed on a regular downtown road. In this paper, we try to increase the accuracy of the vehicle accident detection by using not only the motion of the surrounding vehicle but also ego-motion as the input of the Recurrent Neural Network (RNN). We improved the accuracy of accident detection compared to the previous method.
It has been applied several ways in order to prevent traffic accidents and speed management on the road which is one of very important factors to prevent accidents. In this study, it is analyzed whether the facility such as the flashing and crosswalk, speed cameras and intermittent warning signs affect on a driving deceleration or not. It has been shown that the flashing and crosswalk and speed cameras except intermittent warning signs play a role of reducing the driving speed. The result showed that these traffic safety facilities help to improve the average speed as well as velocity distribution which was derived by the speed deviation even if there were the difference between facilities. Speed limit display does not affect the deceleration of the driver. Therefore, it was founded in this research that there were the driving speed reduction effect due to the facilities on the road. In order to control the driving speed on the road, it is necessary to install facilities with appropriate location and spacing on the road. In addition, place that turns out suppressed speeding through speed management also are required adequate facilities such as speed cameras.
