This paper presents the procedures and the results conducted by the proposed one for the risk assessment based on the accident statistics in the Korean railway. Approximately 1200 accident data were used for this study, and risk models were developed to describe the potential hazards. A risk assessment was conducted using the potential problem analysis technique qualitatively. Additionally, this study performed a regional risk assessment. The results of this study showed that the risks for collisions between trains and derailment are relatively low. However, grade crossing and public accident and accidents of workers on tracks take high risks. A large number of accidents is concentrated on the three regions such as Suwon, Chunan, and Chungrangri.
Risk assessment of a railway system should be periodically conducted managing a large amount of accumulating accident/incident data and scenarios, which generally requires enormous time and efforts. Therefore, special information management system is essential for railway risk assessment, where data needed for decisions on managing the railway safety could be promptly supported. The objective of this study is to develop a railway accident analysis program for risk assessment. The program is application running on the web which links railway accident analysts throughout the railway industry to a central database. Data entered, together with associated code tables. is stored on MS-SQL database. The program uses the concepts of accident, safety events, causes, related factors(vehicle, person, infrastructure, tool/equipment), recommendations to bring together the various elements of railway accidents. The program will be useful in finding hazard conditions, accident scenarios, quantitatively assessing the risk, and providing pertinent risk measures, eventually serving to prevent railway accidents and reduce severities of railway accidents.
Recently the railway safety is very important issue in Korea because there are lots of changes like the separation of operation and facility of national rail network, the inauguration of high speed train and Daegu subway fire accident. Railway safety management system is based on risk assessment of rolling stocks, electrical system, signaling, operation & maintenance and human element. With this process, railway risk will be reduced as low as reasonably acceptable level. Through risk assessment on accident data, this study predicted the current risk level of railway electrical system and presented the proper safety ensuring measures.
Background: Fish and fishery products (FFPs) unintentionally contaminated with various environmental pollutants are major exposure pathways for humans. To protect human health from the consumption of contaminated FFPs, it is essential to develop a systematic tool for evaluating exposure and risks. Objectives: To regularly, accurately, and quickly evaluate adverse health outcomes due to FFPs contamination, we developed an automated dietary exposure and risk assessment system called HERA (the Human Exposure and Risk Assessment system for chemicals in FFPs). The aim of this study was to develop an overall architecture design and demonstrate the major features of the HERA system. Methods: For the HERA system, the architecture framework consisted of multi-layer stacks from infrastructure to fish exposure and risk assessment layers. To compile different contamination levels and types of seafood consumption datasets, the data models were designed for the classification codes of FFP items, contaminants, and health-based guidance values (HBGVs). A systematic data pipeline for summarizing exposure factors was constructed through down-scaling and preprocessing the 24-hour dietary recalls raw dataset from the Korea National Health and Nutrition Examination Survey (KNAHES). Results: According to the designed data models for the classification codes, we standardized 167 seafood items and 2,741 contaminants. Subsequently, we implemented two major functional workflows: 1) preparation and 2) main process. The HERA system was developed to enable risk assessors to accumulate the concentration databases sustainably and estimate exposure levels for several populations linked to seafood consumption data in KNAHES in a user-friendly manner and in a local PC environment. Conclusions: The HERA system will support policy-makers in making risk management decisions based on a nation-wide risk assessment for FFPs.
This paper presents a stochastic and predictive working-risk-assessment algorithm for excavators based on a one-layer laser scanner. The one-layer laser scanner is employed to detect objects and to estimate an object's dynamic behaviors such as the position, velocity, heading angle, and heading rate. To estimate the state variables, extended and linear Kalman filters are applied in consideration of laser-scanner information as the measurements. The excavator's working area is derived based on a kinematic analysis of the excavator's working parts. With the estimated dynamic behaviors and the kinematic analysis of the excavator's working parts, an object's behavior and the excavator's working area such as the maximum, actual, and predicted areas are computed for a working risk assessment. The four working-risk levels are defined using the predicted behavior and the working area, and the intersection-area-based quantitative-risk level has been computed. An actual test-data-based performance evaluation of the designed stochastic and predictive risk-assessment algorithm is conducted using a typical working scenario. The results show that the algorithm can evaluate the working-risk levels of the excavator during its operation.

Disodium disulphite, the HPV chemical, was assigned to Korea in order to implement OECD SIDS program in 1999. It was produced about 3,200 ton/year in 1998. This report evaluates the toxic potency of disodium disulphite based on the environmental and mammalian effects as well as human exposure. Oral $LD_{50}$ in rats is 1,540 mg/kg b.w. and effects was observed to the stomach, liver and the GI track that was filled with blood. For repeated dose toxicity, the predominant effect was the induction of stomach lesion due to local irritation. The no observed adverse effect lever for local (stomach irritation) was about 217 mg/kg bw/day. There is no evidence that disodium disulphite is genotoxic in vivo. No reproductive or developmental toxicty of disodium disulphite was observed for the period up to 2 yr and over three generation. In humans, urticaria and asthma with itching, edema, rhinitis, and nasal congestion were reported. Disodium disulphite is unlikely to induce respiratory sensitization but may enhance symptom of asthma in sensitive individuals. This chemical would be mainly transported to water compartment when released to environmental compartments since it is highly water soluble (470 g/l at 20). Low K oc (2.447) indicates disodium disulphite is so mobile in soil that it may not stay in the terrestrial compartment. Engineers may encounter unpredictable cavities, sinkholes and karst conduits while tunneling in karst area, and water inrush disaster frequently occurs and endanger the construction safety, resulting in huge casualties and economic loss. Therefore, an optimal classification method based on grey system theory (GST) is established and applied to accurately predict the occurrence probability of water inrush. Considering the weights of evaluation indices, an improved formula is applied to calculate the grey relational grade. Two evaluation indices systems are proposed for risk assessment of water inrush in design stage and construction stage, respectively, and the evaluation indices are quantitatively graded according to four risk grades. To verify the accuracy and feasibility of optimal classification method, comparisons of the evaluation results derived from the aforementioned method and attribute synthetic evaluation system are made. Furthermore, evaluation of engineering practice is carried through with the Xiakou Tunnel as a case study, and the evaluation result is generally in good agreement with the field-observed result. This risk assessment methodology provides a powerful tool with which engineers can systematically evaluate the risk of water inrush in karst tunnels.
Exposure risk assessment of pesticide molinate using the RICEWQ model in a rice paddy plot was performed to observe the effects of various water and pesticide management scenarios. Several scenarios were developed to represent the specific water and pesticide management practices of rice cultivation in Korea. The results of the scenario analysis using the RICEWQ model simulation from the previous studies were analysed. The molinate risk for aquatic organisms is evaluated by the ratio of the predicted environmental concentration(PEC) and the predicted no-effect concentration(PNEC). The results showed that the no-effect periods for aquatic organisms for the deep, shallow and very shallow irrigation conditions were 33.3, 28.9 and 25.6 DATs for the lable rate application and 36.4, 33.7 and 30.8 DATs for the double lable rate application, respectively. The higher application rate showed greater exposure risk to the aquatic organisms. Based on this study, the withholding period of molinate practiced in Korea, that is 3 to 4 DATs, must be much longer. The results of this study can be used for the non-point source pollution control and environmental policy making regarding pesticides.
