A Study on Urban Inundation Prediction Using Urban Runoff Model and Flood Inundation Model (도시유출모형과 홍수범람모형을 연계한 내수침수 적용성 평가)

  • Population and development are concentrated by urbanization. Consequently, the usage of underground area and the riverside area have been increased. By increasing impermeable layer, the urban basin drainage is depending on level of sewer. Flood damage is occurred by shortage of sewer capacity and poor interior drainage at river stage. Many of researches about flood stress the unavailability of connection at the river stage with the internal inundation organically. In this study, flood calculated considering rainfall and combined inland-river. Also, using urban runoff model analyze the overflow of sewer. By using results of SWMM model, using flood inundation analysis model analyzed internal drainage efficiency of drainage system. Applying SWMM model, which results to flood inundation analysis model, analyzes internal drainage efficiency of drainage system under localized heavy rain in a basin of the city. The results of SWMM model show the smoothness of internal drainage can be impossible to achieve because of the influence of the river level and sewer overflow appearing. The main manholes were selected as the manhole of a lot of overflow volume. Overflow reduction scenarios were selected for expansion of sewer conduit and instruction retention pond. Overflow volume reduces to 45% and 33~64% by retention pond instruction and sewer conduit expansion. In addition, the results of simulating of flood inundation analysis model show the flood occurrence by road runoff moving along the road slope. Flooded area reduces to 19.6%, 60.5% in sewer conduit expansion scenarios.

Salinity Distribution and Ecological Environment of Han River Estuary (한강 하구역의 염분 분포 및 생태환경특성)

  • Water quality and ecological environment in the Han River estuary was analyzed using the longterm water quality monitoring data from National Fisheries Research and Development Institute (NFRDI) and the existing data collected in this area. Based on the salinity distribution and changes of current direction in the lower Han River and its estuary, boundaries of the estuary were identified and also, distribution patterns of the phyto- and zooplankton, benthos, ichthyoplankton and fish were discussed related with the salinity changes in the macrotidal subestuary of Han River. Seasonal and spatial distribution of salinity suggested that the direct impact of freshwater be limited to the Incheon North Harbour all the year round and even extended to the southern area of Gyunggi Bay near Palmi island during limited time, usually in summer. Upper limit of salt water intrusion through the Han River is likely to be Singok underwater dam located Gimpo, Gyunggi Province, and normally limited to much lower part of the river, Jeonryuri, Gimpo. Biological boundaries of the Han River estuary exceeded the physical boundaries based on the salinity distribution. Many estuarine species in plankton and fish were found at the totally freshwater or saltwater depending on the seasons and tidal cycles. Some estuarine ichthyoplanktons showed extremely limited distributions in the estuary whereas adult fish revealed wide ranges of salinity adaptation. Critical environmental issues in the Han River estuary and its drainage basin are likely to be 1) pressure on development-promoted district for new town in the drainage area of the estuary, 2) reduction of tidal flat by reclamation, 3) pollutant input through river from municipal sewages and industrial wastes, and 4) ecological barrier between river and terrestrial systems by the military wire fence and riverside road.

  • As demonstrated in study for non-submerged groynes, the flow field is predominantly two-dimensional, with mainly horizontal eddies. The eddies shed form the tips of the groynes and migrate in the flow direction. These eddies have horizontal dimensions in the order of tens of meters and time-scales in the order of minutes. In the standard flow simulations, these motions are usually not resolved, due to a too coarse grid, too large time steps and, more importantly, the use of inadequate turbulence modelling. using for example a k-${\varepsilon}$ model, it is necessary to introduce substantial modifications. Therefore simulation resolved in this study, were carried out using the DELFT-3D-MOR programme, which is part of the DELFT3D software package of WL/Delft Hydraulics and In this study, apply a two-dimensional depth-averaged model, taking an horizontal large eddy simulation(HLES). The bed morphology computed when using HLES, as well as the associated time-scale, is similar to what has been obseved in a field case. When using a mean-flow model with-out HELS, the bed morphology is less realistic and the morphological time-scale is much larger. This slow development is the result of neglecting(or averaging). the strong velocity fluctuations associated with the time-varying eddy formation.

Evaluation System of River Levee Safety Map for Improving River Levee Maintenance Technology (하천제방 유지관리 기술의 고도화를 위한 하천제방 안전도맵 평가체계 제안)

  • The efforts to improve river levee maintenance technologies have accelerated globally in a bid to deal with the flood damage resulting from the changes to the climate and flood events. This paper, in line with such tendency, proposes an evaluation system of a river levee safety map to maintain the river levee in an efficient manner. The concept of a river levee safety map is aimed at maximizing the maintenance efficiency for a manager to indicate the safety index, including the current river levee sliding, piping, and visual inspection on a GIS map. To develop such an evaluation system, a safety index covering the sliding, piping, and visual inspection are designated through the data and document examination and the rational guideline to classify each index into three grades, A, B, and C, is proposed. Based on the guideline proposed, the sliding and piping characteristics in terms of safety depending on the change to the flood water level duration time at the test section (Nam river) were evaluated by numerical analysis. As a result, both the protected landside and riverside satisfied the requirements for Grade A in terms of sliding, and when it comes to piping, the grade declined to C because the flood water level duration time increased at R2. As a planning study to propose a river levee safety map evaluation system, a further advanced study, standardization of the river levee data, and improvement of the existing system and laws are required.

Effects of Desalinization Management on Rice Yield in Sea Water Flooded Field

  • Over 2,000 ha of rice fields in the western and southern coastal region of Korea were flooded with sea water during the spring tide, on August 19-21, 1997, and the rice plant at heading stage was injured. The field surveys were undertaken at the sea water flooded paddy fields in Chonbuk Province, to identify the injury symptoms and rice yield damage subjected to different flooding condition and desalinization methods. Five days after sea water flooding at heading stage, the flag leaves of rice plants flooded with 30 ㎝ deep sea water withered from the tip, the withering progressed to the lower leaves in deeper flooding. The spikelets were spotted black and discolored from the tip at 50 ㎝ deep flooded rice, and some panicles changed to white at 80 ㎝ deep flooded rice. Most of the rice leaves submerged completely for an hour were withered and most of panicles changed to white. The milled rice yield, percentage of ripened grain, and 1000 grain weight of flooded rice decreased with deeper flooding water, higher water salinity and longer flooding time. Even under the same flooding conditions, the damage of rice yield varied with the growth stage: heading stage>dough stage>booting stage. Rice yield damage was less in the fields on the upper riverside than those of the fields on the estuary and seaside, because of lower water salinity. In a flooded field, the rice yield damages were reduced as the distance increased from the levees where the sea water inflowed and increased as the distance increased from the fresh water irrigation gate. The desalinization treatments consisting of frequent exchange of irrigation water and spraying with fresh water soon after flooding effectively reduced the rice yield damage.

  • October 31, 2017, a man named Saipov who follows ISIS killed 8 people and injured nearly 20 others by driving his truck to the riverside bicycle path in Manhattan, New York, in an act of terror. June 5, 2017, the Islamic extremist Yacqub Khayre held a woman hostage in a suburb of Melbourne, Australia, before being killed by the police. Various countries around the world including the UK, France, and Germany are in war against terrorism. The terrorists change their target from hard targets such as government officials to vulnerable soft target, intensifying the public's fear, and, unlike in the past when they were organized by governments or organizations, extremists such as ISIS followers are now acting on their own in the act of terrorism. Also, as they use vehicles, pressure cooker, and other objects that can be easily found for terrorism, it is becoming more difficult for the police to prepare against terrorist attacks. Meanwhile, some terrorism researchers argue that conversational techniques (negotiation) used by the police are now of no use, as shown in the cases like 9/11 attacks in 2001 and 2016 Nice attack in France in which the suspects committed terrorist attacks without leaving enough time for the police to take action and that, therefore, tactical suppression techniques need to be developed. Therefore, this study suggested police negotiation techniques are necessary not only for terrorist attacks but also for overall police work, including handling intoxicated people at police station, and proposed ways to activate conversational techniques for police organizations.

Study on River Management Plan Considering Ecological Preservation and Flood Control of Riverine Wetland (하도습지의 생태보전 및 치수를 고려한 하천관리 방안 연구)

  • The riverine wetlands located in the riverside bring about social conflicts through confrontation between flood control value through flood control project and ecological preservation value of riverine wetland. In this study, we identified the importance of both values through analysis of economic feasibility of flood control and ecological values of riverine wetland, and tried to suggest management plans for riverine wetland considering both of flood control safety and ecological preservation through these results. For this, we calculated the expected annual flood damage of Imjin River using the multi-dimensional flood damage analysis(MD-FDA), and calculated the total value of riverine wetland using the contingent valuation method(CVM) to estimate preservation value of riverine wetland. The result of the analysis shows that the Imjin River needs flood control project and the ecological preservation of riverine wetland is also important. Therefore, the establishment of the management plan for protecting riverine wetland is also needed. As a result, the Imjin riverine wetland was classified as the area where sedimentation continues to take place, and the flood water level to rise. On the basis of the analyzed results, it is judged that the Imjin River needs flood control for public safety and ecological consideration for ecosystem preservation in the river improvement project. So, the stepwise river improvement is desirable to protect riverine wetland and minimize ecosystem disturbance. The results is expected to be made good use as the basic study for establishment of institutional river management plans considering flood control project and riverine wetland preservation in the future.

  • This study was carried out to determine the heavy metal contents in effluents, soils and plants grown on the soils from 1982 to 1983. The heavy metal pollution of Keumho river was resulted from Sincheon, Kongdancheon and Dalseocheon. The urban sewage influxes in Sincheon and Dalseocheon whereas the industrial wastewater flows in Kongdancheon. The average heavy metal contents of effluents in these streams exceeded the Korean Standard Environmental value. The high level of heavy metal contents in soils and plant tissues should be originated from the polluted river water. The heavy metal contents of soils were significantly positively correlated with that of plant.

The vegetation analysis of Northern region at Jungnang riverside - Between two bridges of Wallgae 1 and Sangdo - (서울시 중랑천 북부구간 하천변 식생과 식물상 분석 - 월계1교에서 상도교 구간을 대상으로 -)

  • After the modern industrial revolution, rivers in cities became covered and disappeared due to the pressure to develop them. Likewise, their function which is to serve as the basis of natural ecology system in the cities began to be damaged. This research demonstrated that there are a total of 268 categories when it comes to the list of plants, including 64 families, 179 genera, 230 species, 36 varieties, and 1 subspecies. When the relative abundance of the plants that were found at the target research site was studied, the secondary survey demonstrated Bromus japonicus 22.97, Artemisia princeps var. orientalis 16.76 and Erigeron annuus 15.69 while third survey demonstrated Digitaria ciliaris 26.78, Ambrosia trifida 16.29 and Aster pilosus 14.31. There were 54 species of naturalized plants that appeared. Analysis demonstrated annual plant 23 classification category (43%), perennial 11 classification category (20%), multi-perennation 17 classification category (31%), woody plant 3 classification category (6%) and others. When the naturalized plants that were found at the target research site were analyzed by the place of origin, North America and EU took up 76%, which accounts for 3/4 of the all the naturalized plants. At the target research site, naturalization degree of 5 pertained to 22 classification category (41%), which was the highest, followed by 19 classification category (35%) with naturalization degree of 3, 8 classification category (15%) with naturalization degree of 2 and 5 classification category (9%) with naturalization degree of 4 in the order mentioned. Flora of Jungnangcheon did not manifest any change compared to 10 years ago. Thus, it is necessary to increase of biodiversity efforts to improve SeoulCity's natural environment and cityscape.

Influence of Submersion by Heavy Rain on Growth, Yield and Qua1i1y of Peanut Plant Cultivated in Nakdong Riverside (낙동강유역 땅콩재배지 홍수에 의한 침수피해가 땅콩 생육, 수량 및 품질에 미치는 영향)

  • This experiment was carried out to investigate the growth status, grain yield and quality of the peanut submerged by the flood in grain filling time. The growth status and grain yield of peanut plant after flooding became worse as the flooded day increases and there was remarkable difference in quality between the submerged peanut for just one day and the unsubmerged peanut. For the storage period, the acid value of lipid extracted from submerged peanuts was increased, and the content of linoleic acid of that decreased as the day of submergence became longer. The content of N, P2Of and MgO in peanut plant was increased but the content of K$_2$O was decreased as the submergence duration became longer and the content of soil components were remarkably decreased after submergence. Thus the flooding during the grain filling period caused serious reduction in grain yield and quality of peanut, and more serious reduction was occurred due to longer duration of submergence.
